
Frontier CEO is 'optimistic' about tourism industry despite economic uncertainty
'People think that there's some kind of Armageddon going to happen,' Biffle said in an exclusive interview with 'NBC Nightly News' correspondent Hallie Jackson that airs on Sunday. 'I think that as we look here today, I'm optimistic.'
Travel experts have been sounding the alarm amid President Donald Trump's global trade war, warning that a year that was initially projected to be profitable for the tourism industry could instead face an economic downturn.
Before Trump announced a 90 - day pause on most of his proposed tariffs, Delta CEO Ed Bastian told CNBC last week that air travel has all but stalled for both leisure and business travel.
'I think everyone's prepared for uncertainty,' Bastian said. 'If that continues, and we don't get resolution soon, we probably will end up in a recession.'
Biffle acknowledged the bleak outlook shared by those in the airline industry.
'What's become clear is, obviously, there's been some challenges with travel demand, and we've seen it in all industries now. Hotels, airlines, cruise lines are seeing less bookings,' he said.
However, Biffle believes that Frontier's ultra-low-cost model positions it to thrive, especially as consumers become more price-conscious. He likens Frontier's appeal to that of retailers like Walmart, suggesting that when the economy is down, value-oriented businesses tend to perform better.
'What's happened is there's going to be a massive reversal of fortune,' he said. 'Over the last several years, the legacy carriers have done very, very well at the expense of us, but there's now too much domestic supply.'
'In any type of recessionary or kind of economic challenge environment — the 'Walmart effect,' you know — businesses like ours do well,' he added.
Amid economic uncertainty and stricter immigration policies, overseas travelers are increasingly canceling trips to the U.S. According to the National Travel and Tourism Office, international travel to the U.S. was down 12% in March compared to a year ago.
'Right now, we're seeing boycott travel to the United States out of Europe,' Biffle said. 'So can you imagine maybe not 70% — if it's just down 20%, that's a massive market. This is a huge challenge.'
Biffle predicted that the hottest travel spots for Americans this summer will be domestic locations.
'Domestic is en vogue again because of a lot of things going on in the marketplace,' he said. 'And so I think you're going to see a lot of people travel all over the United States this summer.'
To adapt to current market conditions, Frontier is implementing strategic changes. The airline has revamped its pricing strategy by introducing bundled fare options, including offerings with extra legroom and empty middle seats. Frontier also plans to attract more domestic travelers by offering first-class seats later this year. Additionally, Biffle touted the airline's plans to eliminate bag fees this summer.
The bag fee move appeared to be aimed at Frontier competitor Southwest Airlines, which announced last month that it would begin charging for checked bags. The decision sparked outrage among consumers.
Biffle also raised worries about a shortage of U.S. air traffic controllers, a concern shared by aviation safety experts particularly following the fatal midair collision between an American Airlines passenger jet and an Army helicopter in January.
'On a normal day with no weather, it's generally not that big of a challenge,' Biffle said. 'However, I'll take Florida as an example — Christmas, New Year's, Presidents Day, spring break, weekends, if you mix any kind of weather with that, we have cancelations across the industry, and the reason for it is we exceed the capabilities of all of the air traffic controllers there.'
But Biffle said he is confident the Trump administration is working to reduce the shortage, and he maintained that air travel is 'the safest way to travel, and I think that we're getting safer.'

The president would need congressional approval to authorize the rebates. While details are scarce, here's what you need to know about a potential tariff rebate. Josh Hawley, a Republican from Missouri, introduced the American Worker Rebate Act of 2025. The proposed legislation would send rebate checks of at least $600 per individual to U.S. residents. A family of four could receive up to $2,400. The legislation allows the credit to increase if tariff revenues exceed 2025 projections. "My legislation would allow hard-working Americans to benefit from the wealth that Trump's tariffs are returning to this country," said Hawley in a news release announcing the bill. U.S. Treasury Secretary Scott Bessent has said tariff revenue is expected to reach $300 billion annually. Yet, economists have said the policies could increase inflation and cost taxpayers thousands of dollars per year, especially if Trump doesn't reach trade deals with key partners like Canada and Mexico. For joint filers with an adjusted gross income of over $150,000 and people filing single who earn more than $75,000, the benefit would be reduced by 5%. The legislation has been referred to the Senate Finance Committee. It would need to pass both the Senate and the House of Representatives to become law. What are some of the hurdles facing the rebate? Republican lawmakers are unlikely to be excited about increasing federal spending. The stimulus checks issued during the COVID-19 pandemic cost the government about $164 billion. If checks were issued, it would mean a significant percentage of tariff revenue would be going back to taxpayers at a time when Trump himself has said his priority is paying down $37 trillion in debt. "The big thing we want to do is pay down debt," Trump said in July. "But we're thinking about rebates." In an interview with Semafor, one conservative lawmaker shot down the idea. "People love spending money and granting new tax cuts when we can't afford it," Sen. Ron Johnson, a Republican from Wisconsin, told the outlet. "We're $37 trillion in debt and running $2 trillion a year deficits - some time, this madness just has to end." How is a tax rebate different from a stimulus check? A tax rebate is a reimbursement made to a taxpayer for an excess amount paid in taxes during the year, while a stimulus check is a direct payment from the federal government to households. Tax rebates can be issued at any point during the year. Hawley's news release states that the parameters for the tax rebate would be similar to the stimulus checks issued in 2020 during the economic slowdown caused by the pandemic. When could a tax rebate be implemented? Hawley's bill has until the end of the current congressional calendar to pass through both chambers of Congress, or it will be considered dead and would need to be introduced again if lawmakers want to move forward with it. Trump-Putin summit spotlights Alaska's awesome beauty, vulnerabilities
Cold, dark and snowy in the winter, the base gets near round-the-clock sun at summer's peak. More: Trump threatens Russia with 'severe consequences,' teases Zelenskyy-Putin meeting It's a prime midway rest stop for dignitaries, like presidents and cabinet secretaries, on the route from Washington to eastern Asia. The flight from the East Coast to the southern coast of Alaska takes roughly eight hours, about the limit for air crews before mandated rest, and a convenient, secure location to refuel. Long before air travel and a superpower summit, U.S. and Russian leaders haggled over Alaska. In 1867, Secretary of State William Seward secretly negotiated with Russian officials to buy the territory of Alaska for $7.2 million. Derided at the time as Seward's Folly, the deal worked out for the Americans. Alaska - its people, awesome landscape and enormous natural resources - joined the union in 1959. Before statehood, the Army established the base that would become Elmendorf-Richardson in 1940 during the runup to World War II. Since then, soldiers and airmen along with smaller contingents from the Navy and Marine Corps have called the base home. In all, the joint base hosts about 30,000 service members, their family members and civilian employees. Its key location - near Russia and close to Arctic resources eyed by China - has made Elmendorf-Richardson and other Alaskan military installations increasingly valuable to the Pentagon. More personnel and money have been streaming into Alaska in recent years to bolster northern defenses. The base takes part in some of the military's most intricate annual war games, featuring sophisticated weapons like the F-22 fighter. Alaska is the land of superlatives. The state is more than twice the size of Texas; its 46,000 miles of shoreline are more than the lower 48 states combined; Denali's snow-capped peak towers over the interior at more than 20,000 feet. Brown and black bears, moose and wolves, roam tundra and black spruce forests. Temperatures routinely drop to 50 degrees below zero in the interior, where Fort Wainwright sits on the edge of Fairbanks. Dim sunlight smudges skies for only a few hours in the depth of winter. Perpetual daylight has its downside, disrupting sleep, leading to irritability - and worse. Alaska routinely ranks among the nation's leaders in alcohol abuse and suicide. In recent years, Alaska's strategic, remote location has exposed its vulnerabilities. Suicide among soldiers spiked to alarming levels. Reporting by USA TODAY revealed a shortage of mental personnel to help them. The Army and Congress intervened, dispatching dozens of counselors and spending millions to improve living conditions for troops there. Suicide rates declined. Efforts by Chinese spies to gain access to Alaskan bases hasn't, however, USA TODAY has reported. The bases contain some of the military's top-end weaponry, sophisticated radars to track potential attacks on the homeland and missiles to intercept them. Russia, too, regularly probes America's northern flank. As recently as July, 22 the North American Aerospace Defense Command detected Russian warplanes operating in the Alaskan Air Defense Identification Zone. When aircraft enter the zone, they must be identified for national security purposes. The Russian planes remained in international airspace, a tactic they employ regularly. Mildly provocative, the flights are noted by NORAD but not considered a threat. Meanwhile, global warming has thawed permafrost beneath runways and rising water levels have damaged coastal facilities requiring remediation costing tens of millions of dollars. A skeptic of climate change, Trump could view for himself its effects, including cemeteries eroded by rising sea levels disgorging coffins of flu and smallpox victims from more than a century ago. The potential release of ancient pathogens from melting permafrost has captured the Pentagon's attention, too. Alas, Alaska may have been Putin's last, best choice for a summit. His brutal, unprovoked invasion of neighboring Ukraine has made him an international pariah. Denied entry into Europe, he and Trump could not repeat their summit in Helsinki, the capital of Finland that is now a member of NATO - due mainly to the invasion. Luckily for Putin and Trump, Anchorage is a delightful city, cool in midsummer and far from the death and destruction Putin he has wrought in Ukraine.
