The Lok Sabha is set for a packed agenda on Monday, with multiple committee reports, ministerial statements, and significant legislative business scheduled for discussion.
The day's proceedings will begin at 11 am with questions entered in a separate list to be asked and answers given. This will be followed by the laying of papers on the table by ministers from various departments, including Gajendra Singh Shekhawat for the Ministry of Culture; Jayant Chaudhary for the Ministry of Education; Pankaj Chaudhary for the Ministry of Finance; Kirtivardhan Singh for the Ministry of Environment, Forest and Climate Change; and Sukanta Majumdar for Ministry of Education.
Among the key reports to be presented is the Eighth Report of the Standing Committee on External Affairs on the 'Evaluation of India's Indian Ocean Strategy' by Shashi Tharoor and Arun Govil. The Standing Committee on Finance will table its twenty-fifth Report on the 'Evolving Role of the Competition Commission of India in the Economy, particularly the Digital Landscape' by Bhartruhari Mahtab and Thiru Arun Nehru.
For the Standing Committee on Railways, C.M. Ramesh and Bhola Singh will present two reports, including one on the construction and maintenance of rail tunnels and bridges and another on action taken regarding Demands for Grants (2025-26).
For the Standing Committee on Water Resources, Pratap Chandra Sarangi and Rodmal Nagar will present four action-taken reports on Demands for Grants (2024-25 and 2025-26) for the Departments of Drinking Water & Sanitation and Water Resources, River Development & Ganga Rejuvenation.
For the Standing Committee on Rural Development and Panchayati Raj, Saptagiri Sankar Ulaka and Raju Bista will present reports on 'Clean and Green Village: Role of Panchayats' and action taken on Demands for Grants (2025-26).
For the Standing Committee on Social Justice and Empowerment, P.C. Mohan and Anoop Pradhan Valmiki will present three action-taken reports covering the Ministries of Social Justice and Empowerment, Tribal Affairs, and Minority Affairs.
For the Standing Committee on Education, Women, Children, Youth and Sports, Angomcha Bimol Akoijam and Darshan Singh Choudhary will present the 362nd Report on action taken regarding the implementation of the National Education Policy, 2020, in Higher Education.
Ministers will also make statements.
Pankaj Chaudhary will make statements on the implementation status of committee recommendations regarding credit flows to the MSME sector, cyber security and white-collar crimes, and the regulation of the insurance sector.
Harsh Malhotra will make statements on recommendations related to Demands for Grants (2024-25 and 2025-26) pertaining to the Ministry of Corporate Affairs.
On the legislative front, the House will take up three significant bills for consideration and passing.
First is the National Sports Governance Bill, 2025, introduced by Mansukh Mandaviya. This bill seeks to provide for the development and promotion of sports, welfare measures for sportspersons, and ethical practices based on the Olympic and Paralympic Charters. It also proposes a unified mechanism for resolving sports disputes and grievances.
Second is the National Anti-Doping (Amendment) Bill, 2025, also to be moved by Mansukh Mandaviya. This amendment aims to amend the National Anti-Doping Act, 2022. Both sports-related bills will be discussed together.
Third is the Indian Ports Bill, 2025, to be moved by Sarbananda Sonowal. This bill aims to consolidate port laws, promote integrated port development, establish State Maritime Boards and a Maritime State Development Council, manage environmental and security issues, and provide mechanisms for resolving port-related disputes.

Lok Sabha passes Mines and Minerals Amendment Bill The amendments make way for widening the scope and territorial domain of the National Mineral Exploration Trust (NMET) to enable use of the funds accrued to the Trust within India, including the offshore areas, and outside India for the purposes of exploration and development of mines and minerals, ministry officials said. HT had reported on July 18, the Mines and Minerals (Development and Regulation) Amendment Bill, 2025, which is expected to be tabled during the upcoming monsoon session of Parliament will help fast-track mining of critical minerals and operationalise the National Critical Mineral Mission (NCMM). The bill renames the NMET as the National Mineral Exploration and Development Trust to reflect its enlarged scope and increase the amount of payment to the Trust by the lessees from present 2% of the royalty payable to 3%. It enables the inclusion of any new mineral in a mining lease subject to the conditions prescribed by the Central Government. Further it also enables a one-time extension of the area under a mining lease or composite licence to include therein a contiguous area not exceeding 10% or 30% respectively, of the existing area under the lease or licence subject to such terms and conditions and additional payment as may be prescribed in rules by the Centre. 'This will promote optimal mining of deep-seated minerals which are locked up in contiguous areas and may not be economically viable to be extracted under a separate lease or licence,' officials said. 'The mining sector is a key driver of the nation's progress, with critical minerals playing an essential role in renewable energy, electric mobility, and cutting-edge technologies. However, India's domestic production of these critical minerals is limited, leaving us heavily dependent on imports,' said G Kishan Reddy, Union minister of coal and mines. 'From solar panels to wind turbines, agriculture to medical equipment, electronics to electricity, cell phones to aircraft, and defence to sports, critical minerals play a significant role across every sector,' he added.

Lok Sabha names panel to probe charges against HC judge

The Lok Sabha on Tuesday formed a three-member panel to probe charges of corruption against sitting high court judge, justice Yashwant Varma, setting the stage for his impeachment in Parliament. Justice Yashwant Varma (PTI) Supreme Court judge Arvind Kumar, chief justice of Madras high court Manindra Mohan Srivastava, and jurist BV Acharya from Karnataka were named as the members of the panel by Lok Sabha Speaker Om Birla, after he accepted the notice for impeachment signed by 146 Lower House lawmakers. Another impeachment notice signed by 63 Opposition members in the Rajya Sabha and mentioned by former vice-president Jagdeep Dhankhar sparked a controversy last month, especially after the latter's abrupt resignation. But Birla made no mention of it, signalling that only the Lok Sabha, without any collaboration with the Upper House, formed the three-member probe panel and establishing the Lower House's primary jurisdiction in the issue. 'The committee will submit its report as early as possible. The proposal (for the removal of justice Varma) will remain pending till the receipt of the report of the inquiry committee,' Birla said. The impeachment notice was signed by the Leader of the Opposition Rahul Gandhi, former Union ministers and Bharatiya Janata Party (BJP) members Anurag Thakur, Ravi Shankar Prasad, Rajiv Pratap Rudy and PP Chaudhary. Nationalist Congress Party (Sharadchandra Pawar) leader Supriya Sule and Congress MP KC Venugopal also signed the notice, officials said. Birla said an unblemished character and financial and intellectual integrity were the foundation of the trust a common person has in the judiciary. 'The facts connected in the present case point towards corruption and are eligible for action as per Article 124, Article 217 and Article 218 of the Constitution of India. Parliament needs to speak in one voice on this issue and every citizen of this country should send a clear message about its commitment to zero tolerance to corruption,' Birla said. The Lok Sabha speaker said he has accepted the proposal and constituted a three-member committee for the removal of justice Varma from his post in accordance with Section 3(2) of the Judges (Inquiry) Act 1968. To pass an impeachment motion, the proposal has to be supported by a majority of the total membership of that House and by a majority of not less than two-thirds of the members of the House present and voting in both Houses. The panel will get time till the winter session to submit its report, said officials. The impeachment process is expected to be taken up during the next session. Justice Varma also has the option to resign at any stage and avoid his public trial in Parliament. In September 2011, then Calcutta high court judge Soumitra Sen resigned a day before the Lok Sabha was set to take up the hearing, following the Rajya Sabha's approval for his impeachment. The controversy began after wads of charred cash were allegedly found at the residence of justice Varma, then a Delhi high court judge, on March 14 following a fire. On March 22, the top court formed an inquiry committee, comprising then high court chief justices Sheel Nagu (Punjab & Haryana), GS Sandhawalia (Himachal Pradesh), and justice Anu Sivaraman (Karnataka). The 64-page inquiry report cited 'strong inferential evidence' to conclude that justice Varma had 'covert or active control' over the charred cash. While admitting that no direct evidence linked him to the currency, the panel held that his conduct 'belied the trust' reposed in a constitutional judge and warranted impeachment proceedings. The findings of the report were submitted to then Chief Justice of India Sanjiv Khanna on May 3. Five days later, he wrote to Prime Minister Narendra Modi and President Droupadi Murmu, recommending proceedings to remove justice Varma from office. In 1993, Parliament witnessed the first impeachment motion against a sitting judge when the Lok Sabha debated on a proposal to impeach former Supreme Court judge, V Ramaswami. The motion failed as a requisite number of MPs didn't vote. Birla referred to Article 124 which says, 'A judge of the Supreme Court shall not be removed from his office except by an order of the President passed after an address by each House of Parliament supported by a majority of the total membership of that House and by a majority of not less than two-third of the members of the House present and voting has been presented to the President in the same session for such removal on the ground of proved misbehaviour or incapacity.' Both Justice Kumar and Justice Shrivastava began their legal careers in 1987. Justice Kumar was appointed chief justice of the Gujarat high court in 2017 and elevated to the Supreme Court in February 2023. He is scheduled to retire on July 13, 2027. Justice Shrivastava practised at the district court in Raigarh before moving on to the high courts of Madhya Pradesh and Chhattisgarh. Last month, he took over as the Chief Justice of the Madras high court. Acharya is a prominent figure at the Karnataka high court, known for his extensive legal career and significant contributions. He has been a member of the 19th Law Commission of India. He serves as the president of the Karnataka section of the International Commission of Jurists.

NEW DELHI: Five MPs, including Congress's general secretary, organisation, K C Venugopal, on Tuesday wrote to Lok Sabha Speaker Om Birla over the diversion of the Thiruvananthapuram-Delhi flight they were on to Chennai and demanded action on alleged "bre-ach of privilege" by Air India. Venugopal and his party colleagues K Suresh, Adoor Prakash and Robert Bruce, along with CPI(M)'s K Radhakrishnan, also wrote to civil aviation minister Rammohan Naidu. They have demanded a time-bound investigation and asked that its findings be made public. In their letter to Birla, the five MPs said they wanted to bring to his attention the matter involving a "grave breach of privilege" by Air India, arising from events on Flight AI 2455 on August 10.
