Dubai Launches Best Government Practices Series to Drive Innovation and Future-Readiness

Dubai kicked off the 2025 Government Best Practices Series today, uniting local and international leaders to accelerate innovation, service excellence, and future-readiness across its public sector.
Organised by the General Secretariat of The Executive Council of Dubai, the event gathers experts and senior officials to share successful strategies in digital transformation, institutional learning, and agile governance. It showcases leading practices recognised by the Dubai Government Excellence Programme and the Hamdan bin Mohammed Programme for Government Services.
Abdulla Mohammed Al Basti, Secretary-General of The Executive Council, said the initiative reflects the leadership's vision of building a proactive and human-centred government. 'People remain at the centre of every policy, initiative, and service,'
he noted, reaffirming Dubai's push for globally benchmarked public service standards.
Day one featured sessions led by government entities including Dubai Police, RTA, Civil Defence, and Public Prosecution, focusing on AI-driven service delivery, innovation, and human capital development. The City Makers initiative led the main panel on collaborative service design, recognising standout efforts under the Executive Benchmarking Programme.
Nine government initiatives were spotlighted, such as Dubai Customs' 'Advance Ruling,' Digital Dubai's 'City Tribe Ecosystem,' and DEWA's 'High Electricity Consumption Alerts'—highlighting a culture of data-driven and sustainable governance.
The series continues Wednesday with sessions on smart government integration, institutional resilience, and AI leadership, featuring contributions from Dubai Municipality, Dubai Airports, and the Dubai Future Foundation.
The closing panel, 'Partners in Leadership,' will underline the city's ongoing commitment to collaborative excellence, bringing together voices from Dubai Culture and the General Directorate of Identity and Foreigners Affairs.

Dubai Reef: Restoring marine ecosystems Surveys at the site indicate fish populations have increased across 15 native species, including snappers, groupers, and barracuda. Data suggests a 10 per cent increase in marine biodiversity, with fish biomass rising eightfold – indicators of the initiative's impact on the local ecosystem. The first pillar, Marine Habitat Restoration, will see 20,000 modules fabricated and deployed across 600 km² of the Emirate's waters by 2027. Since launching in 2024, 39 per cent of the total reef modules have been fabricated, with 3,660 modules deployed. The initiative includes two additional pillars – Marine Life Rehabilitation and Marine Conservation Research – contributing to marine conservation and sustainability objectives. In a history-making move, Dubai Police have promoted Colonel Samira Abdullah Al Ali to Brigadier, making her the first woman ever to earn this prestigious rank since the force was founded in 1956. It's a major moment for the UAE — and a massive win for women in uniform. Brigadier Al Ali currently heads the Insurance Department at Dubai Police, a field she helped shape from the ground up. She joined the force in 1994, after graduating with a degree in insurance from UAE University and briefly working in the private sector. 'It was a newspaper ad that led me to join the academy,' she recalled. 'During my training, retired Major General Jasim Belramitha learned of my academic and professional background in insurance and invited me to work in that field within Dubai Police, which was still in its infancy at the time.' From humble beginnings in a tiny office with just two colleagues, she built a full-fledged department by 2000. Today, that department oversees every aspect of insurance related to the police force's assets — from vehicles to living property — and remains the only one of its kind across UAE police agencies. Samira also broke barriers in the General Department of Transport and Rescue, leading a team where no woman had worked before. With over 31 years of service, she's racked up an impressive resume: 🔹 392 medals, badges, and certificates of appreciation 🔹 225 development proposals submitted 🔹 A Master's in Business Administration and a Diploma in IT 🔹 Numerous awards for innovation, including the 'SAND' and 'Safe Driving Stars' initiatives 'This promotion is a source of pride for every woman in Dubai Police,' she said. Residents in Dubai will now have to settle all outstanding traffic fines before they can renew, cancel, or transfer their residency visas, according to a new policy rolled out by the General Directorate of Residency and Foreigners Affairs (GDRFA). The new electronic system, which links GDRFA transactions with the Dubai Police Traffic Fines system, is currently in its pilot phase. Under this initiative, any visa-related request submitted from within the UAE, whether for renewal, cancellation, or modification, will not be accepted unless all traffic fines have been paid in full. What This Means for Residents In short, if you have unpaid traffic fines, you won't be able to process your visa. The GDRFA is urging everyone to clear their dues before starting any residency-related procedure. Lieutenant General Mohammed Ahmed Al Marri, Director General of the GDRFA, emphasized during a recent media briefing that this policy is about encouraging responsibility, not creating hardship. 'We are doing everything for the residents. Live here, follow the rules,' Al Marri said. He explained that if the amount is too large to pay all at once, residents can request to pay in instalments. The focus is on compliance and respect for the law, not making life difficult. Growing Problem of Unpaid Fines Al Marri pointed out that a concerning number of people are ignoring their traffic fines, allowing them to pile up over time. Some residents even owe tens or hundreds of thousands of dirhams. Despite repeated awareness efforts by Dubai Police and the Ministry of Interior, many have continued to delay payment. 'The UAE is a nation governed by the rule of law,' Al Marri said, noting the country's commitment to safety, justice, and equal rights. 'We call on all residents to adhere to traffic regulations and settle any fines promptly.' Proof of Payment Now Required To move forward with visa procedures, residents must now show proof that their traffic fines have been paid. Authorities are encouraging residents to check their status early and settle any outstanding amounts before they apply. The GDRFA also said it is open to discussing payment plans for residents who may be facing large outstanding amounts. Bigger Vision: A Law-Abiding Dubai Al Marri made it clear that this policy isn't just about fines, it's about building a better, more law-abiding city. The initiative is part of a broader goal to boost coordination between government departments and promote safer, more respectful behavior on the roads and in the community. 'Our goal is to make Dubai a city free from traffic violations,' Al Marri said. 'A city where public spaces reflect the progressive image of the UAE.' So, if you're due for a visa renewal or planning to leave the country, make sure your traffic record is clear. Dubai is serious about its laws and it expects everyone living here to be, too.
