Govt to spend RM20b on flood-mitigation projects under 13MP

KUALA LUMPUR: The government will allocate RM20 billion for flood-mitigation projects over five years under the 13th Malaysia Plan (13MP), Prime Minister Datuk Seri Anwar Ibrahim announced yesterday when tabling the plan. He said disaster risk management plans would be incorporated into state structure plans and local plans. According to the 13MP, five targets have been set to strengthen flood mitigation and adaptation: Featured Videos EXPANDING flood-protected areas; CONSTRUCTING new retention ponds; COMPLETING priority flood projects; INITIATING integrated river basin developments; and, ENHANCING community-based disaster preparedness. Anwar said: "The government cannot stop rain from falling, but we can strengthen infrastructure and preparedness to reduce disaster risks and minimise the loss of lives and property. "We can no longer wait until disasters occur before acting, because prevention and preparedness are far more effective and less costly than post-disaster recovery." The plan places climate change adaptation as a national priority, with commitments to build climate-resilient cities, strengthen water resource management, and introduce climate risk assessments in all new developments. "Malaysia cannot ignore the reality of climate change — floods, landslides and rising sea levels are no longer distant threats, but challenges we face today. "This government is committed to climate action that protects lives, secures livelihoods and ensures that no community is left behind in facing future risks." He said disaster management would also be supported by better coordination between federal and state agencies, as well as the use of data and technology to improve early warning systems. "Stronger institutions, clearer responsibilities and the use of artificial intelligence-based forecasting models will enable faster responses and save lives. "Our goal is to build a Malaysia that is resilient, sustainable and prepared to face any crisis with confidence and unity."

New US tariff announcement expected today

PETALING JAYA: The new tariff rate imposed by the United States on Malaysian exports will be known today. US President Donald Trump, who had planned to announce the rate yesterday, will now do so today, says Datuk Seri Anwar Ibrahim. The Prime Minister had spoken on the phone with Trump at 6.50am yesterday, with the two leaders discussing various matters, including the tariffs and Asean. Anwar said they spoke frankly on the new tariff rates, in the spirit of free trade principles, as they had done after discussions led by the Investment, Trade and Industry Ministry, the US Trade Representative, and the US Secretary of Commerce. 'After clarifications I provided, he decided to postpone the announcement until Friday. 'We pray the tariff rate will help and not burden our economy,' Anwar said when tabling the 13th Malaysia Plan in the Dewan Rakyat. Anwar, who is also Finance Minister, however cautioned that Malaysians must remain vigilant as consumer prices could rise if the tariff measures fall short of expectations. 'Prices of goods and other costs may rise if tariffs do not turn out as expected. 'That's why it is important to build domestic resilience. It's a strength we must develop,' added Anwar. Malaysia is seeking lower tariffs while maintaining measures that the United States deems as barriers, such as halal certification, foreign equity ownership and government procurement policies. Anwar also confirmed that Trump will attend the 47th Asean Summit in October. 'I said okay, Mr President. I will announce this in Parliament,' added Anwar. He said Trump had extended his congratulations on Malaysia's mediation in the Thailand-Cambodia conflict. 'This was due to the Asean consensus and the positive attitude of both countries, as well as the cooperation shown by the United States and China, specifically Trump and Chinese President Xi Jinping,' added Anwar. Cambodia and Thailand agreed to an unconditional ceasefire following peace talks in Malaysia to end the fighting in disputed zones along their 800km border. At least 38 people have been killed in five days of clashes, with nearly 300,000 more displaced. On July 29, a special meeting, brokered by Anwar in his capacity as the current Asean Chair, was held at the Seri Perdana Complex in Putrajaya. Also in attendance were US Ambassador to Malaysia, Edgard Kagan, and Chinese Ambassador to Malaysia, Ouyang Yujing. The two South-East Asian neighbours have a long history of diplomatic rows over the 817km undemarcated stretch of shared border.

Iran gold demand surges 20pc during Israel conflict, hits six-year high

LONDON, Aug 1— Gold purchases surged in Iran during the second quarter of the year, marked by the country's 12-day conflict with Israel, the World Gold Council said in a report released Thursday. Despite high prices, the overall volume of gold sales rose 20 percent compared to the same period last year, the council said, adding that demand for gold coins and bars is now at its highest level in six years. Worldwide demand for gold coins and bars fell six percent in the second quarter over the previous three months, the report said. 'Iran was the outlier—consumers bought gold jewellery as a proxy investment, pushing demand in the quarter up 12 percent year on year,' said council analyst Louise Street. Worldwide demand for jewellery fell 14 percent over the same period though the value of the purchases rose 21 percent. Street said consumers were 'pushing their budgets' as they seek a safe investment in the global economic uncertainty. The showdown over US tariff demands and geopolitical tensions that maintained gold prices, especially for gold-backed investment funds, in the first quarter kept up the metal's value as an investment into the April-June quarter, Street said. — AFP
