
Cong slams govt over NMMS app, says ‘FAST means First Announce Second Think'
Taking aim at the government's approach, Congress general secretary Jairam Ramesh in a statement said, 'FAST is the self-declared motto of the Modi Govt. It actually stands for First Announce Second Think.'
'In May 2022, the Modi Govt introduced the National Mobile Monitoring System (NMMS) app in MGNREGA for digital verification of attendance and works. Ever since this was done, the Indian National Congress had been highlighting the operational problems with NMMS and how it was damaging the letter and spirit of MGNREGA. Now in a notification issued on July 8, the Union Ministry of Rural Development has finally acknowledged the various problems associated with the NMMS,' Ramesh said.
'It was evident from the beginning that many workers would be unfairly denied wages simply because their photographs couldn't be uploaded in real time due to network issues,' the Rajya Sabha MP said. 'At the same time, the NMMS has proven ineffective at preventing fraud. Fake workers can simply turn up twice a day to be photographed and still get paid without doing any real work,' he said.
He also highlighted the recent revelations that fake and random photos are being uploaded to the app, underscoring what he called the 'absolute uselessness' of the NMMS.
'However, the Modi government, post its acknowledgment of the issue, has identified solutions that are worse than the problem. NMMS photos will now also be backed by physical verification by officers in-charge. This proposed solution is going to waste the precious time of NREGA functionaries, from top to bottom. Either they can verify photos, as is being mandated by the latest order, or they can perform their regular duties,' Ramesh said.
Ramesh reiterated the Congress' long-standing demands for a fundamental overhaul of the current system. These demands, several of which have also been echoed by the Parliamentary Standing Committee on Rural Development and Panchayati Raj, include: Immediate withdrawal of the unworkable and counterproductive NMMS model based on photo uploads and reaffirmation of task-based payments which is the essence of MGNREGA.
He said amid a decade-long crisis of stagnant wages, an increase in MGNREGA wages -- as envisioned in the Congress Nyay Patra for the 2024 Lok Sabha Elections -- assumes renewed importance. MGNREGA wages must rise to reach Rs 400 per day
'The Aadhar Based Payment Bridge Systems (ABPS) must not be made mandatory and wages must be paid within the statutory period of 15 days and any delay in payment must be compensated,' he demanded.

Kolkata, July 28 (UNI) Leader of Opposition Suvendu Adhikari today urged the Election Commission of India (ECI) to take a serious note of an alleged threat by West Bengal Chief Minister Mamata Banerjee to the state government employees who are engaged in election training (booth level officials) warning them not to delete any name from the voter list. In an administrative meeting at Bolpur in Birbhum district, Ms Banerjee said, 'I will request the BLOs to see that no one's name is left out of the voter list. Remember that the Election Commission takes charge after the issuance of poll notification. Before and after that, the state government has administrative responsibility. You are employees of the state government. Do not harass anyone unnecessarily.' The CM also said she was surprised to know that some 1,000 BLOs from here have gone to Delhi for training. She said nobody informed this and even the chief secretary was not aware of it. "This is a clear case of unauthorized intervention and manipulation of the election process. Mamata Banerjee's accusation that the ECI started BLO training without informing the state government, coupled with her directive to ensure "no voter's name should be deleted," was a veiled attempt to intimidate officials and influence voter list revisions for political gain," Adhikari alleged. Her remarks not only disrespect the autonomy of the ECI but also cast a shadow over the integrity of our elections, the BJP leader said. "These statements by West Bengal Chief Minister Mamata Banerjee are nothing short of a blatant attempt to interfere in the democratic process and undermine the sanctity of free and fair elections. By openly reminding Booth Level Officers (BLOs) that they are "State Government Employees" and warning them against following the Election Commission of India (ECI)'s directives, she is indirectly threatening those responsible for ensuring a transparent electoral process," Adhikari chargd on his X handle hours after Ms Banerjee's alleged veiled threat to the government employees. Adhikari questioned that how can the common people expect a fair and unbiased election when the Chief Minister herself was pressuring state government employees involved in the electoral process? "This is an attack on the Constitution and India's federal structure," the BJP leader pointed out. Adhikari urged the ECI to take immediate cognizance of this matter and investigate Ms Banerjee's statements for their potential to disrupt the democratic process. SASCI fund usage plan raises eyebrows
Kozhikode: Even as hundreds of families hit by the devastating Chooralmala–Mundakkai landslide in Wayanad a year ago struggle with unmet rehabilitation needs, state govt is set to channel a substantial portion of the Special Assistance to States for Capital Investment scheme (SASCI) funds granted by the Centre as long-term loan for building helipads, roads and constructing a new Rs 30cr D-block for the civil station which will house the district disaster management authority (DDMA) office. Of the 16 SASCI projects granted administrative nod include construction of more than half a dozen helipads in the district at a cost of Rs 9cr. Also, administrative sanction has been accorded for constructing a roads even to locations rendered highly vulnerable by the landslide. The selection of the projects has raised serious concerns over priorities in post-disaster recovery and long-term sustainability. For instance, of the Rs 529.5cr sanctioned by the Centre in Feb under SASCI, Rs 9cr is being allotted for setting up nine helipads in the district, including in Meppadi and other panchayats, along with approach roads. Govt authorities maintained that the helipads are being set up as part of disaster preparedness but the question being raised is whether this aligns with the district's actual priorities. Also, Rs 9cr has been allotted for construction of a road from disaster-hit Chooralmala to Attamala across the Bailey bridge. Also, a new bridge connecting Punchirimattom to Vanarani and approach road has been sanctioned at a cost of Rs 7cr. The other projects include Rs 65cr for first phase of removal of debris at Punnapuzha and river training, three fire and rescue stations, reconstruction of GVHSS Vellarmala nd GLPS, Mundakkai, eight multipurpose shelters. Wayanad Prakrithi Samrakshana Samithi president K Badusha said that building new roads to disaster-hit areas was to help the tourism lobby. "The disaster-hit region is very fragile and poses risk of further landslides and any new development activity there would be a recipe for disaster. The SASCI fund should have been put to use in a creative and sustainable manner. Why should it be used for setting up new block in the civil station under the cover of housing DDMA complex?," he asked.

Student unions as laboratories of citizenship
The Karnataka government's proposal to reintroduce student elections in colleges and universities has reignited a long-dormant debate about campus politics and the kind of citizens our educational institutions are shaping. After over three decades of a ban, the move is being considered following a proposal from the National Students' Union of India (NSUI) and a nudge from Congress leader Rahul Gandhi, who reportedly urged the government to cultivate leadership among students. Chief Minister Siddaramaiah and Deputy Chief Minister D K Shivakumar have signalled intent. However, university administrators remain wary, warning that the return of campus polls could bring back violence, groupism, and political interference. These concerns are not unfounded, but they also raise a deeper, more urgent question: What is lost when we silence student voices in the name of stability?.Student elections in Karnataka were banned in 1989, following a few violent incidents. But since then, the state has undergone massive political, social, and educational transformations. Today, the push for reintroducing student unions is not just nostalgic; it speaks to a growing recognition that student leadership is not a threat to academic life but potentially its most vital force. Many Indian states and cities, such as Kerala, Maharashtra, West Bengal, and particularly Delhi, have continued to hold student elections. Their experiences offer Karnataka both a cautionary tale and a case for reintroducing student elections rests on a foundational democratic principle: participation. A university is not merely a site for acquiring knowledge but also a space where students learn to negotiate power, voice dissent, and imagine a better society. Elections help institutionalise this spirit. In places like Jawaharlal Nehru University and Delhi University, student unions have historically played pivotal roles in defending academic freedom, improving student welfare, and demanding administrative accountability. For example, the JNU Students' Union has successfully intervened in policies around fee hikes, hostel allocations, and anti-discrimination measures. These student bodies often act as intermediaries between the administration and the student community, amplifying concerns, channelling grievances, and organising collective Student elections likely to return to campuses .Critics, however, highlight the risks and serious concerns: violence, politicisation, and academic disruption. In states like Rajasthan and Punjab, the return of student elections has sometimes led to aggressive factionalism, clashes, and even criminal allegations against candidates. In Delhi, the DU Students' Union elections have occasionally been marred by large-scale spending, mob clashes, and interference from major national parties. The 2015 DUSU elections saw such intense political rivalry that the university cancelled its presidential debates amid security does this mean we abandon campus democracy altogether? The challenge is not student politics per se, but its distortion. When student bodies become mere proxies for political parties, the educational purpose of their existence collapses. However, Karnataka can, and must, learn from these experiences to build a better, more accountable Lyngdoh Committee, set up by the Supreme Court in 2006, has already provided a robust framework to regulate student elections. It prescribes age limits, caps on campaign spending, and bans on candidates with criminal records, and insists on fair and peaceful campaigning. If effectively implemented and monitored, these guidelines can act as strong guardrails against the degeneration of student democracy into a power like West Bengal have gone further, experimenting with 'apolitical' student councils that ban political party names, symbols, and slogans. While such models have been critiqued for being over-sanitised or undemocratic, they offer one way to prevent external interference without silencing student representation. The key is not to depoliticise students but to allow them to develop their political consciousness organically, within ethical and civic bounds. After all, the purpose of education is not just to produce employable graduates but thinking citizens capable of engaging with democracy in all its complexities. .Today, campuses often feel colder. Many students express hesitation in raising their voices for fear of administrative reprisals. Activism is viewed with suspicion; leadership is seen as a disruption. The result is a generation of students who may be bright and qualified but less practiced in disagreement, negotiation, or civic this context, Karnataka's proposal can be seen not just as a political move but as an educational reform. With adequate safeguards, transparent monitoring, and a commitment to student welfare, campus elections could become training grounds for the next generation of India's democratic leaders. The goal is not to manufacture politicians but to cultivate informed, engaged citizens. To get there, universities must not act from fear but from vision. Vice chancellors and faculty have a critical role in regulating the process, mentoring student leaders, ensuring equity, and promoting a culture of dialogue over division. Faculty-guided debates, issue-based campaigns, and promoting civic values over party loyalty can help build a new grammar for student politics—one that is democratic, not the question is not whether student elections are risky; it is whether we believe our students can use voice over violence, ideas over ideology, and responsibility over rhetoric. The Karnataka government's rethink is a chance to trust students again—to let them participate, lead, and learn. In a democracy as young, noisy, and urgent as ours, that trust may be the best education we can offer..(The writer is a former professor and dean of a Bengaluru-based university)
