Delhi CM inspects slum clusters in north-west Delhi

Chief minister Rekha Gupta on Sunday inspected several slum clusters in northwest Delhi's Shalimar Bagh and other assembly constituencies and inaugurated development projects aimed at improving the living conditions of thousands of residents in Nehru Camp, Haiderpur, and Ekta Camp in Pitampura.
Denying claims made by Aam Aadmi Party (AAP) leaders, she also said that no slum will be demolished without first providing permanent housing to its residents.
'No slum will be demolished without providing proper housing to its residents. We will not let anyone spread fear and rumours. FIRs will be filed against those spreading false information about demolitions,' she said.
This came even as AAP Delhi president Saurabh Bharadwaj held meetings on Sunday with residents of JJ clusters in Adarsh Nagar and Model Town, claiming that residents were terrified and unsure when the bulldozers would reach their doorsteps.
'We discussed in depth how the newly elected BJP government in Delhi is demolishing the jhuggis of thousands of downtrodden and working-class families, rendering them homeless...The way the BJP-led Delhi government is targeting jhuggi settlements one after another, it seems the party does not want poor and working-class people to live in Delhi,' Bhardwaj said.
He added that the AAP would protest against the demolitions in JJ clusters of Delhi at Jantar Mantar on June 29 and appeal to the central government to take appropriate action on this issue.
Gupta said that most anti-encroachment actions are court-directed and aimed at removing illegal obstructions that affect public movement or traffic. She said that redevelopment of all slums in Delhi will be carried out in a phased manner.
'It is our responsibility to ensure that they enjoy the same facilities as other citizens of the city. Proper sewer lines and drainage systems will be installed to resolve the problems of waterlogging and unhygienic conditions. Continuous supply of clean drinking water, construction and improvement of roads, and adequate street lighting will also be prioritised,' Gupta said.
She added that to promote public health and sanitation, community toilets and bathing facilities will be constructed at key public locations, with an emphasis on their regular maintenance. A robust solid waste management system will also be installed and vehicles will be deployed to ensure timely and efficient waste disposal.
Gupta also launched several civic works on Sunday, including the construction of Jan Suvidha Kendras, road improvements, drainage upgrades, and the creation of safe recreational spaces for children. Gupta also laid emphasis on sanitation infrastructure, announcing a 24-seater public convenience centre at Nehru Camp, Haiderpur and inspected another proposed 20-seater facility near U and V blocks of the JJ Cluster.
'The Jan Suvidha Kendra at Nehru Camp will directly benefit women, children and senior citizens who have long suffered due to lack of access to safe toilets,' Gupta said. She added that these facilities are critical not only for convenience, but also for public health and dignity. 'This is an important step toward our vision of 'Swachh Delhi, Swasth Delhi',' she said.
Accompanied by local MLAs and officials from the Delhi Urban Shelter Improvement Board (DUSIB), Gupta also inaugurated CC pavement work in Ekta Camp, Pitampura.
'For too long, people here have walked through muddy, uneven lanes. These new pavements are not just about roads — they're about restoring dignity and safety,' Gupta said.
The CM's inspection also included on-ground reviews of pipeline laying work, road resurfacing, and park maintenance. She promised that clean, well-lit parks equipped with swings and play areas would be created or restored in these densely populated neighbourhoods.

The Bill, which was tabled by Education Minister Ashish Sood on Monday, has not been passed yet. AAP alleged that the BJP government 'did not consult all stakeholders'. 'Parents kept asking for a copy of the Bill to offer their suggestions, but it was kept hidden for four months... it has been made for the benefit of private schools,' Ms. Atishi said at a press conference. The Bill proposes the formation of an 11-member school-level committee to approve fee hikes in each school. If 15% of the school's parents' body objects to the hike, it can approach a district-level committee. 'Mandatory audits' AAP's proposed amendments include a mandatory audit in each school with the report to be sent to parents. In a post on X, Ms. Atishi said, 'Our demand is that the fees of 2024-25 should be charged by the school until the audit is done.' The Opposition party also suggested that 10 parents of each school be elected to the 11-member school-level committee and the threshold of objecting parents be reduced from 15% of the parents' body to 15 parents in total. Ms. Atishi said AAP has also proposed that the Bill be referred to a Select Committee of the Assembly, comprising members of the ruling party and AAP, and that it take into consideration the suggestionts of all stakeholders.

The Punjab and Haryana High Court on Thursday granted an interim stay on the operation of the Punjab government's Land Pooling Policy, 2025 and directed the State to file a reply within four weeks. The court's order came on a writ petition challenging the policy, which was introduced in June to promote planned and sustainable development by involving landowners, promoters, and companies as stakeholders in the development process. A Division Bench of Justice Anupinder Grewal and Justice Deepak Manchanda expressed concern over the lack of provisions in the policy for the rehabilitation of landless labourers and others who do not own land but are dependent on it for their sustenance. The court questioned the government over not conducting a Social Impact Assessment. The petitioner, Gurdeep Singh Gill, had challenged the policy, arguing that it was notified without carrying out the necessary environment and social impact assessments, which are essential for the acquisition of land under Sections 4 to 8 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement Act, 2013. Mr. Gill's counsel, Gurjeet Singh, told reporters that the court had granted an interim stay on the policy and directed the government to file a reply within four weeks. The petitioner had sought directions for quashing the State government's notification and the policy as 'ultra vires, arbitrary, and violative of the Constitution'. 'Looting scheme' The Punjab government had introduced the policy to increase interest in land pooling among landowners, with the promise of providing 1,000 square yards of residential plot and 200 square yards of commercial plot in fully developed land in lieu of one acre of land. However, the Opposition parties and farmer bodies in the State have been opposing the policy, dubbing it a 'looting' scheme to 'rob' farmers of their fertile land. Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal on Thursday called the policy a 'land-grabbing' scheme. He said the party would start a protest against the Aam Aadmi Party (AAP) government from September 1 in Mohali, which would continue until the policy is withdrawn. He alleged that AAP national convener Arvind Kejriwal had done an 'underhand deal' with Delhi builders to 'hand over' farmers' land to them. The SAD chief claimed that the State government and Mr. Kejriwal were attacking farmers and the poor, and that they wanted to raise money for the party by looting Punjab. Meanwhile, AAP hit out at the Opposition parties, alleging that they are spreading misleading propaganda against the State government's policy. Party leaders described the policy as 'farmer-friendly'.

New Delhi Chief Minister Rekha Gupta on Thursday attacked the previous Aam Aadmi Party (AAP) government, accusing it of deliberately neglecting developmental work in Delhi and focusing solely on 'publicity and propaganda' during its tenure. She was speaking during a discussion on the Comptroller and Auditor General (CAG) of India's report titled 'State Finances for the year 2023-24', which was tabled in the Assembly on Monday. Citing serious concerns flagged by the report, including a significant 55.3% decline in revenue surplus from ₹14,457 crore in 2022-23 to ₹6,462 crore in 2023-24, Ms. Gupta urged Speaker Vijender Gupta to refer the report to the Assembly's Public Accounts Committee (PAC) for a comprehensive investigation. 'People must know how their money was actually spent,' Ms. Gupta said. People misled The Chief Minister alleged that the AAP government 'misled the public' by showcasing free schemes as if they were being funded from their own pockets, when the money used belonged to the people of Delhi. 'The public had hoped that their tax money would be used for building roads, schools, and hospitals. Instead, their hard-earned money was diverted towards so-called free schemes,' Ms. Gupta said. The CM also claimed that 'not a single new flyover was built and no major road project was completed' under the AAP rule, despite the availability of funds. Ms. Gupta said several centrally funded schemes – including the Affordable Housing Scheme, National AYUSH Mission, PM Vishwakarma Yojana, PM SHRI School Scheme, and PM SVANidhi Scheme – were left unutilised by the previous government. 'The funds were provided by the Centre, but the AAP government neither used them nor allowed them to reach the public. Eventually, the Centre had to directly approach the beneficiaries,' she said. Accusing the previous government of having a political bias, Ms. Gupta said, 'The reason they ignored development projects was because many of them were associated with the Prime Minister. Such was the extent of their malice.' Step-motherly treatment Responding to the charges, Leader of the Opposition Atishi countered that Delhi's own tax revenue had steadily increased year-on-year since 2019-20. She alleged that the decline in total revenue was due to the Centre withholding the share due to Delhi. 'Maharashtra contributed ₹7.6 lakh crore in taxes and received ₹52,000 crore in return. Karnataka gave ₹4.5 lakh crore and got ₹45,000 crore back. Delhi contributes ₹2.25 lakh crore every year, yet it receives only ₹850 crore. And for the last three years, not even that amount has been released,' she said, calling it 'step-motherly treatment' by the Centre. Later, in a statement, Atishi alleged that her microphone was cut off in the House when she began speaking on the issue. 'The moment I began to expose how the Centre gives thousands of crores to States like Maharashtra and Karnataka but not a single rupee to Delhi, my mic was switched off,' she claimed. She challenged the current government to act on its alliance with the BJP-led Centre. 'Delhi is now under a 'four-engine' BJP government. Chief Minister Rekha Gupta must demand ₹50,000 crore from her own party's government at the Centre,' Ms. Atishi said.
