
Himachal govt to check haphazard constructions near riverbanks, nullahs
Even the governor of Himachal Pradesh, Shiv Pratap Shukla, had called for 'careful planning' of the disaster-prone areas.
Town and country planning minister Rajesh Dharmani said that safety norms and strict regulations would be brought to regulate the construction of houses in rural areas.
He said that the construction of buildings, bridges and other structures would require certification by a safety council, and their designs are as per norms set by the public works department.
He said the powers of the director, Town Planning Act, have been delegated to commissioners and executive officers in urban local body areas while in Special Area Development Authority (SADA), deputy commissioners and SDMs would have the responsibility, while panchayat secretaries would have the power in rural areas for enforcing regulations and compliance.
Already chief minister Sukhvinder Singh Sukhu has decided to change the construction norms near rivers and is mulling to come up with a policy not to allow construction of government buildings with 150 meters of rivers and water bodies. The state government is formulating a policy under which no government institution will be constructed near rivers or streams. All government buildings will now be established at a safe distance of 100 to 150 meters from such water bodies.

In wake of large-scale destruction faced by Himachal Pradesh during monsoons, Shukla on Saturday said that the people should think where and how they choose to settle, as disaster-prone areas need careful planning.
He said that Union home minister Amit Shah had already sent a central team to assess the damage and had assured him that he would personally visit the state if possible.
'I will be going to Delhi soon, and if I get the opportunity, I will request the Home minister to ensure Himachal Pradesh gets maximum financial assistance based on the report. The Centre has already sanctioned ₹3,000 crore, but more will be needed to make up for the losses. I will also continue to encourage tourism in Himachal despite these challenges,' he said while talking to mediapersons at Raj Bhawan after havan on Saturday.
On the issue of relaxing provisions of the Forest Conservation Act to make nautor (allotment of forest land) available to people in tribal districts under Article 5 exemptions, the governor said he had discussed the matter with revenue minister Jagat Singh Negi, tribal development minister, and local representatives from the areas concerned.
'I told them I will visit these regions in September to assess the situation myself. Those who truly need nautor land will be helped,' Shukla said.

UK police make over 500 arrests in largest Palestine Action protest
London, Aug 10 (PTI) The Metropolitan Police on Sunday arrested more demonstrators, taking the previous figure of 474 to over 500 during a weekend that saw the UK's largest protests in support of Palestine Action, banned by the government recently, making it a criminal offence to show any backing for the group. While 522 of those arrested during a demonstration in London were detained under the UK's Terrorism Act for showing support for a proscribed group, others were held for other offences, including assaulting police officers. Meanwhile, hundreds of pro-Israel counter-protesters also marched through central London on Sunday, demanding the release of hostages still held in Gaza and in a show of solidarity with Israel in the ongoing conflict in the Middle East. Many of those arrested at the pro-Palestine demonstrations were displaying placards expressing support for Palestine Action. The average age of those arrested was 54, and the most arrests — 147 of them — were of people aged between 60 and 69. Delhi Police briefs over 4,000 private security guards ahead of Independence Day
New Delhi, Aug 10 (PTI) Delhi Police on Sunday held interaction-cum-briefing sessions with more than 4000 private security personnel, or 'Praharis', across all districts for public safety duties during Independence Day and the festive season, officials said. The sessions aimed to reinforce the role of private security guards as partners in maintaining law and order and to brief them on security protocols, including identifying and responding to potential threats, an official statement said. The guards were given guidelines on the dos and don'ts of their duties and provided with security kits comprising a cap, reflective jacket, baton and whistle. Commissioner of Police S B K Singh addressed 'Praharis' at two major programmes — at the Multipurpose Hall, North Campus, University of Delhi, attended by around 800 guards, and at the Lotus Temple auditorium in the South-East district, attended by around 300 guards. 'Praharis are an indispensable link in community policing and their cooperation enhances the reach, responsiveness and effectiveness of law," Singh said. The statement said private security personnel who attended Saturday's briefings in different districts included — south east (300), south (305), Rohini (300), outer north (383), north west (215), west (230), outer (160), Dwarka (362), Shahdara (238), east (253), north east (194), south west (180), New Delhi (97), north (400) and central (400). During the interactive meetings, guards were advised to conduct polite but firm frisking where required, maintain constant observation of surroundings, report suspicious persons or activities to police, stay alert to unattended items and assist in crowd management during celebrations, the statement added.
