Every fatwa in Selangor goes through rigorous process

SHAH ALAM: The Sultan of Selangor, Sultan Sharafuddin Idris Shah, today stressed that every fatwa issued in the state goes through a structured and thorough process.
A statement posted on the Selangor Royal Office Facebook page said the Sultan also decreed that this diligence involved taking into account views from various parties, particularly from the state Fatwa Committee and syariah law experts.
The post also shared the procedures undertaken before a fatwa is issued, stating that each ruling must go through a process of complete data collection, comprehensive information gathering, and a precise understanding of the issue before it is discussed.
A 'Muzakarah Pakar' (expert discussion) is then held to thoroughly deliberate on the matter, attended by religious scholars, academics and relevant stakeholders, as well as officers from authorised bodies.
"If no firm resolution is reached, a 'Bahthul Masail' (discussion of issues) will be convened.
"This is a more focused and smaller-scale discussion aimed at resolving complex matters in greater detail and depth."
"Only then will the Fatwa Committee Meeting be held, based on Section 48(2) of the Selangor Islamic Religious Administration Enactment 2003."
It said every study is presented during the Fatwa Committee Meeting with scholarly value and includes two-way discussions between researchers and committee members.
The 'sighah' (wording) of the fatwa that has been decided by the committee will then be reviewed and harmonised during the Technical Committee for the Harmonisation of Fatwa Meeting.
"This sighah will be submitted to the Selangor Islamic Religious Council (Mais) Members' Meeting to carefully evaluate the proposed fatwa and make a recommendation to the Sultan of Selangor for gazettement.
"If the Sultan of Selangor consents to the gazettement of the fatwa, only then will it be submitted to the state executive council meeting," the post added.
The Selangor Royal Office stated that once the fatwa had been submitted, the legal advisor's chamber would review it before it was published in the Selangor government gazette.
Earlier, Sultan Sharafuddin, through a posting on the Selangor Royal Office Facebook page, called on Muslims and the people of Selangor to understand and appreciate the essence of today's Friday sermon titled "Precision in Issuing Fatwas".

He said the prayer, which seeks divine protection from oppression and injustice, should not be condemned or politicised, especially when recited with sincere intentions. "People are debating and criticising the Qunut Nazilah, but the prayer is meant to remind us not to commit oppression, lies, or betrayal. "We should be reprimanding those who commit injustice, not those who pray for protection from it. "If someone feels offended by the prayer, could it be because they feel it applies to them? If no injustice was done, why be upset over a prayer?" he said. Tuan Ibrahim added that the Qunut Nazilah is not unique to the rally, noting that it is recited in mosques around the world, including in Malaysia. "What is wrong with asking for protection from wrongdoing and deception? Stop the oppression, stop the lies — God willing, the country will move forward." His remarks came a day after Prime Minister Datuk Seri Anwar Ibrahim said he disapproved of politicising the Qunut Nazilah or directing it at any particular individuals, including those he personally disagrees with. Anwar also rejected the suggestion that the prayer be recited against those who had previously revoked allocations to religious schools. Earlier, the recitation of Qunut Nazilah sparked controversy after it was led by Jasin member of parliament Zulkifli Ismail during the opposition-led rally in the capital on July 26. The act drew criticism from several religious figures, who said such prayers should not be directed at fellow Muslims merely due to political disagreements, as it goes against the etiquette taught by Prophet Muhammad.

Five Southern Provinces of Thailand Administrative Board deputy chairman, Abdul Aziz Che Mamat, said Anwar's success in representing Malaysia as Asean chair and brokering peace between Thailand and Cambodia was warmly welcomed by the Thai people. He said Anwar's leadership in mediating tensions, which led to an immediate and unconditional ceasefire between the two countries, was an exemplary effort. "The people of Thailand, especially the Muslims in the southern provinces, greatly welcome this peace initiative by the Malaysian Prime Minister. We pray that Allah rewards Prime Minister Anwar for his noble efforts. We also hope that Malaysia, under his leadership, will continue playing the role of facilitator in the southern Thailand peace process, so that it too can yield positive outcomes," said Abdul Aziz, who is also the deputy president of the Narathiwat Religious Council. He said the Muslim population in southern Thailand felt fortunate to have a neighbouring country like Malaysia that shares religious and cultural ties with them. On July 28, Malaysia, as the Asean chair, hosted a special meeting involving Cambodian Prime Minister Hun Manet and acting Thai Prime Minister Phumtham Wechayacha in Kuala Lumpur. After the meeting, Anwar announced that both countries had agreed to an immediate and unconditional ceasefire. Hun said the immediate and unconditional ceasefire agreement between Cambodia and Thailand marked the beginning of efforts to rebuild trust, confidence, and cooperation between the two countries. Phumtham said the outcome reflected Thailand's commitment to a ceasefire and a peaceful resolution, while continuing to protect its sovereignty and the lives of its people.

"I highly commend the sacrifices, dedication, and resilience shown by our national warriors in upholding peace and defending the sovereignty of our beloved country," His Royal Highness said.
