
Will Indonesia regret its trade deal with Trump?
The United States has announced a complex, tiered tariff regime, including a 25% tariff on labour-intensive goods such as textiles and footwear, a 40% tariff on goods suspected of being "transshipped" or having content of Chinese origin, and a 50% tariff on so-called "strategic sectors", including aluminium, copper, semiconductors, and pharmaceuticals. An additional 10% levy applies to exports from Brics countries (including Indonesia). Countries might also face anti-dumping duties, which are often steep, politically driven, and inconsistently applied.
While these measures hurt US importers and consumers the most, they also significantly heighten uncertainty for exporters. By guaranteeing that Indonesia will not face tariffs exceeding 19% on its exports to the US through 2029, its new agreement with the US seems to mitigate this uncertainty, providing a level of protection against Mr Trump's tariff escalations. Indonesia can now rest assured that it will not face the kinds of extreme tariffs to which China has been subjected.
Indonesia's government argues that such a deal was essential because even though the US accounts for only 9.9% of Indonesia's total exports, the trade relationship is disproportionately important. Indonesian exports to the US -- including apparel, footwear, furniture, rubber products, and integrated circuits -- are labour-intensive, they note, and thus support a substantial number of jobs.
But these sectors may remain vulnerable to higher tariffs. As it stands, it is not clear whether the 19% cap applies to all Indonesian exports, or if some products -- particularly those containing Chinese inputs -- could still be subject to steeper duties. In any case, 19% tariffs are very burdensome, and Indonesia has also agreed to impose no tariffs on US goods. At best, the deal reduces losses; it does not deliver gains.
Moreover, to secure this dubious victory, Indonesia reportedly agreed to purchase 50 Boeing aircraft and commit to importing US$15 billion (484.8 billion baht) worth of US energy products (nearly 40% of Indonesia's total energy imports) and $4.5 billion worth of American agricultural products. But many important questions remain unanswered. How will these purchases be financed, and on what terms? What are the specifications, unit costs, and delivery timelines? Who will oversee procurement, and how will transparency be ensured?
Most importantly, if these exchanges are merely political gestures, they could turn out to be economically damaging. The use of jets from Boeing, which has faced a string of quality and safety scandals in recent years, could create considerable risks for Indonesia's airlines. And imports of US agricultural goods risk undercutting local farmers and breaching commitments to the Association of Southeast Asian Nations, as well as other trade agreements.
The deal might affect Indonesia's trade relationships in other ways. Indonesia has concluded comprehensive trade agreements with several major partners, including Australia, China, India, Japan, New Zealand, and South Korea. It is close to finalising one with the European Union, and it recently launched negotiations with the United Arab Emirates. If US firms are granted preferential treatment and zero-tariff market access, these partners might question Indonesia's commitment to fair competition -- or demand comparable terms.
Beyond trade, the agreement risks eroding Indonesia's carefully maintained strategic neutrality. Indonesia has long sought to balance its relationships with the US and China, but this deal could be seen as a lurch towards the US, exposing the country to escalating pressure to choose a side.
As Indonesia becomes increasingly politically entangled with one giant -- with far-reaching economic and strategic consequences -- it is at risk of becoming economically dependent on the other. Over the past decade, Indonesia's trade with China has more than doubled, reflecting deepening economic ties. While Indonesia exports mostly commodities and processed metals to China -- especially nickel, iron and steel, mineral fuels, and vegetable oils -- it imports high-value machinery, electrical equipment, vehicles, and plastics from the country.
In the face of challenging trade relations with the world's two mightiest powers, Indonesia's government deserves credit for seeking trade assurances. But the deal that it secured with the US lacks clarity, transparency, mutuality, and strategic vision. As a result, it may turn out to be largely symbolic, bringing only a slight reduction in short-term costs. In the long term, it might prove economically and even geopolitically damaging.
Three urgent steps can help prevent this outcome. First, Indonesia's government must demand full clarity from the US on the 19% tariff cap: are all its exports shielded from Trump's sector-specific classifications, or is the real cost of the deal hidden in the fine print? Second, the authorities should publish the full details of their procurement commitments, particularly the purchase of Boeing aircraft and US agricultural and energy products, so that these commitments' financial implications and strategic value can be assessed.
Finally, Indonesia must reaffirm a long-term trade strategy anchored in diversification, rules-based agreements, and regional leadership. Above all, it needs a strategy that avoids excessive dependence on any single partner and preserves its autonomy in an increasingly polarised global economy. At least B20 billion set aside for tariff relief
The Ministry of Finance has budgeted at least 20 billion baht for relief efforts to cushion the impact of US tariffs on Thai businesses. Now that the 19% tariff rate on imports from Thailand has been confirmed, it has become more evident which sectors and products would be affected, said Lavaron Sangsnit, the ministry's permanent secretary. He said the relief measures will cover both industrial and agricultural products. For farming, the focus is on reforming the sector to ensure its long-term survival. The key issue in agriculture is the large amount of land and labour used, as yields per rai remain low, causing agriculture to account for only 8% of GDP, said Mr Lavaron. 'If the structure of the agricultural sector remains unchanged, it will not be able to survive,' he said. The government has 24 billion baht remaining from its 157-billion-baht stimulus fund, and the sum could be used to address the impact of the tariffs, said Mr Lavaron. If that amount proves insufficient, the government has allocated an additional 25 billion baht in the fiscal 2026 budget, which begins in October, for further support. Local content questions In a related development, Mr Lavaron said Washington has not yet provided clarity on what proportion of local content will be required in order for products to avoid additional transshipment penalties. Thailand is one of many countries still unsure about the final threshold for local content, he said. Thailand, like many countries, has also pledged to purchase more Boeing commercial aircraft to bring down its trade deficit. Thai Airways International earlier this year signed contracts to procure 45 Boeing jets. Boeing also offered THAI the option to purchase an additional 35 aircraft, Mr Lavaron noted. Finance Minister Pichai Chunhavajira said on Tuesday that the 19% US tariff rate enables Thailand to remain competitive on the global stage. 'This tariff rate allows Thailand to remain globally competitive and retain an advantage over regional competitors,' he said. 'The rate offers an opportunity for Thailand to open the door to global economic expansion.' He said the government is well aware of changes to the global economic rules and structures that require all countries to adapt. In the meantime, it has prepared financial measures, including soft loans, debt suspensions, campaigns encouraging Thais to use domestically produced goods, and budget allocation to accommodate adaptation by both large and small Thai enterprises, said Mr Pichai. One-stop help centre Commerce Minister Jatuporn Buruspat, meanwhile, said the government is opening a one-stop service centre to address the impact of US tariffs this week. Located at the Export Promotion Center on Ratchadaphisek Road in Bangkok, the centre will provide information and support to all business sectors, including agriculture and small and medium-sized enterprises. All related government agencies will be represented at the centre to offer guidance and resolve any issues for entrepreneurs, Mr Jatuporn said.

Key Thai sectors still protected under US tariff pact
Thailand's pledge of near-total market access for US goods includes key limits to protect some domestic industries, according to a government official, laying out the terms the country sought for its tariff deal with Washington. The restrictions — specifically on pork and corn — will be hammered out in final negotiations with the US, said Pongsarun Assawachaisophon, who was involved in the talks and serves as deputy secretary-general to the prime minister. The US tariffs are expected to shave off as much as 1.5 percentage points off Thailand's economic growth next year. The deal is designed to fulfill President Donald Trump's demand to erase Thailand's $45-billion trade surplus while still keeping trade open to the country's biggest export market. The US president announced a 19% tariff on Thailand last week, down from an 36% threatened earlier, following several rounds of negotiations and offers from Thailand, including eliminating import levies on more than 90% of US goods. 'Among more than 10,000 US items that will get a zero tariff, some will be subject to tariff staging, import quotas or other conditions,' Mr Pongsarun said in an interview with Bloomberg News on Monday. 'Thailand got a really good deal because we didn't act carelessly. We explained our reasons and didn't just stubbornly keep everything shut.' Trump has touted his tariff threats for pushing countries to buy more US goods and claimed, as in the case of Indonesia, that markets are 'completely open' to American goods. But many countries in Southeast Asia have sought carve-outs or protections for agricultural sectors, with farmers forming a key political constituency. Jakarta, for instance, wants to buffer its poultry and corn industries while Vietnam's seafood sector is seeking support. For US pork, Bangkok will gradually reduce tariffs and limit American imports to less than 1% of domestic consumption. It must also be free of the additive ractopamine, which is used to promote the development of lean muscle mass and banned in Thailand. The initial limitations are to allow the US to 'test the market' while giving Thai pork producers — notably Charoen Pokphand Foods (CPF) and Betagro Pcl — and smaller pig farmers time to adjust, Mr Pongsarun said. Pork market access has long been a contentious issue for the US, and the reason why Washington revoked some trade preferences for Bangkok in 2020. As for corn, Thailand will require local feed mills to absorb all home grown corn first, at set prices, before being granted quotas to import US supplies, said Pongsarun. The Thai Feed Mill Association, which has been consulted on the matter, has said the country is able to buy as much $2.8 billion worth of US corn annually, as well as soybean meal and dried distillers' grains. 'Made in Thailand' A separate concern for Thailand is Trump's 40% additional tariff on so-called transshipped goods, a way for Washington to block Chinese manufacturers from evading higher US tariffs. About one-third of Thailand's current exports to the US would fall under this category, Mr Pongsarun said, ranging from car tyres to electrical appliances and toys that were made by Chinese factories in Thailand. Government regulations deem goods with at least 40% of local content to be 'Made in Thailand', but Mr Pongsarun said officials expect the US might require a much higher threshold, possibly up to 80%. Those details have yet to be announced by Washington. Since April, Thailand has been rewriting rules covering the issuance of certificates of origin, with the help of the US Customs and Border Protection, and has ramped up inspection and factory visits for 65 types of goods, worth about $15 billion, that Washington had flagged as being potentially mislabelled as Thai-made. Going forward, product certification will also only be granted by the Department of Foreign Trade, instead of the Federation of Thai Industries or the Thai Chamber of Commerce, a move that allows the government greater oversight. 'It's what we need to do anyway,' Mr Pongsarun said. 'The US deal is a wake-up call that nudges us to expedite the process to reform this system.'

Trump vows substantial India tariff hike over Russian oil buying
US President Donald Trump said he would be 'substantially raising' the tariff on Indian exports to the United States over the Asian nation's purchases of Russian oil, a move New Delhi slammed as unjustified in an escalating fight between the two major economies. 'India is not only buying massive amounts of Russian Oil, they are then, for much of the Oil purchased, selling it on the Open Market for big profits,' Trump wrote on social media on Monday. 'They don't care how many people in Ukraine are being killed by the Russian War Machine. Because of this, I will be substantially raising the Tariff paid by India to the USA.' Trump didn't say by how much he would increase the levy. Last week, he announced a 25% rate on Indian exports — one of the highest of any major economy — and vowed more duties if India continued to buy oil from Russia. The US president's warning comes ahead of an Aug 8 deadline for Russia to reach a truce with Ukraine, with the administration threatening so-called secondary sanctions on countries that purchase Russian energy. Ukraine's allies view those purchases as helping to prop up Russian leader Vladimir Putin's economy and undercutting pressure on Moscow to end a war that is now in its fourth year. India has been a top Trump target in the campaign to end the war. Prime Minister Narendra Modi — who previously enjoyed warm relations with Trump — has been defiant, urging Indians to buy local goods and signalling that his country will continue to buy Russian oil. In a social media post later on Monday, India's Ministry of External Affairs hit out at the European Union and the US for continuing to buy energy and other materials from Russia when 'such trade is not even a national compulsion.' It noted that India began buying oil from Russia because traditional supplies were diverted to Europe after the start of the war, and the US 'encouraged such imports.' 'The targeting of India is unjustified and unreasonable,' the ministry said. 'Like any major economy, India will take all necessary measures to safeguard its national interests and economic security.' India has morphed into a major buyer of Moscow's crude since the 2022 invasion of Ukraine, spurred on by discounts. On average, the country has been buying Russian crude at a rate of about 1.7 million barrels a day so far this year, according to tanker tracking data compiled by Bloomberg. India exported about 1.4 million barrels a day of refined fuels in the first half of this year, according to Kpler data compiled by Bloomberg. Diesel or gasoil cargoes made up approximately 40% of total fuel exports, while gasoline and blending components comprised about 30% of the shipments. Still, it's hard to quantify how much of India's oil exports derive specifically from Russian crude because refiners generally consume an array of barrels and then sell an even wider range of fuels. The EU recently launched a package of sanctions that will ban the purchase of fuel made from Russian crude, but traders are still waiting for the body to detail how the measures would work in practice. At least four tankers discharged millions of barrels of Russian crude at Indian refineries at the weekend, a sign the closely scrutinised deliveries are continuing as normal. Any disruption to Indian purchases of Russian oil could force it to look elsewhere for supplies. Last week, the country's largest processor bought several million barrels of crude from the US and United Arab Emirates in sudden large purchases that were set to be delivered relatively quickly, people familiar with the matter said. Under the president's deadline for Putin to halt the fighting in Ukraine, secondary sanctions targeting buyers of Russian oil could be imposed Friday. 'Secondary sanctions and tariffs against those that are paying for this war — like China, India and Brazil — by buying the oil that Russia is producing, is an obvious next step to try and bring this war to an end,' Matt Whitaker, the US ambassador to NATO, told Bloomberg Television. 'This is really going to hit them where it counts, and that is in their main revenue source, which is the sale of oil to these countries.' Trade talks Trump's escalating tariffs stunned India after months of negotiations. The president has intensified his rhetoric against India, assailing its levies and other barriers to US goods. He's also hit out at the nation's energy purchases from Russia and participation in the Brics group of developing economies, in particular over the bloc's consideration of alternatives to the US dollar. The Indian government has indicated it intends to continue talks with the US in hopes of securing lower tariffs. India is considering ramping up natural gas purchases from the US and increasing imports of communication equipment and gold. Officials see those moves as helping to narrow India's trade surplus with the US, a key concern for Trump. The US had a trade deficit with India of about $43 billion last year, the 11th largest, according to figures from the International Monetary Fund. But there are numerous sticking points, with Modi reluctant to open up sensitive sectors like agriculture and dairy to the US. Relations between Modi and Trump have deteriorated in the president's second term. After clashes earlier this year between India and Pakistan, Trump threatened to block access to US markets if the countries did not halt the fighting. Trump has claimed his actions brought peace, a view that has rankled Modi's government. Pressure on Russia India has been caught in the middle of Trump's enhanced focus on ending Russia's war in Ukraine. The president vowed to quickly end Russia's invasion but those efforts have been stymied by Putin, who has responded with only maximalist demands for Ukrainian territory and refused face-to-face discussions with Ukrainian President Volodymyr Zelenskiy. Trump has grown increasingly frustrated with Putin, leading to his latest threats to impose economic penalties on Moscow. He has floated tougher sanctions in the past only to delay action in hopes of preserving negotiations. Trump told reporters Sunday that special envoy Steve Witkoff would go to Russia this week — on Wednesday or Thursday — for further discussions.
