Briefing the media at the Secretariat here, Minister for Information and Public Relations Kolusu Parthasarathy said the Cabinet ratified the AP Circular Economy and Waste Recycling Policy (2025–30), the first comprehensive initiative of its kind in the country. The policy, aligned with 'Swarna Andhra 2047,' seeks to promote industrial symbiosis, establish a dual-layered infrastructure model, and create new MSMEs in waste-to-wealth sectors. Further, the Cabinet gave the green signal for awarding large Amaravati water supply and EPC infrastructure packages, and sanctioned ₹904 crore for developing amenities in Land Pooling Scheme (LPS) zones under the Capital Region Development Authority. The government approved placing a resolution in the Assembly to repeal the Manual Scavenging Prohibition Act, now superseded by the 2013 legislation. It also cleared amendments to the Andhra Pradesh Beggary Prohibition Act to remove discriminatory language against persons with disabilities. In recognition of sporting excellence, international tennis player Saketh Sai Myneni will be appointed as Deputy Collector under the sports quota, while compassionate appointments were cleared in exceptional cases. Healthcare too received a push with the upgrade of Naravaripalli CHC to a 50-bed facility, expected to benefit 56,000 people in the region. The Cabinet gave its nod for transferring 12.96 acres of government land in Nadimpalem village, Prathipadu mandal, Guntur district, to the AYUSH Department free of cost for setting up the Central Research Institute for Yoga and Naturopathy (CRIYN). The project, with an estimated cost of Rs. 52 crore, will be funded by the Centre. Administrative approval was granted for works worth ₹160 crore in the APCRDA office building, including internal finishing, ICT facilities, MEPF works, and external development. The Cabinet also ratified APCRDA's tendering process initiated in October 2024 for the same works. First quantum computer Significantly, Andhra Pradesh is set to become the first State in India to host a physical quantum computer. The Cabinet cleared the installation of an IBM quantum system at the Amaravati Quantum Computing Centre (AQCC), enabling breakthroughs in drug discovery, agriculture, material sciences, AI, and cybersecurity. Universities and startups are expected to benefit immensely. In welfare, the government ratified G.O. Ms. No. 8, granting gratuity benefits to retiring Anganwadi staff at ₹1 lakh for workers and ₹40,000 for helpers, fulfilling an election promise.
