Maharashtra To Relax Fragmentation Law, SOP soon: Bawankule

Nagpur: In a major relief to lakhs of urban and semi-urban residents, Maharashtra revenue minister Chandrashekhar Bawankule announced that the state government has decided to ease provisions under the Tukdebandi (fragmentation) Act.

"All land plots—up to one guntha in size—created in urban zones before January 1, 2025, will be granted legal status. A transparent standard operating procedure (SOP) for their regularisation will be defined within 15 days," Bawankule said in the legislative assembly on Wednesday.
Over 50 lakh households are currently grappling with legal uncertainty due to fragmentation norms. Once regularised, affected families will be able to obtain legal documentation and proceed with construction.
The announcement drew bipartisan praise from Jayant Patil (NCP-SP), Vijay Wadettiwar (Congress), Vikram Pachpute (BJP), and several others.
Bawankule said the move will resolve long-standing issues arising from violations of the Maharashtra Regional and Town Planning (MRTP) Act and the fragmentation law. "Clearing these anomalies will facilitate timely registration, building permissions, and official ownership," he stated, while responding to a "calling attention" motion by MLA Amol Khatal.
The guardian minister for Nagpur and Amravati also outlined the formation of a four-member committee comprising the additional chief secretaries (revenue and urban development), the Jamabandi Commissioner, and the Inspector General of Registration (IGR) to prepare the SOP.
This guideline will clarify procedures for plotting, layout approvals, road infrastructure, registration applications, and construction permissions.

Significantly, it also aims to eliminate middleman interference through a digitally transparent process.
The reform will apply to areas under municipal corporations, municipal councils, nagar panchayats, urban development authority zones, and gaothan areas within a 500-meter radius. Additional consideration will be given to buffer zones within 2 km of municipal boundaries, national and state highways, and council-adjacent villages, based on suggestions from MLAs.
Bawankule urged legislators to submit suggestions to the revenue additional chief secretary within seven days, so they can be incorporated into the SOP.
"This is a one-time regularisation drive. From January 1, 2025, onward, all constructions must comply with planning authority rules. Our aim is justice through clarity, not chaos," he added.

RAIPUR: A Bilaspur court on Friday reserved its verdict on the bail applications of three people, including two Kerala nuns, who were arrested on charges of human trafficking and forced religious conversion after the public prosecutor opposed their release, saying the probe was in its early stages. It was alleged that the three had trafficked and forcibly converted three young tribal women from Chhattisgarh's Narayanpur district. Public prosecutor Dauram Chandravanshi said he opposed the bail applications, arguing that the case was still in early stages of investigation. Principal District and Sessions Judge (NIA Court) Sirajuddin Qureshi heard the bail applications and is expected to deliver his verdict on Saturday, Chandravanshi said. Lawyer Amrito Das, who appeared for the three accused, said that the three were detained based on unverified allegations. 'The prosecution has not even sought their custodial interrogation. The alleged victims are all adults, are already practising Christianity, and have been sent back home,' he said. He also pointed out that the statements of the women's parents confirmed that they had not been taken away forcibly or fraudulently. The arrest has ignited a political row, with both the Congress and the CPI(M) slamming the move. In Kerala, state party chief Rajeev Chandrasekhar said the two nuns were arrested due to a 'misunderstanding' and that they would be released on bail soon. Chhattisgarh chief minister Vishnu Deo Sai, however, has accused the Opposition of politicising the matter and interfering with a police investigation. The Congress's Kerala unit sent a team to Chhattisgarh to reach out to the two nuns. The team included MPs Hibi Eden and Kodikunnil Suresh, who alleged that the move to refer the case from a Durg sessions court to a designated court for National Investigation Agency (NIA) cases was a deliberate attempt to delay bail. 'There is a conspiracy behind shifting the case to the NIA court. It's intended to prolong the legal process and keep the nuns behind bars,' Suresh told reporters at Raipur airport. MP Hibi Eden also questioned the legality of the detention, which he claimed was 'unlawful and unjust' and accused Chhattisgarh's ruling Bharatiya Janata Party government of targeting Christians.' To be sure, 21-year-old Kamleshwari Pradhan, who was alleged to be the victim in the trafficking case against the nuns, has alleged that she was coerced into giving a false statement against the nuns by Bajrang Dal activists. She also alleged that the police failed to properly record her version of events. According to Pradhan, her family has been practising Christianity for the last four to five years.

Bengaluru Terming the recent statement of the U.S. President Donald Trump on India and Indian economy as 'volatile, uncivil and irresponsible', the former Prime Minister H.D. Deve Gowda on Friday said that India would never succumb to bullying or threats from any country. Mr. Trump took a sharp jab at India and Russia and their economies recently, calling them 'dead economies'. 'Fundamentally wrong' 'Like everybody else, I too am surprised by Mr. Trump's baseless and ill-tempered remarks on India and Indian economy. I don't think modern history has seen another head of state who has been so volatile, uncivil and irresponsible,' Mr. Gowda said in a statement. 'Mr. Trump has not just behaved badly with India, but with every other country across the world. He has not spared his own longstanding allies. There is something fundamentally wrong with him which reason, diplomacy or statecraft cannot diagnose and address,' Mr. Gowda said. While appreciating Prime Minister Narendra Modi for 'not comprising national interest', Mr. Gowda said that the nation had not blinked to Mr. Trump's bullying tactics and had shown that it would never be dictated by threat. On opposition Taking on the Opposition, Mr. Gowda said, 'Some Opposition leaders have rejoiced Mr. Trump's statements and have jumped to be his deluded spokespersons in India. I can understand their frustration, but they should not harm themselves, and their parties, and end up very soon in the dustbin of history along side Mr. Trump.' The Janata Dal (Secular), headed by Mr. Gowda, has two seats in Lok Sabha and one in the Rajya Sabha and is a constituent of the BJP-led NDA. Mr. Gowda's son and former Karnataka Chief Minister H.D.
