The Foster Care Committee in Dubai has reported strong progress in safeguarding children's rights, with its half-yearly report showing a 98.26% judicial affirmation rate of its recommendations.
The Committee, operating under Dubai Courts, reviewed 287 case files referred by judicial authorities, conducted 1,100 interviews, examined 574 criminal records of fostering applicants, and carried out 397 field visits. It also prepared 38 psycho-medical reports involving children from 36 nationalities, ensuring that placements are based on stringent professional standards.
Professor Dr. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, said the Committee's work reflects Dubai's strategic vision of prioritising human rights, particularly child welfare. He noted that advanced judicial systems and digital tools are being used to guarantee that decisions are made in the best interests of children while preserving family rights.
Mohammed Al Obaidli, Executive Director of the Case Management Sector, highlighted that the Committee was established under Decree No. 7 of 2022 by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, affirming Dubai's commitment to ensuring safe and stable family environments for children.
Committee Chairman Ahmed Abdul Karim added that collaboration with judicial, police, health, and educational authorities is central to strengthening child protection, with technology playing a growing role in enhancing assessments and decision-making.
The report underscores Dubai's integrated approach to fostering, bringing together institutions and specialists to ensure accuracy, transparency, and sustainability in decisions. By focusing on innovation and global best practices, the Foster Care Committee continues to strengthen child welfare and family cohesion in line with the emirate's long-term vision.

Syrian President Ahmad Al Shara on Wednesday approved a temporary electoral law before the first parliamentary election to be held since the ousting of the former regime. Syria is expected to hold its first parliamentary election next month but the exact date has not been set. The decree issued by Mr Al Shara outlines the conditions of the electoral process, the requirements for membership in parliament and the criteria for being part of the electoral committees. It also set the number of parliament members at 210, with two thirds chosen by electoral bodies and the remaining third by the President. This marks an increase from 150 members. The head of Syria's High Elections Committee, Mohamed Al Ahmad, said the constituencies in the country had been divided into 62 districts and that proposals for membership of the electoral bodies in the newly-divided districts will begin on Thursday. Voting for the People's Assembly should take place from September 15 to 20, Mr Al Ahmad said last month when the vote was first announced. At the time, Mr Al Shara stressed the need of 'proceeding with the electoral process in all Syrian governorates, rejecting division, which is denounced by all Syrians'. The decision to appoint 70 members will come under intense scrutiny following Mr Al Shara's decision to appoint two of his brothers, Maher and Hazem, to senior government positions. The vote will be the first since the fall of Bashar Al Assad's regime. Mr Al Shara, who led a former Al Qaeda offshoot, came to power in Syria after guerrilla fighters he led brought down Mr Al Assad in December after more than 13 years of civil war. The planning for the first election under the new authorities comes after several waves of sectarian violence in Alawite and Druze areas of the country, and amid concerns of fighting in the Kurdish-held region.

The half yearly report clocked interviews with 1,100 parties, reviewed 574 criminal records of applicants, conducted 397 field visits and prepared 38 psycho-medical reports involving children from 36 nationalities. The report sheds light on the Committee's role in regulating and reviewing fostering applications and cases, ensuring that judicial rulings are based on accurate documentation and reporting thus ensuring the children's protection. The Committee was set up in 2022 to allow Emirati families to foster orphaned children or children of "unknown parentage". "Dubai Courts continues to develop its tools and operational mechanisms, leveraging digital technologies and advanced analytical methods," highlighted Professor Dr. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, adding that "fostering decisions are founded upon a comprehensive and objective assessment that serves the child's best interests, preserves the family's rights, and enhances its cohesion". The Committee, "serves as an affirmation of the emirate's steadfast commitment to providing a safe and stable environment for children and ensuring that fostering placements are awarded to the most suitable party according to stringent professional criteria and meticulous procedures," added Mohammed Al Obaidli, Executive Director of the Case Management Sector at Dubai Courts Foster parents must be Emirati nationals residing in Dubai, and be either a couple or a single woman over the age of 30. Interested fosters must be medically and mentally fit, have adequate funds and housing, as well as proof of good conduct. The UAE does not allow adoption, however, both Emiratis and residents can sponsor the living costs of children under various child programmes, led by humanitarian entities in the UAE.
