BJP looks to complete organisational polls in key states like UP, Karnataka, even as it speeds up delayed party elections
Even as there are expectations that the election of the new BJP chief may be round the corner, a highly-placed source in the party said that these states being important, the party would want to first wind up presidential elections in these, before announcing the national president — something that may take some time.
The announcement of the new BJP president to replace JP Nadda has now seen one full year of delay after the end of the extension till June 2024 that the national executive of the party had given him in January 2023 in view of the Lok Sabha polls.
In Uttar Pradesh, while more than half the zilla elections have long been completed – the magic number required for the state chief to be appointed – party leaders say 'sab thanda padaa hai (things aren't moving till now).' A key source in the UP BJP said that with the sudden flurry of appointments of party presidents, there is rising expectation that UP may also have a party chief soon. 'There is still speculation as to what formula the party will adopt for UP – a Dalit, OBC or Savarna president, and which caste even among these categories. The face for the party chief will depend on that,' a BJP leader in UP said.
In Karnataka, too, things have been stuck long after half the zilla elections were completed. In the state, the BJP was also embarrassed by constant tirades of Basangouda Patil Yatnal against state BJP chief BY Vijayendra, son of former Chief Minister and Lingayat strongman BS Yeddyurappa, and had to expel Yatna from the party late in March 2025.
Meanwhile, the back-to-back announcements of state unit presidents by the BJP on Tuesday and Wednesday, with more expected this week, set party circles abuzz about the possibility of the organisational elections being complete soon.
After the party announced the names of Dr. Beicchua and VP Ramalingam as the respective presidents of its Mizoram and Puducherry units, PVN Madhav replaced D. Purandeshwari as the Andhra Pradesh BJP chief while N Ramchander Rao took over from Union Minister G Kishan Reddy in Telangana.
Mahendra Bhatt retained the party's reins in Uttarakhand and Dr. Rajiv Bindal in Himachal Pradesh even as the party was likely to announce the presidents of Maharashtra, Madhya Pradesh, Chandigarh, Arunachal Pradesh. The process to elect party chiefs in West Bengal and Tripura among other units is also underway.
Adding to the tally of the state presidents to be appointed further, working party chief Ravindra Chavan was appointed president of the party's Maharashtra unit while Anil Tiwari was appointed the chief of the BJP's Andaman and Nicobar unit.
On Wednesday, the party's state units in Madhya Pradesh and Ladakh got their respective presidents with Betul legislator Hemant Khandelwal taking over from VD Sharma and Phunchok Tanzin being replaced by Tashi Gyalson Kachu.
'Organisational polls in more states are likely to conclude on or by July 4 in light of the auspiciousness of the period as per the Hindu calendar; we expect the entire organisational overhaul of the party to be complete within the month of Sawan till early August,' a party source said.
'All the state presidents appointed so far bear the stamp of the senior BJP leadership; it appears that the party is still yet to reach consensus with the RSS as far as the appointments of presidents of crucial states such as UP, Gujarat and Karnataka are concerned,' another source said.
As per the BJP's constitution, organisational elections proceed bottom-up. When half the booth-level presidents have been elected, the Mandal elections begin. With half the Mandal presidents appointed, the party starts the zilla elections, and when half the zilla presidents are announced, the party appoints the state president. The BJP national president is elected after half the state presidents have been appointed.
With the BJP having 37 state units in India, the magic number is therefore 19 — a number the party has already achieved. While the BJP constitution provides for election at every level, the national president and even the state presidents are conventionally elected unopposed, with only one person filing the nomination.

On August 5, the UDD issued an order asking additional municipal commissioner Dr Ashwini Joshi to hold additional charge of the undertaking, which runs Mumbai's public bus service and supplies power to the island city. Joshi was to head the BEST until the state general administration department (GAD) issued a regular order on a new appointee. However, that same day, the GAD appointed GST commissioner Asheesh Sharma to take over the beleaguered BEST undertaking. As a result, the BEST had two officers at the helm, at the same time, even if only for a day. After the faux pas was discovered, the UDD issued a statement late on Wednesday, denying it had issued the order assigning charge to Joshi. The gaffe has put the BJP-led Mahayuti government in an awkward spot. The opposition claims it has once again exposed the tug-of-war between deputy chief minister Eknath Shinde and chief minister Devendra Fadnavis, the former heading the UDD and the latter the GAD. According to protocol, the GAD issues orders on government appointments and transfers, not the UDD or any other department. State Congress chief Harshwardhan Sapkal posted on social media, saying: '1 post, 2 orders, 2 leaders, is this a double gang war of the double engine government?' A 'gang war' is ongoing between Fadnavis and Shinde over the transfer of officials, he claimed, adding that in view of this struggle to appoint people in 'lucrative positions', the public is left wondering whether it is a government or a turf war. NCP (SP) leader Rohit Pawar also took potshots at the BJP-led government. 'As soon as the post of General Manager in BEST became vacant, it seems a race has begun between Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde to place 'their' person in this position,' he wrote on social media. The BEST has been in financial distress for several years. Political pressure and aggressive staff unions have made managing the undertaking especially difficult. Following an accident where a BEST bus ploughed through pedestrians on a crowded street in Kurla, killing eight and leaving 40 injured, the state transferred its general manager, Anil Diggikar in December last year. Harshdeep Kamble was to succeed Diggikar but he never took charge, and the state asked Ashwini Joshi to fill the post. In February 2025, SVR Srinivas was given additional charge of the BEST, before he retired on July 31. When BEST employees threatened a protest at Azad Maidan on Wednesday, the BEST administration needed an officer at the top, and hence the UDD issued an order assigning additional charge to Ashwini Joshi on Tuesday. The GAD too issued an order appointing Asheesh Sharma, that very same day. Commenting on the mix-up, Shiv Sena (UBT) leader Adityaa Thackeray posted on social media, saying: 'So the BEST is being killed by the state government on purpose, but what is worse is the coordination between CM and Gaddaarnath Mindhe (he meant Eknath Shinde) is already dead. CM's GAD has issued orders to one name as administrator, while the Gaddaarnath's UD department has issued orders to another name. Shouldn't the DCM have first discussed this with CM? Shouldn't the GAD be issuing these orders? Why should our State suffer in this ego war? Imagine, if this basic coordination is SO dead, these are the people who are supposed to be leading our State! The most corrupt and incompetent government that Maharashtra has seen.'

Govt says no debate on SIR due to rules
New Delhi: The government on Wednesday turned down the Opposition's demand for a discussion on the Election Commission's ongoing special intensive revision (SIR) of electoral rolls in poll-bound Bihar and said in the Lok Sabha that matters pending before the judiciary cannot be discussed on the floor of the House. (ANI) Some Opposition leaders said that instead of SIR, they have proposed a debate on 'electoral reforms' as a way to end the deadlock in Parliament. However, government managers indicated the ruling side is unlikely to accede to any such debate. 'The government has been very open to taking up discussion on any matter... However, any discussion in the Parliament has to be in accordance with constitutional provisions and also in accordance with the rules as prescribed in the rules of procedure and conduct of business in the Lok Sabha,' parliamentary affairs minister Kiren Rijiju told the Lok Sabha. 'On the issue of intensive revision of electoral rolls in Bihar for which they (opposition members) are disturbing the House from first day of the session, we all know that the matter is under consideration of the Supreme Court and as such it is sub judice and a hence a discussion cannot be held on the subject,' he added. The minister also cited a 1988 ruling by then Lok Sabha Speaker Balram Jakhar that under the existing constitutional provisions, the House cannot comment upon the actions of the Election Commission. Jakhar, according to Rijiju, had said that he cannot break the rules by allowing a discussion on the functioning of EC. The Supreme Court is hearing a bunch of petitions challenging the ongoing SIR exercise in Bihar. On Wednesday, the top court directed EC to file a reply by August 9 in response to allegations that over 6.5 million names were deleted from Bihar's draft rolls. Rijiju underlined that the issue relates to the functioning of EC, which is an autonomous body. The minister also urged the Opposition members to participate in the debates for the passage of key legislations. 'I urge the members not to disrupt the House. There are important bills to be taken up,' he added. Meanwhile, several opposition party leaders urged Lok Sabha Speaker Om Birla to refer two bills — the National Sports Governance Bill, 2025 and the National Anti-Doping (Amendment) Bill, 2025 — to a joint committee of Parliament for further scrutiny. In a joint letter to the Speaker, the opposition leaders said there is a need for a broader consensus on the two significant bills, listed for consideration and passage in the House, considering their national importance. Proceedings in both houses have been disrupted by the Opposition, which has been creating uproar in Parliament on their demand for a discussion on SIR, which they allege is aimed at disenfranchising a large number of voters. Addressing a joint press conference of the Indian National Developmental Inclusive Alliance (INDIA) bloc, Congress president Mallikarjun Kharge rejected the argument that the functioning of EC cannot be discussed in Parliament as it is an independent constitutional body. Kharge cited former Rajya Sabha chairman Jagdeep Dhankhar's July 21, 2023 ruling that the House is authorised to debate anything under the sun and under the planet. 'We have been urging the speaker, chairman and the government again and again that the voting rights of people should not be stolen... That is what is happening in the SIR exercise,' the Congress chief said. Alleging that government was manipulating the electoral system according to its own convenience, Kharge said that while a huge number of voters were added in the electoral list in Maharashtra, the names of voters are being deleted in assembly poll-bound Bihar.
