GRS achieved MA63 gains, not Warisan

Kota Kinabalu: Gabungan Rakyat Sabah (GRS) has made great strides in securing the rights of Sabahans under the Malaysia Agreement 1963 (MA63), a state lawmaker said, adding that Warisan's efforts pale in comparison. Kunak Assemblywoman Datuk Norazlinah Arif said the ruling coalition carried out its task quietly and without resorting to political grandstanding. The Kunak Assemblywoman said although Warisan leveraged MA63 to consolidate public support during its time in office between 2018 and 2020, very little progress was achieved. 'At the time they claimed to have resolved 17 of the 21 MA63 demands,' she said. 'However, in 2023, then Sabah and Sarawak Affairs Minister Datuk Armizan Mohd Ali clarified that those points had already been agreed upon previously at the policy level but were not implemented.' At that time, Armizan rejected Warisan's claim, asserting that no right could be deemed secured unless it had been fully implemented for the public's benefit. 'GRS very rarely uses MA63 to score political points, but it has overseen encouraging results, such as the increase in the interim payments (by Putrajaya to the state) to RM600 million,' the former Wanita Warisan chief said. In 2022, Putrajaya agreed to pay Sabah RM125.6 million by way of a special grant, up from an annual allocation of RM26.7 million previously. The following year, Prime Minister Datuk Seri Anwar Ibrahim authorised an interim payment to the state of RM300 million, before doubling the amount this year. 'I am confident that if GRS remains in government, many of our rights will be restored — just as regulatory control over Sabah's power supply was successfully returned to the State Government,' said Norazlinah. In March, Deputy Prime Minister Datuk Fadillah Yusof said apart from these two issues, the Unity and State governments had resolved an additional nine key MA63-related claims. These include the recognition of the state's public works and irrigation and drainage departments as technical departments for the purposes of Treasury Instruction 182 (AP182). Also, the Inland Revenue Board Act 1995 has been amended to allow a Sabah representative to sit as a permanent board member. Special guidelines are also being drawn up to govern the resumption of land reserved for federal purposes in the state. On Sept 12, the Federal Government is scheduled to deliberate on Sabah's proposal to reclaim its 40 per cent net revenue entitlement. Meanwhile, Banggi Assemblyman Mohammad Mohamarin raised doubts about his former party Warisan's commitment to the resolution of MA63 issues. He recalled that there was very little meaningful discussion on the subject during his time in the party. 'Under GRS, the matter would be raised (at the coalition's pre-council meeting) every time a state assembly sitting approaches,' he said. Shafie, the Warisan President, maintains that the party has always been consistent about fighting for Sabah and is ready to share its vision and mission for Sabahans in the upcoming state election. 'It's meaningless to be known as a local party by name but our voice is not (outspoken on) local (issues). 'Warisan is a local party,' he stressed in an interview with FMT in response to a claim by former Warisan women's chief Datuk Norazlinah Arif that it has lost that status. Shafie said the party's venture into the peninsula was aimed at raising 'awareness' among Malaysians about the abilities of Sabah parties beyond the state, which includes expanding its presence to West Malaysia. The seven-term Semporna MP also pointed out that other Sabah parties like Parti Bersatu Sabah (PBS) and Upko had also contested in West Malaysia in the past. 'When Warisan contested in the peninsula, some parties there accused us of being disruptive. But when their parties contest in Sabah, it's not?' he said, accusing certain West Malaysian parties of being hypocritical. Norazlinah had claimed that Warisan's chest thumping about being a local Sabah party did not hold water since the party had ventured into Peninsular Malaysia, even fielding candidates there in the 2022 general election (GE15). The two-term Kunak assemblyman said the move reflected a shift away from putting Sabah first, and was a strategy to project Shafie as a prime ministerial candidate. After losing the 2020 Sabah polls, Warisan officially expanded its wings to West Malaysia in December 2021, with Shafie promising he would be a 'prime minister for all' if he were to land the top post. The party contested in six seats in the March 2022 Johor state election, and also fielded candidates in 24 parliamentary and 16 state seats in West Malaysia in GE15. All of its candidates, including former MCA president and federal minister Ong Tee Keat, failed to put up a formidable challenge, losing their deposits in the process. It's final — we're going solo, no BN pact Shafie said Warisan's decision to go solo and contest all 73 seats up for grabs in the state polls was final, refuting speculation that the party will be working with Barisan Nasional. 'Sometimes, pictures of me with (BN chairman) Ahmad Zahid Hamidi, (Sabah BN chief) Bung Moktar Radin and (Perikatan Nasional chairman) Muhyiddin Yassin appear online. 'Why look at pictures (to speculate about a possible alliance for the state election)? These people should just listen to the announcement I've already made (that Warisan is going solo),' he said. Shafie, who is also two-term assemblyman for Senallang, said Warisan's objective in going solo was to show its readiness to form the next Sabah government on its own, like Berjaya and PBS had done in the past. Useless, if laws are not enforced

Kota Kinabalu: Gabungan Rakyat Sabah (GRS) women's chief Datuk Seri Azizah Dun called for a comprehensive approach to tackle bullying, as laws alone are insufficient without proper enforcement. She said the systems in place must also give victims the confidence to speak out. 'Even if laws exist, without enforcement they will not work. Victims often remain silent in fear of repercussions. 'There must be a system so that anyone who is bullied feels safe to make a report, knowing they will be protected and that action will be taken,' she said. Azizah, who chairs the Sabah think tank Institute for Development Studies (IDS), said it is already studying ways to strengthen enforcement and early intervention with the aim of preventing tragedies such as the recent high-profile Zara case. She stressed that bullying can occur in schools, workplaces, within families, and should be addressed at all levels. She urged for a holistic study into why bullying happens among children and even adults in the workplace, and how to detect patterns before harm escalates. 'There must be early intervention so the problem is stopped before it reaches a tragic stage. This requires input from psychologists, child specialists and the community, as well as the active involvement of parents. 'Schools should never become a battlefield, the learning environment must be safe and harmonious. Children go to school to enjoy the process of learning, not to prepare themselves for conflict,' she said. She cautioned against rushing into policy changes based on single cases, saying any revision must be based on detailed study and national consensus. On preparations for the Sabah state election, she said: 'We want to ensure our machinery is ready at the grassroots level in every constituency.' On seat allocations, she said it goes without saying that the incumbents would be defending their seats.
