Dy CM orders probe into environment violations in Seshachalam region
Tirupati: Deputy Chief Minister and Minister for Forest and Environment Pawan Kalyan has called for a detailed probe into multiple environmental violations in Seshachalam forest region, following media reports and public concerns.
The Deputy CM has asked forest officials to investigate the land allocation granted to Shirdi Sai Electricals amid serious allegations that the allotted land lies within protected forest limits. Reports indicate that the allotment may be in violation of the Forest (Conservation) Act, 1980, raising concerns about encroachment into the Seshachalam Wildlife Sanctuary. Responding swiftly, Pawan Kalyan directed Principal Chief Conservator of Forests (PCCF) P Chalapathi Rao to submit a detailed report along with all documentation related to the land allocation process.
In another development, the Deputy CM responded to complaints circulating on social media about the destruction of forest fencing near Grand Vault Road in Upadhyayanagar, bordering the Seshachalam forest. The breach has reportedly allowed wild animals to stray into nearby residential areas in search of food and water, increasing the risk of human-wildlife conflict. Pawan Kalyan instructed local forest officials and the Biotechnology Research Centre to carry out immediate repair work on the fencing and to enhance conservation efforts in buffer zones, including cleanliness drives and provision of water troughs for animals.
Addressing another environmental concern, the Deputy CM expressed dissatisfaction over reports of tree cutting in Divyaramam spiritual zone in Tirupati, an eco-spiritual site developed by the Forest Department. Alleging unauthorised felling during forest clearance work, Pawan Kalyan ordered a full-fledged inquiry into the incident and directed PCCF Chalapathi Rao to identify any breaches of forest regulations.
Reaffirming his commitment to wildlife and forest conservation, the Deputy Chief Minister emphasised strict adherence to environmental laws and accountability for any violations.

Andhra's U-turn on Appealing Tuni Arson Verdict Spotlights Clout of Kapu Community
New Delhi: The Andhra Pradesh government has quickly reversed its decision to appeal the 2023 acquittal of 41 people in the 2016 Tuni train arson case. This sudden reversal, made within 24 hours, throws into sharp relief the political sensitivity surrounding the Kapu community. Events began Monday (June 2), when the Home (Courts-B) Department issued a government order (G.O. Rt. No. 852). The order directed the public prosecutor at the Andhra Pradesh high court to appeal the May 1, 2023 judgment of Vijayawada's VII Additional Metropolitan Magistrate Court for Railways. That judgment had acquitted all accused in the Tuni arson case. By Tuesday, however, another order, G.O. Rt. No. 869, formally withdrew the earlier directive. The public prosecutor was instructed not to proceed with the appeal. The initial G.O. reportedly prompted concern among political leaders. Deputy chief minister Pawan Kalyan, president of the Jana Sena Party (JSP) and a prominent Kapu leader, was reportedly displeased by the move to reopen a case affecting Kapu sentiments. The decision to withdraw the G.O. drew public statements from Kapu community representatives. Chinamilli Venkatarayudu, Kapunadu West Godavari district president, was quoted by South First saying the initial move was intended to 'persecute the Kapus'. Bandi Srinivasa Rao, a Kapu Ikya Vedika leader from Eluru district, reportedly called the initial decision 'vendetta politics', adding that the government had 'hurt the feelings of the Kapus'. The Tuni incident, central to these government orders, occurred on January 31, 2016. During a 'Kapu garjana ' ('roar of Kapus') rally in Tuni in East Godavari district, led by former minister Mudragada Padmanabham, to demand OBC status for the Kapu community, protesters allegedly stormed the Tuni railway station. Four coaches of the Ratnachal Express were set on fire and other public property was damaged. The Railway Protection Force (RPF) later filed cases against 41 individuals, including Padmanabham (accused #1) and Dadisetti Raja (accused #3), then a Kapu leader and now Tuni MLA, under sections of the Indian Penal Code and the Railways Act. On May 1, 2023, the Vijayawada railway court acquitted all 41 accused, citing insufficient evidence and procedural lapses in the investigation. The court also ordered disciplinary action against three RPF officials for a flawed investigation. The Wire has reached out to Padmanabham. We shall update the copy once he responds. Why is the Kapu community politically so important? The Kapu community forms an estimated 15-17% of Andhra Pradesh's population, concentrated in coastal districts, particularly East and West Godavari. This demographic strength translates into considerable electoral influence. For decades, some Kapus have persistently demanded inclusion in the OBC list, similar to agitations by Jats, Marathas and Patels elsewhere in India. This demand often accompanies a sense of historical underrepresentation in political power compared to the Kamma and Reddy communities, which respectively provide much of the leadership and support for the Telugu Desam Party and the YSR Congress Party. Kapu community leaders assert large population figures to bolster these claims for political power and resources. Historical analyses show various cultivating sub-groups (Munnurukapus, Balijas, Telagas) consolidated under the broader 'Kapu' identity, a term originally meaning cultivator. Pressures from the post-liberalisation economy also intensify these socio-political dynamics and demands. There have been previous attempts to politically mobilise the Kapu community. In 2009, Chiranjeevi, a popular Telugu actor and Pawan Kalyan's elder brother, launched the Praja Rajyam Party. Stating 'social justice' as its motto, it won about 18% of the vote and around 20 assembly seats. However, the party was merged into the Congress immediately after the elections. Pawan Kalyan, himself a major film star, began his political journey in 2014, initially backing the National Democratic Alliance. He later distanced himself, aligning with Left parties and the Bahujan Samaj Party for the 2019 elections, before later embracing a more pronounced Hindutva stance. In December 2023, the BJP launched a strong offensive against Sudhakar Badgujar, then the Nashik unit chief of the Shiv Sena (UBT), over his alleged links to the Dawood Ibrahim gang. On Monday, Badgujar was seen meeting Maharashtra Chief Minister Devendra Fadnavis, a move that triggered an immediate backlash from both the local BJP and the Sena (UBT) that moved fast to suspend Badgujar following the meeting. The BJP, which previously pursued multiple inquiries against Badgujar for his purported underworld connections, now finds itself facing internal dissent. BJP workers and lower-level leaders have expressed strong opposition to the prospect of the Sena leader's induction, viewing the leadership's sudden engagement with him, aimed at bolstering the BJP's position ahead of the civic elections, as a betrayal of its stated principles. * Who is Sudhakar Badgujar? Till this March, the 55-year-old Badgujar served as the Sena (UBT)'s Nashik district unit chief and Deputy Leader of the Shiv Sena (UBT). His political career began in 2007 when he was elected as an independent corporator in the Nashik Municipal Corporation (NMC). At the time, Sena corporator Vinayak Pandey became Mayor with the backing of independents, of whom Badgujar was one. This early alliance marked the beginning of his association with the Shiv Sena. Badgujar formally joined the party on June 14, 2008, in the presence of senior leaders Uddhav Thackeray and Sanjay Raut. He quickly rose through the ranks. From 2009 to 2012, he served as the Leader of the House in the NMC, and after the corporation came under the control of the Maharashtra Navnirman Sena, he served as the Leader of the Opposition from 2012 to 2015. He contested the Nashik West Assembly constituency twice, first in 2014 on a Shiv Sena ticket, and again in 2024 for the Sena (UBT), but lost both times to the BJP's Seema Hiray. Despite electoral setbacks, Badgujar has remained a constant presence in local politics, serving as a corporator for over 15 years. Also known as a successful contractor with substantial financial clout, he has maintained close ties with Sanjay Raut and is one of the few well-resourced leaders in Nashik who remained loyal to Thackeray following the split in the Shiv Sena. * What were the BJP's allegations against Badgujar? In December 2023, BJP MLA Nitesh Rane accused Badgujar of associating with convicted Dawood aide Mohammed Salim Mira Shaikh — known in Mumbai underworld circles as Salim Kutta, he had once urged a TADA court to drop the offensive epithet from court records — who was a key figure in the 1993 Mumbai bomb blasts. Rane alleged that Badgujar had hosted the gangster at his farmhouse in Nashik. Following these allegations, the Nashik Police registered an FIR against Badgujar under the Unlawful Activities (Prevention) Act (UAPA) and a Special Investigation Team (SIT) was constituted to probe the matter. An externment order was later issued against Badgujar, which he legally challenged. In the run-up to the Maharashtra Assembly elections that he contested on a Sena (UBT) ticket, the Sena leader was at the centre of another row when his son Deepak was booked under the Maharashtra Control of Organised Crime Act (MCOCA) in connection with a 2021 murder case. Badgujar lost the election. The veteran leader has been treading cautiously since the Fadnavis-led government came to power, leaving his political future open-ended. With the BJP entrusting Nashik's political affairs to minister Girish Mahajan, a close confidant of the CM, Badgujar began re-evaluating his allegiance to the Sena (UBT). Speculation about his growing proximity to the BJP intensified after reports of frequent backchannel communication with Mahajan. It was his Monday meeting with Fadnavis during the latter's visit to Nashik that signalled a possible realignment. Although Badgujar later downplayed the significance of the meeting, claiming it was solely to discuss issues affecting NMC workers, the political fallout was swift. Within 24 hours of the meeting, Sena (UBT) expelled him from the party. * Why does the BJP want Badgujar, and how has the local unit responded? The BJP is looking for a strategic advantage in Nashik ahead of the municipal corporation elections, where it came to power in 2017 after a strong performance. While Badgujar may not enjoy the stature of a major state leader, he is regarded as a shrewd operator with a strong grasp of the political machinery at the civic level in Nashik. His financial clout and influence on local dynamics make him a potentially valuable asset for the BJP in its bid to retain control of the NMC. However, his potential entry into the BJP has triggered discontent in the local BJP. Nashik West MLA Seema Hiray is among those opposed to Badgujar joining the party. 'There has been no discussion on Badgujar joining our party. I have contested against him twice. He has harassed our workers and made objectionable remarks about our leaders. We have urged our senior leadership not to induct such a person into the party,' she said. Despite the local resistance, the BJP's state leadership appears to be weighing the broader political benefits. Asked about it, Girish Mahajan offered a measured response: 'Every party works towards expanding its base. We, too, are doing the same. However, no final decision has been taken as of now.' As the party deliberates, Badgujar remains in a wait-and-watch mode, awaiting the green light. 'I will decide on my political future soon,' he said.

Andhra launches plantation drive to boost green cover to 50% by 2047
The Andhra Pradesh government launched a large-scale greening campaign on Thursday to mark World Environment Day, with the objective of increasing the state's green cover from the current 30.05 per cent to 50 per cent by 2047. The initiative, part of the Vana Mahotsav (forest festival) and End Plastic Pollution drive, involves planting 10 million saplings across the state. Currently, the green cover includes 22.96 per cent recorded forest area and 7.09 per cent trees outside forests. Officials aim to add over 32,000 square kilometres of green area to meet the 2047 target. CM, deputy CM launch campaign Chief Minister N Chandrababu Naidu and Deputy Chief Minister Pawan Kalyan launched the campaign at the state level, with concurrent events held at district and constituency levels. Target: 55.8 million saplings in 2025 The state plans to plant 55.8 million saplings in 2025, covering 180,000 hectares. The goal is to achieve 37 per cent green cover by 2029, with an annual increase of 1.5 per cent. Progress will be monitored through geo-tagging, drone surveillance, satellite imagery, and audit-based scoring. Real-time dashboards will track developments and encourage public participation. Mission Haritha Andhra Pradesh to oversee campaign District Collectors will coordinate the drive with support from senior IAS and IFS officers. Nodal officers will oversee the campaign under the Mission Haritha Andhra Pradesh initiative. Between 2025 and 2030, over 987,000 hectares will be covered through plantations led by the Forest and Horticulture departments, with support from other line departments and local bodies.
