CBSE Legal Studies syllabus overhaul: Students to study triple talaq repeal, Section 377 and sedition law removal from 2026
NEW DELHI: The Central Board of Secondary Education (CBSE) will revise its Legal Studies syllabus for Classes XI and XII to include significant legal reforms such as the repeal of triple talaq, the removal of Section 377, and the scrapping of the sedition law, suggest media reports.
The updated syllabus is reportedly scheduled to be implemented from the 2026–27 academic session.
According to media reports, the decision to update the curriculum was approved by the CBSE Curriculum Committee and later ratified by the Governing Body in June. The changes are part of a broader effort to incorporate recent legislative reforms into school education and to ensure alignment with the National Education Policy (NEP) 2020.
Curriculum to reflect modern legal reforms and repealed laws
The revised Legal Studies curriculum will include legal developments such as the enactment of the Bhartiya Nyaya Sanhita (BNS), the Bhartiya Nagarik Suraksha Sanhita (BNSS), and the Bhartiya Sakshya Adhiniyam (BSA). These new laws, enacted in 2023–24, have replaced the Indian Penal Code (IPC), the Code of Criminal Procedure (CrPC), and the Indian Evidence Act.
According to media reports, the updated syllabus will focus on key provisions of the BNS, BNSS, and BSA; important legal judgments; contemporary legal doctrines; and the repeal of colonial-era laws including those related to sedition, triple talaq, and Section 377, which previously criminalised homosexuality.

The provision under Section 377 of the IPC penalised sexual activities deemed against the order of nature, dating back to 1861.
Textbook development to be overseen by expert committee
It is reported that CBSE plans to form an expert committee and may engage a content development agency to prepare the revised textbooks. These are expected to be ready ahead of the 2026–27 academic year. As reported by media sources, the updated material will aim to deliver a modern, student-focused approach to teaching legal concepts at the senior secondary level.
Legal Studies was introduced in Class XI in 2013 and in Class XII in 2014. In April 2024, the Directorate of Education approved its introduction in 29 additional schools. The subject has grown in relevance for students pursuing careers in law, public policy, or governance.
Current subject framework and previous syllabus updates
The subject currently combines theoretical study with project work. Class XI covers topics such as constitutional values, jurisprudence, and the court system, while Class XII focuses on business and general laws, contracts, torts, criminal law, and sustainable development.
The last major syllabus update occurred in 2022–23, when the curriculum was expanded to include the POSH Act 2013, the Right to Information Act, the Consumer Protection Act, Intellectual Property Rights, and legal entities.
Vocational course updates also approved
In addition to Legal Studies, CBSE's Governing Body also approved updates to vocational courses including Taxation and Financial Markets Management, suggest media reports. These updates will reflect recent amendments to tax laws and new trends in financial markets. With support from the Institute of Chartered Accountants of India (ICAI) and the National Stock Exchange (NSE), the updated material is expected to be completed by November 2025.
The Department of Skill Education will allocate necessary funds as per existing norms.

Panel ex-member: SEP lacks fundamentals of edu policy
Chennai: In a strong criticism of TN's State Education Policy (SEP) , L Jawahar Nesan, a former member of the high-level committee formed to frame the SEP, said the policy lacked fundamental elements of an education policy and urged the chief minister M K Stalin to withdraw the policy. Stalin on Friday released the 67-page SEP document for school education. Jawahar on Tuesday told reporters, "The policy lacked any concrete idea or proposal for the educational upliftment of all children in the 21st century and it aligns in letter and spirit with the National Education Policy (NEP)." "Any public policy should be released first as a draft policy for public consultation. While some stakeholders were engaged in a limited manner through public hearings to inform the policy's context, the draft policy was not subjected to comprehensive public consultation before being unveiled. This approach contravenes the fundamental principles of inclusive and participatory public policy making," he said. He said Union govt also released the draft NEP 2020 before releasing the final version. Teacher capacity building is confined to schemes such as the Payirchi Paarvai digital platform. The SEP appears to approach education in a lackadaisical manner, proposing populist slogans as solutions," said Jawahar. He said GO number 98, which gave terms and reference for the high-level committee, called for a distinct SEP for TN, keeping with the historical legacy, present situation, and future aspirations of the state. "The unveiled document does not reflect even an iota of understanding of what TN's distinct features, problems, conditions, and challenges are, nor how its recommendations can serve as genuine solutions to address these issues," he said. In a rebuttal, school education department said SEP preserves TN's educational autonomy while preparing learners for global challenges. "It provides a solid foundation to be built upon with regularly updated, measurable action plans. It also strengthens social justice, retains and upgrades welfare measures, and introduces future-ready curricula, ensuring flexibility," a release said. Karnataka HC dismisses PIL seeking continuation of NEP 2020
Bengaluru: The Karnataka high court Tuesday dismissed a public interest litigation (PIL) seeking directions to the state govt to continue with the implementation of National Education Policy (NEP) 2020, in terms of the order dated Aug 7, 2021, issued by the previous BJP govt. Bengaluru-based advocates Girish Bharadwaj and R Ananda Murthy had challenged the Oct 11, 2023 order passed by the Congress govt for the constitution of a commission to draft the state education policy (SEP), claiming the decision was perverse and without jurisdiction. Incidentally, the commission submitted the draft SEP to chief minister Siddaramaiah last week. You Can Also Check: Bengaluru AQI | Weather in Bengaluru | Bank Holidays in Bengaluru | Public Holidays in Bengaluru | Gold Rates Today in Bengaluru | Silver Rates Today in Bengaluru The HC rejected the petition, questioning how it could compel the state govt on this issue. "We are unable to accept any intervention by the courts is required in a matter of policy. It would not be appropriate for the court to exercise its power under Article 226 of the Constitution of India unless it is established in the petition that fundamental rights or statutory rights are violated," a division bench comprising Chief Justice Vibhu Bakhru and Justice Ramachandra D Huddar observed in their order. Withdrawing NEP 2020 for no reason will create confusion among stakeholders like institutions, universities, students, and parents, the petitioners said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The Best Method for a Flat Stomach After 50 (It's Genius!) Lulutox Undo The petitioners, in their plea, argued that education falls under the 7th Schedule, List III, Entry 25 of the Constitution of India. Accordingly, the Union of India, exercising its power, introduced the National Education Policy 2020. "When such being the case, the respondent state authorities, without assigning any reasons, have mechanically decided to withdraw the implementation of NEP 2020, which was already implemented in the state from the academic year 2021-22," they added. The petitioners also objected to the commission set up by the state govt, claiming it did not meet the standards and criteria as that of the committee that framed NEP 2020. The state commission, they argued, does not have adequate representation from various sectors and fields for providing valuable inputs in framing the new policy. Ex-minister Kadu gets 3 months in jail for assault on IAS officer
Mumbai: Observing that, however noble the intention, one cannot address a public servant in such a manner or threaten him with harm to life or reputation, a special court for MPs and MLAs on Tuesday convicted and sentenced former MLA and former state minister Bacchu alias Omprakash Babarao Kadu to three months' simple imprisonment for assaulting and criminally intimidating an IAS officer in 2018. The incident occurred when Kadu, upset about the 'Mahapariksha' conducted by the Maharashtra IT Corporation, attacked Pradeep P, then director of the information and technology department, an IAS officer. "Entering the cabin of a senior public officer, engaging in heated arguments, lifting the officer's iPad, and gesturing to hit him clearly amounts to 'assault' within the meaning of Section 351 (of) IPC. This was not a casual act, but one that conveyed the intention to cause harm, sufficient to constitute the offence of assault," special judge Satyanarayan R Navander said. The judge further noted that "merely because the accused was a sitting MLA, he did not have any licence to deter a public servant by criminally intimidating him or by making an assault in his office. " You Can Also Check: Mumbai AQI | Weather in Mumbai | Bank Holidays in Mumbai | Public Holidays in Mumbai | Gold Rates Today in Mumbai | Silver Rates Today in Mumbai Kadu, who was out on bail, was also fined Rs 10,000. After his lawyer submitted a plea, the judge suspended his sentence, enabling him to file an appeal in Bombay high court. Sentencing the 55-year-old accused, the judge noted punishment should not only be a lesson for the offender but also for others who might consider similar actions. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like These Are The Most Beautiful Women In The World Undo "The accused was a sitting MLA. Many avenues were open for him. He could have addressed his grievance even directly through the chief minister. Instead of choosing the appropriate and legitimate way, he went to the office of the informant (IAS officer) and in an unsuited fashion, made an assault, thereby maligning the image not only of the officer but the govt itself," the judge said. In a 26-page judgement, the judge highlighted the critical role of IAS officers in the country's governance, including their involvement in public administration and policy implementation. The judge said, "No doubt, there can be grievances about governance or management of a particular department or even regarding conducting the examinations during recruitment processes of the govt. That does not mean that any representative of the people would go to such an officer and attack him violently, thereby intimidating the officer and disrupting his business. " The judge further said that considering the nature of the public duty of officers, Section 353 of the Indian Penal Code (IPC) is designed to protect them from assault or criminal force while they are performing their duties without fear of intimidation or violence. "The object of punishment as such is not only to give understanding to the accused but also to the prospective wrongdoers that the office of administrative officers should be respected and legal ways be chosen for addressing the grievances," the judge said. Special public prosecutor Ramesh Siroya cited five witnesses. Stay updated with the latest local news from your city on Times of India (TOI).
