PM Modi departs for Brasilia after attending BRICS Summit in Rio de Janeiro
PM Modi is travelling to Brasilia for his State Visit to Brazil, where he will hold bilateral discussions with Brazilian President Luiz Inacio Lula da Silva on the broadening of the Strategic Partnership between two nations in areas of mutual interest, including trade, defence, energy, space, technology, agriculture, health and people-to-people linkages.
Earlier on Monday, PM Modi met Uruguay President Yamandu Orsi on the sidelines of the BRICS Summit and discussed the expansion of the India-MERCOSUR Preferential Trade Agreement.
'They reviewed cooperation in the areas of digital collaboration, ICT, Digital Public Infrastructure and UPI, defence, railways, health and pharmaceuticals, agriculture, energy, culture and people-to-people linkages,' the MEA said in a statement.
'A key area of discussion was strengthening bilateral trade and investment. Both sides expressed interest in the expansion of the India-MERCOSUR Preferential Trade Agreement, aiming to unlock greater economic potential and trade complementarities,' it added.
Earlier, PM Modi, along with other BRICS leaders, partners and outreach invitees, gathered for the traditional family photo at the 17th BRICS Summit in Rio de Janeiro.
While addressing a session on 'Environment, COP-30 and Global Health' at the BRICS Summit in Brazil on Monday, PM Modi said India would redefine the BRICS grouping under its upcoming chairmanship by focusing on 'Building Resilience and Innovation for Cooperation and Sustainability.'
'Under India's BRICS Chairmanship, we will define BRICS in a new form. BRICS would mean 'Building Resilience and Innovation for Cooperation and Sustainability'.' He affirmed that India would carry forward the spirit of people-centric progress during its leadership of the BRICS in the coming year.
PM Modi arrived in Brazil on Saturday (local time) after concluding his visit to Argentina, where he held a bilateral meeting with Argentine President Javier Milei. After Brazil, PM Modi will head to Namibia on July 9 and also address its parliament.
PM Modi began his five-nation visit on Wednesday in Ghana. From Ghana, PM Modi went to Trinidad and Tobago and then to Argentina. (ANI)

Digital infrastructure transforms India's tax administration, refunds surge 474%
By Shailesh Yadav New Delhi [India], July 13 (ANI): India's tax administration has undergone a dramatic transformation over the past decade, with taxpayer refunds growing at nearly double the pace of tax collections, Ministry of Finance sources told ANI. The numbers paint a striking picture of administrative efficiency gains. Between 2013-14 and 2024-25, refunds issued to taxpayers have skyrocketed by 474 per cent, rising from Rs 83,008 crores to Rs 4,76,743 crores. This growth significantly outpaces the 274 per cent increase in gross direct tax collections during the same period, which rose from Rs 7,21,604 crores to Rs 27,02,974 crores. Perhaps most impressive is the speed of refund processing. The average time to issue tax refunds has plummeted from 93 days in 2013 to just 17 days in 2024 - an 81 per cent reduction that reflects the success of digital modernization efforts. The transformation is largely attributed to comprehensive digitization of tax processes. The introduction of end-to-end online filing systems, faceless assessments, and automated refund processing has eliminated traditional bottlenecks that previously delayed taxpayer services. 'The adoption of digital infrastructure including pre-filled returns, real-time TDS adjustments, and online grievance redress mechanisms has fundamentally changed how we serve taxpayers,' a senior CBDT official familiar with the modernisation program told ANI. The taxpayer base has also expanded significantly, with income tax returns filed growing from 3.8 crores in 2013 to 8.89 crores in 2024 - a 133 per cent increase that demonstrates growing formalisation of India's economy. The proportion of refunds relative to gross tax collections has risen from 11.5 per cent in 2013-14 to 17.6 per cent in 2024-25. 'Growing refunds reflect increased voluntary compliance and the deepening of advance tax payment mechanisms,' said another senior Income Tax offcial. 'As more taxpayers participate in formal tax processes and TDS coverage expands, excess remittances naturally become more common,' the official added. The surge in refunds and their faster processing carry significant economic implications. Quicker refund turnaround time improves cash flow for businesses and individuals, while the growth in refund volumes signals expanding participation in India's formal economy. The data suggests that India's tax ecosystem has achieved what officials describe as 'systemic maturity' - a state where efficiency, transparency, and taxpayer facilitation have become embedded principles rather than aspirational goals. "Why did this exercise not happen then?": Bihar Congress Chief raises concern over electoral roll revision
Patna (Bihar) [India], July 13 (ANI): Bihar Congress President Rajesh Kumar on Sunday expressed strong concerns over the Election Commission's Special Intensive Revision (SIR) of electoral rolls in Bihar. Speaking on the recent Supreme Court decision allowing the Election Commission to conduct a special investigation, Kumar questioned the necessity of the SIR, given that the electoral roll was updated in January 2025. Rajesh Kumar said that the move has exposed flaws in the electoral process and raised serious concerns about the credibility of the 2025 election results. He implied that the 2025 elections, which the central government won, might also be flawed if the current electoral roll revision is necessary. While speaking to ANI, Kumar said, 'In the 2024 Lok Sabha elections, they had the figures with them. What was the problem with the electoral roll of 6 January 2025, which was finally printed? Within 25 days, they had to redo the process. This means the 2025 elections that the central government has won are also wrong, so why did this exercise not happen then?' Earlier in the day, Union Minister Gajendra Singh Shekhawat accused the Opposition of politicising the ongoing special intensive revision (SIR) of electoral rolls in Bihar and sought to know who all experienced 'stomach aches' when the Election Commission reviews the voter list. 'It is the Election Commission's right and responsibility to conduct the elections in accordance with the system provided by the Constitution, to conduct them fairly, without any controversy. If the Election Commission reviews the voter list regarding the fairness of the elections, then that is a matter of their jurisdiction,' Shekhawat told reporters. 'There is no need for anyone to have any doubt or suspicion in this. However, some tried to politicise this issue. The Supreme Court verdict was also issued on the same lines. My second question is: Which people are experiencing stomachaches if the Election Commission reviews the voter list after the Supreme Court's order?' he later added. Earlier, the Election Commission of India said 80.11 per cent electors in Bihar submitted their forms, adding that the commission is moving ahead to complete the collection of Enumeration Forms (EFs) before the stipulated time, July 25. These efforts of ECI are being supplemented 1.5 Lakh BLAs appointed by all political parties who are also visiting door to door and leaving no stone unturned to ensure inclusion of each and every existing elector whose names are in the Electoral Roll in Bihar as on 24 June 2025. Special efforts are also being made to assist senior citizens, PwD electors, and other vulnerable groups by over 4 lakh volunteers. In order to get their names included in the draft electoral rolls to be published on 1st Aug, electors have to submit their EFS, preferably, along with eligibility documents. In case any elector needs more time to submit the eligibility documents, he can submit them separately till 30 Aug, i.e. the last date of filing claims and objections and take the help of volunteers as well.
