Attack did not affect CM Rekha Gupta's resolve, says Delhi MP after meeting her
BJP MP from North East Delhi Manoj Tiwari hailed the CM's resolve adding that the attack did not deter her.
'The attack has not affected the resolve of the chief minister. The public hearings by CM will continue as usual. Next Wednesday, she will attend the Jan Sunwai again and she will join work from her office on Friday. Today, she is working. Our CM has been injured but she is fine now,' Tiwari told HT.
South Delhi MP Ramvir Singh Bidhuri said the CM is healthy and committed to serve the people with the same resolve.
Gupta was physically assaulted at a weekly public hearing at her official residence in Civil Lines on Wednesday morning by a 41-year-old man who came from Rajkot in Gujarat, and entered posing as a complainant.

The accused, Rajeshbhai Khimjibhai Sakriya , an auto driver in Rajkot, was overpowered by the CM's security team and others present there. A first information report (FIR) under sections pertaining to attempt to murder has been filed against him. His motives are not known and it is also not clear whether he was working alone.
Chandni Chowk MP Praveen Khandelwal said the MPs met the CM to enquire about her health.
'Today, along with all my fellow MPs from Delhi, I met the popular chief minister of Delhi Rekha Gupta, and inquired about her well-being. The chief minister is in perfect health and, as before, is continuously dedicated to serving the people of Delhi with full commitment,' said Khandelwal.
Delhi minister Kapil Mishra also called on her in the morning and said she is working from her home despite having serious injuries on her body.
'She worked last evening too. She has been seeing files. She is doing all the official work. But she needs rest as she has serious injuries on her body. This is not an ordinary incident, but the CM is doing all the official work… The accused has a criminal background. He already has nine criminal cases against him, from smuggling to liquor supply to attempt to murder. The manner in which he came here was like that of a professional criminal… It seems to be a professional attack but we are waiting for police investigation,' Mishra said.

New Delhi MCD sterilisation drive. (HT Archive) The Supreme Court is set to deliver, on Friday, its ruling on pleas seeking suspension of the contentious August 8 order directing the mass capture and sheltering of stray dogs in Delhi and the National Capital Region (NCR). A three-judge bench led by justice Vikram Nath, and also comprising justices Sandeep Mehta and NV Anjaria, will decide whether the order has to be suspended in toto, tweaked, or allowed to stand as it is. Earlier on Thursday, a different bench had refused an urgent listing of the matter, as sought by an animal rights' organisation. This bench declined to pass any direction, which meant that, for the time being, the August 8 order remained operative. Later in the day, however, it became clear that the judgment of the larger bench headed by justice Nath, already reserved on August 14, would be pronounced on Friday. The August 8 order, passed by justices JB Pardiwala and R Mahadevan, required the Municipal Corporation of Delhi (MCD) and civic agencies in Noida, Ghaziabad, Gurugram – later expanded in a written order to include Faridabad – to round up all stray dogs within eight weeks and keep them in dedicated shelters, with no re-release onto the streets. The authorities were also directed to establish shelters with capacity for at least 5,000 animals within eight weeks. A detailed written order, issued on August 11, reiterated those directions while also laying down welfare safeguards for dogs kept in shelters. But the sweeping measures quickly became contentious, drawing strong objections from animal welfare groups who warned of cruelty and statutory violations. After criticism and fresh pleas complaining about inconsistencies with the Prevention of Cruelty to Animals Act and the Animal Birth Control (ABC) Rules, Chief Justice of India Bhushan R Gavai, in a rare administrative step, withdrew the matter from the justice Pardiwala bench and reassigned the matter to the three-judge bench led by justice Nath. The larger bench heard the matter at length on August 14 before reserving orders. During the hearing on that day, the larger bench criticised the Delhi government and civic bodies for failing to enforce the very regulatory framework they had created to manage stray dog populations. 'You frame laws and rules but do not implement them,' observed the court, noting that both human safety and animal welfare were suffering as a result. It pressed the Delhi government to clarify whether it intended to comply with the statutory regime. Solicitor General Tushar Mehta, representing the Delhi government, cited 'shocking' instances of child mutilation and fatal dog-bite injuries, arguing that immediate intervention was necessary to protect public safety. He maintained that while dogs must not be killed, they should be separated, sterilised and treated humanely, and urged the court to craft an effective solution to what he described as a growing public-health concern. Countering this, senior advocates Kapil Sibal (appearing for NGO Project Kindness), Abhishek Manu Singhvi, Sidharth Luthra and others representing animal welfare groups contended that the August 8 directions were unlawful and unworkable. They argued that the statutory framework mandates sterilisation and vaccination under the ABC Rules, followed by return to the same locality, not mass removal to shelters. A time-bound drive without adequate, inspected facilities, they warned, would inevitably result in cruelty. They also pointed to government data tabled in Parliament that showed no recent deaths in Delhi from dog bites, questioning the factual basis of the MCD's measures. Additional Solicitor General Archana Pathak Dave, also appearing for the Delhi government, assured the bench that the administration would comply with whatever directions the court issued. The August 11 written order had sought to incorporate animal-welfare safeguards, directing that dogs in shelters not be mistreated or starved, that overcrowding be avoided, vulnerable dogs be housed separately, and that timely veterinary care be provided. It also permitted adoption under strict conditions set by the Animal Welfare Board of India, warning that any re-release of adopted dogs into public spaces would invite 'the strictest of action.' The suo motu case was triggered by the death of a six-year-old girl from rabies following a dog bite, with the Pardiwala bench citing 'disturbing patterns' of dog-bite incidents and local agencies' inability to keep public spaces safe.

Delhi mega sanitation drive almost over, but many works remain at tender stage

(Sanjeev Verma/HT Photo) Despite two-thirds of a month-long special sanitation drive being undertaken by the Municipal Corporation of Delhi's (MCD) elapsing and the campaign heading towards its final leg, councillors complained that the tendering process for many of the works planned under the scheme are still under process. During the Standing Committee meeting held on Wednesday, several members across the party lines attacked the bureaucratic red tape, alleging it was defeating the drive's goals. They complained that the average ₹7-9 lakh allocated per ward for Swachhata Abhiyan (Delhi Ko Kure Se Azadi) could not be utilised due to unallocated tenders. MCD had issued an order on July 25 detailing the allocation of ₹3 lakh per ward for roads, potholes, footpath and other repair works, ₹5 lakh per maintenance zone for the repair of public toilets, urinals, community toilets and other sanitation facilities, and ₹1 lakh per ward for engaging tempo, truck or loader for clearing silt, malba and mixed waste from areas during the one-month period. However, councillors, including those from the Bharatiya Janata Party (BJP), stated that the tenders have yet to be allocated, preventing the implementation of any work on the ground. Manju Devi, BJP Councillor from Badarpur, raised the issue first. 'What is the point of allocating funds for each ward under different heads when these can't be utilised? The month is going to get over, and I have yet to get funds allocated for doing sanitation jobs under the Mega Sanitation Drive,' said Devi. She was soon joined by the Sriniwaspuri councillor, Rajpal Singh, who made similar complaints about the non-release of funds. Councillors also questioned the reasons for taking the tender route for such small projects and not executing them through officials. 'We are literally wasting time in allocating works. The whole sanitation initiative was to bring a difference in a month-long period, but the time period is only going to get over,' said another member. MCD officials stated that it is an ongoing process done as per norms and some tenders have already been issued. 'We are expecting the exercise to be completed soon,' an official said. An MCD official said that the tender process for several wards was still underway due to delays at ward levels. For instance the bids for hiring vehicles and excavator for Rani Bagh ward 60 would be completed by August 28 and so would process to hire tempo and trucks for clearing waste in Azad Nagar ward 214, Shastri Park ward 213, Anar Kali ward 208, Geeta Colony ward 210, Krishna Nagar ward 211. Other areas where tendering process for equipment, such as back hoe loaders, is still underway include Kalkaji, Harkesh Nagar, Govindpuri, Zakir Nagar and Abul Fazal Enclave, among others. The period of work in most of these cases was 30 days--covering the entire month of August. However, they are likely to miss the drive period.

Delhi CM Rekha Gupta likely to resume official engagements from today
Delhi Chief Minister Rekha Gupta, who was confined to her residence after the attack on her, is likely to resume her official engagements from Friday, officials said. Gupta, who has been staying in her official residence in Civil Lines since the attack on Wednesday morning, is also likely to return to her office at the Delhi Secretariat, the officials added further. The chief minister was assaulted by a 41-year-old man from Rajkot, identified as Rajeshbhai Khimji, during a 'Jan Sunwai' session at her camp office. The accused was arrested, and a case under various charges, including attempt to murder, was registered against him. The officials at the Chief Minister's Office (CMO) stated that Gupta will attend an event, 'Vastrika', at the garment hub of Delhi, Gandhi Nagar, at 11.30 am on Friday. She will also attend the grand finale of 'Ideathon', an event by the industries department, at the Ashok Hotel in Chanakyapuri at 4 pm, they added. Earlier in the day, Gupta asserted that her 'Jan Sunwai' programme will be held in every assembly constituency and will not be restricted to her residence only. Stressing that every moment of her life is dedicated to Delhi, she said, "Despite all these unexpected blows, I will never abandon Delhi." Recalling her father's teachings, she noted that women possess double the strength to overcome difficulties and must endure countless tests to prove themselves. "I am ready too," she emphasised.
