Former CJIs to present views before ONOE panel

scrutinising the bills proposing simultaneous polls, a source said on Thursday.
The next meeting of the Joint Committee on the Constitution (One Hundred and Twenty-Ninth (Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024 has been scheduled for July 11 when the panel members will hold interaction with the two retired chief justices, the source added.
Besides, senior advocate and former Rajya Sabha member
E M Sudarsana Natchiappan
, who is also a former chairperson of the standing committee on Personnel, Public Grievances, Law and Justice, and former Union law minister and former Karnataka chief minister M Veerappa Moily would also appear before the panel for an interaction.

The 39-member committee is in the process of scrutinising two bills on simultaneous elections, including one for amending the Constitution.
The tenure of the committee headed by BJP MP P P Chaudhary has extended till the first day of the last week of Parliament's monsoon session.

The government has asserted that simultaneous elections would boost development, as frequent elections hampered development work, and reduce public expenditure.

Sule says Shaktipeeth will ruin state finances
Mumbai: A few days after the state cabinet approved the Rs 20,787 crore Nagpur-Goa Shaktipeeth highway, NCP (SP) working president Supriya Sule has stepped into the row over the project, saying the cash-starved state govt will not be able to afford the massive expenditure on the proposal. "State govt must give a serious thought to the huge expenditure on the project, particularly in view of the critical financial situation of the state. It will take several decades to restore the situation. It will have a massive impact on the Marathi people," Sule said. Sule referred to a series of reports in a section of the media, saying there is strong opposition to the project from all sections. "When our financial situation is very bad, still we are in the process of securing a loan of Rs 30,000 crore, with an interest of 8.85%, it is beyond the financial capacity of the state to afford such a high interest," Sule said. Sule asked why the govt is insisting on implementation of the project at a juncture when the local farmers have opposed it. "A corridor is being planned from central India to Goa's port to help favoured industrialists export their raw materials abroad. This is a red-carpet project exclusively for them," Sapkal said. Sapkal said that while an allocation of Rs 20,000 crore has been made, the expenditure could go up to Rs 1.5 lakh crore and is a ploy for corrupt profiteering. "This is the beginning of pushing Maharashtra towards bankruptcy, since the debt burden has cross the mark of Rs 9.82 lakh crore," he said.

Ensure Governor functions with Constitutional limits, Venugopal writes to President
AICC general secretary (Organisation) and MP K.C. Venugopal on Thursday wrote to the President of India raising the 'serious Constitutional and administrative challenges' unfolding in Kerala, arising from the continued confrontational stance adopted by Raj Bhavan. Saying that the ongoing impasse is adversely affecting the Constitutional balance and undermining the orderly functioning of the State's democratic institutions, he requested the President to consider appropriate counsel and intervention so that the Governor discharges the responsibilities of the office strictly within the bounds of Constitutional mandate and refrains from actions that may aggravate tensions or disrupt public order. He wrote that the role of the Governor, as defined in the Constitution is that of a Constitutional head of the State, expected to function in accordance with the aid and advice of the Council of Ministers, but recent developments in Kerala reflect a departure from these Constitutional tenets. 'The insistence by the Governor's office on displaying the image of 'Bharat Mata' holding a saffron flag at official functions, an emblem that holds no Constitutional or statutory recognition, has created avoidable friction. This symbolic assertion, widely perceived as ideological in nature, has led to considerable unrest and public disquiet. The preference for an unofficial image over the National Flag at public functions risks sending a dangerous and divisive message, and has justifiably drawn criticism from various quarters,' wrote Mr. Venugopal. He noted that the resultant situation had severely strained the institutional relationship between Raj Bhavan and the State administration. Public protests, tensions on the ground, and disruptions to law and order have ensued. 'The office of the Governor is one of great Constitutional significance. It is expected to function as a neutral bridge between the Union and the State, upholding the spirit of cooperative federalism and Constitutional propriety. Any deviation from this role disturbs the institutional fabric and impairs the people's faith in constitutional governance. It is imperative that the high office remains above ideological assertions and continues to embody the spirit of unity, impartiality, and Constitutional morality,' wrote Mr. Venugopal.
