
Over 160,000 BNPL users have RM121.8 million in outstanding debt

A total of 168,967 'Buy Now Pay Later' (BNPL) account holders, or 2.6 per cent of the total 6.5 million users, had outstanding balances as at June 30, 2025, said Deputy Finance Minister Lim Hui Ying.
KUALA LUMPUR - A total of 168,967 'Buy Now Pay Later' (BNPL) account holders, or 2.6 per cent of the total 6.5 million users, had outstanding balances as at June 30, 2025, said Deputy Finance Minister Lim Hui Ying.
She said the outstanding BNPL loan balance for the same period stood at RM3.8 billion, representing 0.2 per cent of Malaysia's total household debt.
However, the amount of BNPL debt that was unpaid or overdue remained manageable, amounting to RM121.8 million or 3.2 per cent of the total BNPL loan balance, she said during a question and answer session in the Dewan Rakyat today.

Citing a 2024 study by the Consumer Credit Oversight Board Task Force involving 21,000 active BNPL account holders, Lim said BNPL users generally exhibited good financial discipline.
"They also repaid BNPL loans with a low default rate. According to the study, approximately 88 per cent made all payments on time, 12 per cent made late but full payments, and fewer than 0.5 per cent were unable to repay in full," she explained.
In response to a supplementary question from Khoo Poay Tiong (PH-Kota Melaka) on measures to safeguard consumer interests, Lim said the Consumer Credit Commission (CCC), which will be established under the Consumer Credit Act 2025, will adopt a risk-based and proportionate supervisory approach for credit consumers.
She said supervision would be carried out through periodic inspections and ongoing monitoring, the same methods used by Bank Negara Malaysia and the Securities Commission Malaysia.
"The CCC's supervisory approach will prioritise the protection of credit consumers, focusing on fair treatment, transparency, and the development of a responsible credit market.
"This will be supported by a regulatory framework that includes licensing and conduct standards under the Consumer Credit Act, empowering the CCC to supervise credit providers and credit service providers, and to take appropriate enforcement action," she added. - BERNAMA

Nearly 1.8 million visitors from China travelled to Malaysia between January and May this year, following the government's decision to introduce a visa waiver for Chinese nationals. Deputy Tourism, Arts and Culture Minister Khairul Firdaus Akbar Khan said the policy, which took effect in 2024, had driven a sharp rise in arrivals, from 1.6 million in 2023 to 3.4 million last year. In response to a separate question from Wan Hassan Mohd Ramli (PN–Dungun) on ensuring the east coast states also benefit economically, the deputy minister said integrated promotions were being undertaken via Tourism Malaysia and the Islamic Tourism Centre (ITC). These, he said, highlighted attractions such as the Crystal Mosque to audiences in ASEAN, Europe, China, Japan and South Korea. 'However, it is also closely linked to the culture of the local community and when we are able to promote these elements, it will create spillover benefits for industries such as homestays, handicrafts and traditional foods,' he said.

KUALA LUMPUR: The Malaysian Gig Workers Bill will be tabled in Parliament in August despite a last-minute delay, says Steven Sim. The Human Resources Minister said that the Bill, which was supposed to the tabled in Aug 14, sought to safeguard workers' rights while avoiding undue strain on businesses and the economy. "The Bill would mark Malaysia's first legislation for gig workers, placing the country among only 16 or 17 nations worldwide with such laws. 'When we crafted this Bill, we engaged over 4,000 stakeholders — from employers and unions to academics and NGOs — to ensure it provides protection for workers while not imposing unnecessary burdens on the system,' Sim said at the Asean & Beyond: Young Entrepreneurs Dialogue 2025 on Saturday (Aug 16). Earlier, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi had said that the Bill would be tabled in the Dewan Rakyat for its first reading on Aug 14, with the second reading supposed to take place on Aug 26. However, the Bill has yet to be tabled so far due to a last-minute delay. Sim said that the Bill, which he stressed would be tabled sometime this month, represented a crucial step for Malaysia in striking a balance between nurturing its digital and gig economy and ensuring fair treatment for workers. 'The government has always been rational when it comes to balancing development with protection. We want to see the digital economy grow, but not at the expense of workers' rights,' he said. Addressing concerns from businesses about rising labour costs, Sim said that protecting workers was not only a government responsibility but also a business imperative. 'Post-Covid, one of the most valuable assets in business is human capital. If you don't protect your workers, you will lose talent. They will move to places like Singapore, where opportunities and wages are better,' he said. He urged business leaders to play a greater role in raising wages, improving conditions and safeguarding workers' welfare, adding that this was vital for retaining talent both in Malaysia and across the region. Malaysia's household debt manageable at 84.3% of GDP
KUALA LUMPUR: Malaysia's household debt stands at about 84.3 per cent of gross domestic product (GDP), a level deemed appropriate for the country's economic conditions, said Bank Negara Malaysia (BNM) governor Datuk Seri Abdul Rasheed Ghaffour. He said the central bank is monitoring closely the elevated household debt level, even as loans are being extended prudently and repaid on time. "From a stability perspective, these are good quality loans, and the debt service ratio has also improved,' Abdul Rasheed told a press conference after announcing Malaysia's second quarter 2025 (2Q 2025) GDP performance here today. He also said banks have been prudent in their loan approvals and have supported households through sound financing practices. "The latest household impairment ratio stands at a healthy 1.1 per cent, which reflects the resilience of household borrowers,' Abdul Rasheed noted. The central bank governor emphasised that BNM would continue to monitor household debt developments to safeguard financial stability while ensuring that credit remains supportive of economic growth. In a recent session of the Dewan Rakyat, Deputy Finance Minister Lim Hui Ying stated that Malaysia's household debt reached RM1.65 trillion as of the end of March 2025. While this level remains elevated, it is offset by robust household assets. She said the household sector remains resilient, backed by financial assets amounting to RM3.45 trillion as at end-March 2025, which is 2.1 times higher than total debt. - Bernama
