Bengal: Governor resumes duties at Raj Bhavan, outlines new outreach initiatives

Governor CV Ananda Bose resumed his duties at Raj Bhavan on Thursday after a brief hospitalisation in April and May, having been declared fit by doctors. He's now refocusing on public outreach.
Notably, Governor Bose ensured administrative efficiency during his medical leave, by clearing pending files and also continued his public interaction programme — 'Aamne Samne', through which he directly engages with citizens. He also engaged in extensive discussions with senior officials, emphasising on strengthening the people-centric initiatives that Raj Bhavan has spearheaded over the past
two years.
Additionally, the Governor issued a series of immediate directives aimed at enhancing public engagement and administrative responsiveness.
The Governor reiterated his commitment to revamping and streamlining the Raj Bhavan machinery with a 'people-centric approach' to ensure its accessibility and neutral stance for the public good.
His directives outline a robust plan for Raj Bhavan, prioritising intensified public engagement through village visits, to sensitise people against violence and promote social harmony, overnight stays, and district-level outreach.
In order to improve accessibility, the OSDs and senior officers will be stationed in districts, facilitating direct citizen interaction and enabling the Governor to address concerns and provide instructions.
In addition, the 'File to Field' progamme initiative will involve Raj Bhavan teams revisiting villages previously covered under 'AAMAR GRAM', to assess follow-up actions and track progress.
Culturally, the Raj Bhavan will spearhead the Darjeeling Hill Festival, enhance its cultural programmes, and also launch a special scheme for financial aid to heart patients.
Additionally, it will host a Sanskrit Colloquium in partnership with Calcutta University.
According to Raj Bhavan sources, an interactive Jan Bhagidari Portal will be launched to boost public participation.

After being appointed as the Vice-Chancellor of Himachal Pradesh University on Monday, Prof. Mahavir Singh shared with The Indian Express that his top priorities would be establishing accountability and enhancing the standard of research. He also emphasised the need to create centres to produce skilled students, particularly in the field of Green Energy. Meanwhile, a regular Vice Chancellor of HPU Shimla was appointed after a gap of three years. Q: What are your priorities as the V-C? HPU is a prestigious institute, but our university lacks projects relevant to modern times. For instance, when the entire country, especially Himachal Pradesh, is talking about Green Energy, I feel HPU should have a separate wing to deliver skilled scholars in this field. Second, I believe the standard of research at the university should be improved. When I joined HPU as a faculty member, the standard of research at that time was quite higher than what we see today. Third, student exchange programmes are very important for their growth and the growth of the university. Q: HPU had no regular V-C for three years. Do you think this has hurt the university's progress? Besides communication gaps, there were certain shortcomings in day-to-day proceedings in the absence of a regular Vice-Chancellor. Also, the person with the additional V-C charge couldn't come to the university every day. Shortcomings include indiscipline on the part of students as well as faculty members. I will take feedback from every individual to help increase and fix accountability. There is no doubt that HPU staff and faculty members are very hardworking, but what they need is direction. Q: How are you going to address the financial crunch issue? In 2025-26, HPU had prepared an estimated budget of Rs 300 crore but received Rs 152 crore, the same amount it had in 2024-25. I have been a member of the HPU Executive Committee (EC) for a long time, so I understand this problem. Merely increasing the students' fees is not the solution. We have to develop means to generate revenue, like introducing professional courses. I have decided to take up the matter with Governor Shiv Pratap Shukla and Chief Minister Sukhvinder Singh Sukhu, because the past two to three financial years saw HPU receiving the same budget, approximately Rs 152 crore. The liabilities, particularly of pensioners, have been increasing every year. The university should be able to bear these liabilities. Q: Have you been expecting your selection as the V-C? I was among the top five shortlisted contenders. The search and screening committee interviewed me, too. I was hopeful that I would be selected for this responsibility.

The National Commission for Scheduled Castes on Sunday issued notices to Telangana's chief secretary and the director general of police after an Indian Administrative Service officer allegedly directed students at welfare schools to clean toilets, The Indian Express reported. The commission sought an action-taken report within 15 days. This came days after an alleged audio clip of S Alagu Varshini, secretary of the Telangana Social Welfare Residential Educational Institutions Society, directing school principals to incorporate cleaning duties into the students' routine at welfare hostels and classrooms was widely shared online. The Telangana Social Welfare Residential Educational Institutions Society, which reports to the state welfare ministry, provides education to students from Scheduled Caste communities. Varshini was heard saying in the purported audio that the students in institutes operated by the welfare society come from extremely poor backgrounds and had to learn how to take care of themselves even while at home, The Indian Express reported. She made the alleged comment while speaking to the staff at one of the schools run by the welfare society, The Times of India reported. 'They must do the room cleaning,' The Times of India quoted the IAS officer as having allegedly said in the audio clip. 'Who will clean their rooms? If a sweeper can do it once, why can't the students do it on other occasions? Similarly, why can't they clean their own toilets? What is wrong with it?' Varshini also claimed that parents who objected to the direction would be issued a show cause notice. After the IAS officer's remarks came to light, RS Praveen Kumar, Bharat Rashtra Samithi leader and former secretary of the society, demanded Varshini's resignation, The Indian Express reported. 'This 'wholistic education' experiment must start from the so-called 'posh society' and their kids in their cozy homes and international schools first, not from poor kids,' he said on social media. 'Children from oppressed communities/families have been left with no choice but help themselves everyday, from cradle to grave, as none in the rest of society had the empathy to share their burden.' The BRS leader asked Chief Minister Revanth Reddy and the secretaries in the state government to keep their children in welfare hostels for a month and 'do this self help first'. 'It is very easy to sermonise to the poor, because they don't ask questions in return as they have no choice,' Kumar added. BRS MLC K Kavitha, who also shared the purported audio clip online, said that the Congress government's 'anti-poor attitude' was reflected in the 'shocking behaviour' by the IAS officer. 'Each social welfare school was granted Rs 40,000 per month during the BRS rule for hiring four temporary workers for cleaning tasks,' Kavitha said on social media. 'This has been stopped by the Congress government starting May this year.' She claimed that the state government had 'also done away with having assistant caretakers in the 240 schools, forcing the students to take up the role of wardens and manage kitchens'. Kavitha added: 'Now the officer is forcing children to clean toilets in schools! The statement goes against the very concept of establishing Gurukuls to protect students from marginalised communities from caste and class bias. This behaviour is discriminatory, exploitative, and violates basic principles of child rights and dignity.' She also demanded that the state government takes steps to remove the IAS officer. In another audio clip shared by Varshini with the media, she appealed not to politicise the matter and take her words out of context, according to The Indian Express. She also claimed that the allegations that there was no sanitation staff in the schools was baseless, adding that children helping parents at home was a 'normal day-to-day activity' and helped them grow as an 'aware individual'. 'If you go abroad or go to another state, you have to do your own day-to-day work,' The Indian Express quoted her as having said. 'Cleaning the rooms, washing the bathrooms, and washing clothes need to be done by oneself while also focusing on studies. The sudden transformation usually takes time for children. These are certain muscle memories.'

The United States has rejected India's notice to the World Trade Organization proposing retaliatory tariffs after Washington increased the import duties on aluminium and steel to 25%, The Indian Express reported on Tuesday. The US argued that it had imposed the tariffs on the grounds of national security and claimed there were procedural errors in India's case. In a note sent to the World Trade Organization on May 23, the US stated that India had wrongly treated the tariffs on aluminium and steel as safeguard measures, the newspaper reported. Washington said that it had imposed the levies under section 232 of the US law, which allows such measures if imports are considered a threat to national security. In response to the challenge made by India, the US told the World Trade Organization that it 'will not discuss the section 232 tariffs under the Agreement on Safeguards as we do not view the tariffs as a safeguard measure', reported The Indian Express. The US also claimed that India had committed procedural errors by not acknowledging Washington's offer to discuss the tariffs in a communication dated April 16. 'Accordingly, India has not complied with the obligations under the Agreement on Safeguards, the agreement that it mistakenly contends applies to the tariffs in question,' the newspaper quoted the US as having said. On May 9, India notified the World Trade Organization that it may impose retaliatory tariffs on the US after Washington increased the import duties on aluminium and steel to 25%. The Donald Trump administration had first imposed higher tariffs on aluminium and steel imports in 2018. This was modified in February to impose duties of 25% on imports of the two metals. The measures took effect in March. Washington also removed country-specific and product-specific exemptions that several countries had managed to negotiate. On Friday, US President Donald Trump announced that his administration will double the tariffs on steel to 50%. While Washington has claimed that the increased tariffs had been taken in the interest of national security and were not safeguard measures, New Delhi argued that the actions were safeguard measures. 'The measures have not been notified by the United States to the WTO, but are, in essence, safeguard measures,' The Hindu had quoted India as having communicated to the international organisation in May. 'India maintains that the measures taken by the United States are not consistent with the General Agreement on Tariffs and Trade 1994 and the Agreement on Safeguards.' India argued that it had the right to impose retaliatory tariffs as the US had not held consultations, as are mandatory under the Agreement on Safeguards. India's levies were to take effect a month from the date it notified the World Trade Organization. New Delhi said that the measures it was proposing would be in the form of suspending concessions on select products from the US. This effectively meant an increase in tariffs on the products. The Indian reciprocal tariffs could be imposed on imports worth $7.6 billion from the United States, which would lead to a duty collection of $1.9 billion, The Hindu had quoted the communication as saying.
