Accused throws rice in courtroom, judge sentences him to jail till rising of court

New Delhi: An accused who misbehaved by throwing rice in a courtroom during the proceedings was sentenced to undergo imprisonment until the rising of the court. The lawyers present in court suspected he was practising 'black magic'.
The court of additional sessions judge Shefali Barnala Tandon on Aug 11 also imposed a fine of Rs 2,000 and issued a notice to Chander Vibhas under BNS Section 267 (intentional insult or interruption of a public servant sitting in any stage of a judicial proceeding). The accused, through his counsel, submitted that he had been 'misguided' by someone and felt remorse. He undertook not to repeat any such act in the future and kneeled down while seeking an apology.
On Aug 2, when the court was on leave, some rice was found thrown on the floor of the court under the dais. The court was informed by the staff that the accused had done this. But the accused submitted that he was present through VC on that day.

However, the reader stated that, as per the order sheet of that day, Vibhas was present physically in the court. The judge noted that the courtroom was full and the advocates present in court had requested to get the rice removed or cleaned.

They also hesitated to approach the dais for their matters to be taken up after this, the reader stated.
Following this, the court directed the accused to collect the rice from the floor, which seemed to have been deliberately thrown by him, and asked the staff to call for a sweeper immediately through the caretaking branch. Until the sweeper arrived, the court proceedings were halted at the request of the counsels present in the court, as they suspected "black magic" by the accused.
The sweeper came after 10 minutes and cleaned the floor.
On inquiry, the accused said he was holding some rice in his hands, which simply fell. However, he failed to explain why he was carrying rice in his hands while entering the court and during court proceedings.
The judge said it was "very shocking and surprising" that the accused, who is a surgeon and belongs to an educated class, acted in such an "unreasonable" manner and interrupted the court proceedings.
The courtroom, added the judge, is a space where justice is sought and delivered, and maintaining its dignity is essential for the rule of law.
"Disrespect towards the court or disruption of judicial proceedings sends a damaging public message, and such overt act/behaviour of the accused not only disrupted the court proceedings and undermined the judicial process, but also threatened the very foundation of our legal system," the court observed.
"Section 267 of BNS exists to ensure the courts can do their work without harassment or disturbance, preserving both the order of proceedings and the authority of law. The act done by the accused, if left unchecked, will erode the court's ability to function," it added.
After the accused tendered an apology and expressed remorse, the judge sentenced him to jail until the rising of the court, along with a Rs 2,000 fine.

They were produced before court and was remanded to police custody. The complaint involves allegations of systematic fraud between April 2024 and March 2025. According to the complaint, the victim, who operates "Shri Ambika Gold," employed Dilip as a salesman to supply mangalsutras to traders in Andhra Pradesh and Telangana. The accused would regularly travel with jewellery stock, sell to traders, and return payments in cash or bank transfers. An audit in March 2025 revealed a shortage of over 3 kg of jewellery. When confronted, Dilip allegedly claimed the items were sold and bills would be issued after April 1. Enquiries with traders revealed no such transactions. Investigations indicate Dilip misappropriated the stock, transferred large sums to Vikram's account. Police seized 1.5 kg of 18-karat gold during the probe. Investigators allege the brothers diverted business funds for personal gains. CHANDIGARH: Punjab Chief Minister Bhagwant Singh Mann introduced a reward policy to felicitate Police officers performing well in the ongoing anti-drug campaign. Addressing the gathering at the state-level function to mark 79th Independence Day here at Jawahar Lal Nehru stadium in Fardikot, CM Mann said that a first-time reward policy has been started in Punjab Police to felicitate cops performing well in the war against drugs. Under this policy, Rs 1.20 lakh will be given to the officers who recover more than one kilogram of heroin. Mann said that the recruitment and promotions in the Punjab Police have been streamlined to enhance the manpower in force. "The government had created 1,600 new police posts to address promotion issues and strengthen the force," he said. Mann said that, for the first time, an anti-drug syllabus has been introduced in the schools of the state to make students aware of the scourge of drugs, adding that mega PTMs have been organised in the schools in which 20 lakh parents and students have participated. He said that previous governments patronised drug mafias, causing widespread addiction, adding that his government has launched a crackdown against drugs in the form of Yudh Nasheyan Virudh 'War Against Drugs'. Mann said that the drug supply network has almost been dismantled, drug dealers are being dealt with strictly, and bulldozers have razed their properties, adding that leaders involved in the drug trade have been sent to jail, defence committees have been formed in towns and villages and youth. He said that it is a matter of immense pride and satisfaction that this crusade has been transformed into a mass movement, and villages are passing resolutions declaring themselves drug-free. He said that an anti-drone system has been deployed along the 553-km Punjab-Pakistan border, adding that Punjab has become the first state to take this initiative. He said that Punjab was leading the country in casualties due to road accidents, after which the Sadak Surakhya Force was formed in the state. He said that the Road Safety Force (SSF) has significantly reduced road accidents by 48 per cent as per a study of the Government of India, adding that they have provided 144 modern vehicles. To recognise the sacrifices by the brave soldiers and cops who sacrificed their lives to protect the unity and integrity of the nation, the state government provides financial assistance of one crore rupees to their families. He said that the state government has fulfilled many guarantees during the last three and a half years.
