
Buying Property In UP? 1% Stamp Duty Relief Rolled Out For Woman Property Buyers; Details Here
The UP government's decision aligns with the Union Budget 2024, where the Centre also proposed reducing stamp duty on property deeds executed in favour of women.
The Uttar Pradesh government has approved a major relief for women property buyers. In a significant move aimed at empowering women, the UP Cabinet has approved a 1% discount in stamp duty on properties valued up to Rs 1 crore, if purchased in the name of a woman.
The decision was taken earlier this week during a Cabinet meeting chaired by Chief Minister Yogi Adityanath at Lok Bhavan in Lucknow.
Until now, the stamp duty exemption was restricted to properties worth up to Rs 10 lakh, where a maximum discount of Rs 10,000 could be availed. With the latest decision, this exemption now applies to properties worth up to Rs 1 crore, significantly expanding its scope and impact.
Sharing details of the move, UP Labour Minister Anil Rajbhar said, 'The government believes this decision will help middle-class women become property owners, which will not only increase their confidence but they will also become financially more capable and respected in the society."
He added that this step will further strengthen the Mission Shakti programme, which is focused on making women self-reliant and empowered.
The UP government's decision aligns with the Union Budget 2024, where the Centre also proposed reducing stamp duty on property deeds executed in favour of women. Officials said the state's move is expected to lead to a sharp rise in property registrations in the names of women.
Vikas Tomar, executive president and business head at Square Yards, welcomed the decision and said it would particularly benefit the mid-segment market: 'The Uttar Pradesh government's decision to reduce stamp duty by 1% for women on property purchases up to Rs 1 crore is a positive step and will likely boost sentiment among women aspiring to own a home… With this added incentive, we're likely to see greater interest in the mid-range category across cities like Noida, Greater Noida, and Ghaziabad, with more buyers moving forward with purchases under women's ownership."
Vikas Bhasin, MD of Saya Group, called the move beneficial but urged the government to go further: 'Stamp duty and other levies form a significant part of home-buying costs, and any reduction helps buyers save a substantial amount of money. However, we have consistently advocated for a broader reduction—especially since it is charged in addition to GST on under-construction properties. The government should consider reducing these charges for all homebuyers to make ownership more affordable."
Sahil Agarwal, CEO of Nimbus Realty, echoed a similar sentiment on the decision and said, 'It's a progressive step. At a time when interest from women buyers is steadily increasing, this rebate could tip the scale. From an industry perspective, it aligns well with the current demand wave we're witnessing in suburban NCR, which is witnessing a rise in co-owned properties and purchases by women-led households. Further, it will not only bring down the upfront costs of home buying for women, but also encourage families to include women in asset ownership."

Farmers and labourers under the banner of the Kisan Mazdoor Morcha (KMM) submitted memorandums at the deputy commissioner (DC) offices across the state, demanding the Punjab government 'repeal its ambitious land pooling policy'. Addressing the media, KMM coordinator Sarwan Singh Pandher said, 'Following the central government's model, the state government is trying to benefit corporate interests by dreaming of building concrete cities and urban jungles over Punjab's fertile land, a move that will be firmly resisted.' Questioning the government's 'intention,' Pandher said, 'There is no data on demand for housing colonies, yet Chief Minister Bhagwant Mann-led state government, under pressure from Delhi-based lobbies, is aggressively pursuing a policy that threatens to displace entire villages.' 'Government representatives cite examples from Dubai and other countries, but those nations built structures on barren land, and not on fertile lands that produce three to four crops a year,' Pandher said. Pandher emphasised that the policy 'isn't just harmful to farmers, but it would also affect farm labourers, small shopkeepers, commission agents (arhtiyas), and middle-class traders'. Terming the government's claim that 'land won't be forcibly acquired false, Pandher read out a clause in the policy, purportedly reading 'if landowners on both sides of a plot agree to pooling, the landowner in between could lose his land even without consent under the 2013 Land Acquisition Act'. Criticising the 'cost-sharing clause' in the land pooling policy, Pandher said, 'The policy mandates landowners to bear 60 per cent of the development cost, while the development authority pays 40 per cent.' Referring to Cabinet Minister for Revenue, Rehabilitation and Disaster Management, Water Supply & Sanitation and Housing and Urban Development Hardeep Mundian's remarks that 'land with bank loans will have the debt transferred to the allotted plots,' Pandher questioned, 'If the farmer no longer owns cultivable land, how will they repay those loans?' The KMM coordinator accused the government of 'trying to grab land under the guise of generous offers like Rs 1 lakh annual lease payments', calling it 'unrealistic'. 'How will a government struggling financially afford Rs 650 crore annually for 65,000 acres?' he asked. Referring to the statements of the Punjab CM and other Cabinet ministers that the Opposition was 'misleading farmers,' Pandher said, 'We are not illiterates…the time has changed now and everyone can read the policy and understand its pros and cons… farmers know what is good or bad for them. Rather, the government is misleading the public.' Pandher also questioned the August 4 deadline provided to landowners to file objections, and warned, 'There is no clear recourse whether the farmers' objections will be rejected during the hearings.' Calling upon the farmer and labourer organisations in Punjab to set aside differences and fight the land pooling policy unitedly, Pandher announced full support for the Samyukta Kisan Morcha's (SKM) tractor march on July 30, and appealed to the public to actively support all such united efforts. BKU (Krantikari) president Surjit Singh Phool said, 'The promise of 'affordable housing' is hollow. At the current government rate, a five marla plot will cost Rs 45 to Rs 50 lakh, making it unaffordable even for the middle class. So, who will buy plots in these government-developed colonies? The real motive behind the policy is to seize land and lease it to corporate houses for large-scale corporate farming on the pretext of urban development. That's why the policy targets highly fertile land close to highways.' BKU (Azad) president Jaswinder Singh Longowal said, 'Thousands of colonies already exist around New Chandigarh, Ludhiana, Jalandhar, Amritsar, Mohali and Phagwara. Why don't the government regularise those colonies first instead of setting up new colonies?' Maharashtra cooperative banks' agricultural NPA rise drastically; poll promises of farm loan waiver blamed
Cooperative banks in Maharashtra have seen a sudden rise in non-performing assets (NPA) related to the agriculture sector. This rise in such loans defaulted by borrowers is a result of a combination of factors, including loan-waiver promises made before the Assembly polls and public sector banks failing to lend to farmers. This rise in NPA in the cooperative sector comes at a time when the central government has taken major reforms and is refinancing the sector. As of March 31, 2025, agri NPA in the cooperative sector stood at 24.11 per cent – a steep rise from the 17,85 per cent for the quarter ending December 31, 2024. The total NPA amount of cooperative banks stood at Rs 8,214 crore as of March-end, compared to Rs 7,739 crore in December-end. Across Maharashtra, agricultural NPA stood at Rs 31,253 crores – a rise from Rs 31.059 crore in December-end. The sector has seen a rise in NPA percentage from 11.80 per cent by December-end to 11.97 per cent by March-end. If cooperative banks see a rise in farmers defaulting, public sector banks have a completely different picture. The agricultural NPA of these banks went down from Rs 18,940 crore at the end of December to Rs 18,764 crore by the end of March. Agricultural NPA in these banks by March-end was at 16.73 per cent, down from 17.08 per cent. All figures are from the agenda of a meeting of the State Level Bankers Committee in India (SLBC) dated May 19, 2025. The lending structure of cooperative banks is different from that of public-sector banks. While public-sector banks treat each farmer as a single unit for lending, cooperative banks mostly lend through village-level Primary Agricultural Cooperative Societies (PACS). The PACS sends out the total requirement of loans to the district-level banks and disburse loans to farmers at the individual level. While there can be a host of reasons for the rise in cooperative banks' NPA, Anil Ghanwant, leader of Shetkari Sanghatana, said the pre-poll promise of a complete loan waiver, which continued to resonate even after the elections, is one of them. 'What we need to understand is that the cooperative banking structure has a strong political bias to it. Most political leaders are on the boards of cooperative banks. So when it comes to repayment, there is an indirect go-slow order on the bank officials,' he said. But Vijay Jawandhiya, another farm leader, had a very different take. According to him, the NPA in the cooperative banks rose mostly because the sector lends more proactively than public-sector banks. 'We have to understand that the public-sector banks are wary of lending to farmers. Thus, the increase in NPA is a reflection of lower lending by them,' he said.
