Drug abuse big threat to nation's progress: Mandya DC

Time of India2 days ago
Mandya: Drug abuse is one of the gravest threats to the nation's progress, and everyone must shun narcotics to combat this menace, said deputy commissioner Kumara.
He was speaking after inaugurating the Nasha Mukt Bharat Abhiyan – 2025 programme organised by the district police department at the MIMS auditorium here on Wednesday.
Kumara stressed that preventing youth from consuming drugs and rehabilitating addicts is a collective social responsibility.
"A significant proportion of crimes today are linked to substance abuse. Freeing society from drugs is a joint responsibility of both the public and the police," he said.
Kumara urged students to take the lead in reforming peers, family members, and neighbours who have fallen into bad habits.
"Human life is sacred—do not destroy it for momentary pleasures," he advised, calling on youth to adopt ethical values and build strong personalities that serve society.
Superintendent of police Mallikarjun Baladandi said many youth and workers ruin their futures through addiction. The Nasha Mukt Bharat Abhiyan, launched by the Union govt in 2020, aims to educate students in schools, colleges, and universities about the dangers of drug use. The Narcotics Bureau is also working nationwide to rehabilitate addicts, he added. Later, zilla panchayat CEO KR Nandini administered an oath to students pledging to stay away from substance abuse.
MIMS director Dr Narasimhaswamy, additional superintendent of police Gangadhar Swamy, MIMS college principal Dr Hanumanth Prasad, and District Tobacco Control Cell officer Thimmaraju were also present.

Haryana to create roadmap to eradicate child begging

State launches SMILE-backed rescue and rehabilitation drive The meeting recognised that begging in many urban centres operates under well-structured rackets, exploiting children as income sources. In a move to dismantle organised begging rackets and protect vulnerable children from exploitation, the Haryana State Commission for Protection of Child Rights (HSCPCR) has rolled out a state-backed rescue and rehabilitation initiative under the Union government's SMILE scheme (Support for Marginalised Individuals for Livelihood and Enterprise). A state-level inter-departmental meeting, chaired by additional chief secretary (women and child development department) Sudhir Rajpal, brought together top police, child protection, health, labour, and social welfare officers to target the root causes of child begging and create a clear roadmap for its eradication. Rajpal said that child begging is not an isolated act of poverty in many cases, it is a criminally organised industry where children are forced into the streets by cartels, traffickers, or even relatives for monetary gain. 'It strips children of education, exposes them to abuse, and traps them in lifelong cycles of vulnerability,' he said. Three phases to break the cycle The first phase is mapping the problem; joint mapping of begging hotspots — traffic lights, religious places, and markets —by district administration, WCD, and NGOs, headcount of child beggars and identification of orphans, abandoned children, or those without family support. The second phase is rescue and protection; while in the third phase focus will be on long-term rehabilitation and tracking, regular monitoring of rehabilitated children and education. The meeting recognised that begging in many urban centres operates under well-structured rackets, exploiting children as income sources. Rajpal said that child begging is an exploitation of innocence and a violation of basic human rights. 'Haryana is committed to breaking this vicious cycle through rescue, rehabilitation, and strict action against those who profit from it,' Rajpal said, adding that a follow-up meeting will be held in 15 days to assess progress, review the first rescue operations, and finalise strategies for scaling the model across the state.

Bird flu cases detected in 2 Rampur poultry farms

Lucknow: With some cases of bird flu detected in two poultry farms in Rampur, the state govt has stepped up monitoring and inspection of poultry farms across the state to prevent the spread of the infection. After the detection of positive cases, the department of animal husbandry declared a surveillance zone in an area of one to 10 km around the farms. A senior official said that the situation was controlled locally and remained normal across other parts of the state. In all other districts of the state, the situation remains normal. Samples of dead birds from a third farm were sent to Bhopal for testing and the report is expected in a day or two. Dr Rajendra Prasad, additional director of poultry in UP, stated that directives have been issued to all districts and poultry farms are being continuously inspected. The borders of Bilaspur, Rampur and Swar, adjoining the Uttarakhand border, have been sealed. The Maharaja Poultry Farm is being sanitised, after which it will be sealed. If the report is positive, action will be taken according to Union govt's action plan," he said. The first report of bird deaths came from Captain Poultry Farm in Rampur. The matter was investigated and samples were sent to the National Institute of High Security Animal Diseases Laboratory in Bhopal, which reported that the deaths were due to bird flu. Dr Brijesh Kumar Tripathi, deputy director, poultry, claimed that the situation was under control and that an area within one km radius of the impacted farms had been declared an infected zone, where domestic birds, eggs, etc., have been destroyed. The farms were sanitised and sealed. In the surveillance zone, Rapid Response Teams (RRT) were conducting continuous surveillance and samples were being collected to ensure that the infection has not spread. "This area has been declared a restricted zone, preventing birds and eggs from entering or leaving. The virus is destroyed at 70 degrees Celsius in 30 minutes, so boiling eggs and poultry products reduces the risk of infection," he said.
