Morocco Takes Part in World Congress on High-Speed Rail
Organized by the International Union of Railways (UIC), this flagship event will run through Friday, bringing together more than 3,000 experts and professionals from across the globe to exchange views on the latest technological innovations and future challenges in the field of high-speed rail transport.
Morocco, which hosted the previous edition in Marrakech in March 2023, is represented at the congress by a delegation led by Director General of the Moroccan National Railways Office (ONCF), Mohamed Rabie Khlie, accompanied by Director General of the National Agency for Strategic Management of State Holdings (ANGSPE), Abdellatif Zaghnoun.
On the sidelines of the congress, Khlie will also take part in the 106th General Assembly of the UIC, where Morocco holds the vice-presidency of the organization as well as the presidency of the Africa Region.
Held every two to three years since 1992, the UIC World Congress on High-Speed Rail serves as the leading international platform for dialogue among rail industry professionals. The event provides an opportunity to assess global developments in high-speed rail and spotlight the sector's latest technological breakthroughs.
This year's edition features a comprehensive program including plenary sessions, round tables, and parallel sessions addressing key topics such as planning, construction, technology, equipment, operational management, and rail safety.
According to organizers, the Beijing edition will highlight China's achievements in the sector, notably its high-speed rail network, the largest in the world with over 46,000 kilometers in operation.

Morocco Establishes Defense Industry Zones Through New Joint Venture
Doha – The Moroccan government has officially authorized the creation of a company dedicated to developing and managing specialized industrial zones for defense industries. According to decree N° 2.25.428 published in the Official Bulletin on June 9, the new entity – dubbed the 'Defense Industrial Zones Management Company' – will be established as a joint venture between the Military Housing and Equipment Agency (ALEM) and MEDZ, a subsidiary of the Caisse de Dépôt et de Gestion (CDG) group. The new company will be capitalized at MAD 300,000 ($30,000), with ownership split equally between ALEM and MEDZ. Its primary mission will be to design, develop, market, and manage industrial zones specifically dedicated to defense industry activities. This initiative implements royal directives aimed at creating two specialized industrial zones for defense manufacturing, in accordance with Law 10.20 governing defense and security equipment, weapons, and ammunition. The project follows a strategic partnership agreement signed on November 8, 2023, between the Ministry of Economy and Finance, the Ministry of Industry and Commerce, the National Defense Administration, CDG, and ALEM. The authorization, decided on May 22, was signed by the head of government and countersigned by Minister of Economy and Finance Nadia Fettah Alaoui. It grants a one-year period for the company's establishment from the date of publication in the Official Bulletin. The industrial zones will host manufacturing activities and services related to the production of weapons, ammunition, and defense and security equipment. This development represents a major step in Morocco's strategy to build sovereign capabilities in military technology and attract international investors to strengthen the country's defense production capacity. ALEM, which has been operating since 1994 when it replaced the Military Housing and Equipment Fund, specializes in constructing housing for military personnel and developing infrastructure. Meanwhile, MEDZ positions itself as Morocco's leading institutional investor dedicated to the development and management of industrial parks. This is not the CDG subsidiary's first involvement in defense industry projects. MEDZ previously participated in a planned ultra-modern maintenance center for military aircraft and helicopters in Benslimane, in partnership with Belgian company Blueberry and American manufacturer Lockheed Martin, though this project has yet to materialize. The creation of these specialized zones comes as Morocco has already begun attracting defense industry investments, including a recently announced project from Indian conglomerate Tata. The project was also approved following the agreement of the National Agency for Strategic Management of State Participations, headed by Abdellatif Zaghnoun, along with the boards of directors of both MEDZ and ALEM. Kenitra-Marrakech High-Speed Rail, New Lever to Bolster National Economy
The Kenitra-Marrakech High-Speed Rail, construction of which His Majesty King Mohammed VI kicked off on Thursday, will be a major new lever to support the national economy at all levels, Minister of Transport and Logistics Abdessamad Kayouh said. In a statement to the press on this occasion, Kayouh explained that this structuring project will reduce travel times between some of the Kingdom's major cities, saving time up to 70% compared with current commute times. This large-scale project will significantly ease citizens' mobility, provide better connections between major conurbations, notably Rabat, Casablanca and Marrakech, and serve some of the Kingdom's main airports, he said. The Kenitra-Marrakech High-Speed Rail project, with a budget of MAD 53 billion (excluding rolling stock), is part of an ambitious program mobilizing an overall investment of MAD 96 billion, which also includes the acquisition of 168 trains at a cost of MAD 29 billion, intended to renew the existing fleet of the Moroccan National Railways Office (ONCF) and support development projects, as well as maintaining performance for MAD 14 billion, enabling in particular the development of 3 metropolitan transport networks in the Casablanca, Rabat and Marrakech conurbations.
