The Delhi government is planning to create a first-of-its-kind 'Unified Data Hub (UDH)', which will consolidate data from various departments, to ensure only eligible people avail of the benefits of its welfare schemes.
Sources said these records could be used while rolling out the Mahila Samriddhi Yojana, which promises Rs 2,500 to eligible women beneficiaries. The scheme is yet to be launched, and the eligibility criteria is being decided.
Besides this, the government has already started the verification process of ration cards and of other welfare schemes like pension for widows.
Chief Minister Rekha Gupta, in her maiden Budget speech, had said the BJP government will launch a 'verification campaign' so that benefits of welfare measures only reach 'genuine Delhiites' and non-residents — especially Rohingya and Bangladeshis — will not be able to avail of it.
How will it work?
The core objective of UDH is to create 'golden records' of beneficiaries — single, verified, and unified data profiles of citizens — by resolving data duplication and inconsistencies across existing departmental systems, said officials.
'This 'golden record' will track attributes like profession and services availed, and support social registries for outreach, registration, and eligibility determination for social programmes,' added the official.
Explaining how the hub will function, officials said it will integrate all data. 'It will be a centralised data repository where data from all departments will be stored, collaborated, and updated in real time by a permissioned entity… It will generate a unique, accurate and de-duplicated record for every beneficiary using smart matching algorithms; enable precise identification of beneficiaries; and reduce instances of multiple claims and benefit leakage.'
According to officials, this data hub is being developed by the Information Technology department, which aims to build an integrated digital infrastructure to enhance citizen-centric governance. The government will soon float a tender to develop the ' Delhi Unified Citizen Data Platform'.
What are its features?
Officials said it will provide a dashboard and reports for evidence-based policy formulation. It will ensure compliance with applicable data protection regulations, maintaining high standards of data security and confidentiality, added officials.
A unique identification number will be created for each citizen, officials said, to maintain the master record and manage changes to citizen data received from departmental databases.
This unique identification number will be available to all departmental databases. It will also be augmented with a household identification number — a unique record of all households, with contributing citizen records of the household.
Officials said if a person's Aadhaar is linked to a ration card, that ration card number will be used as the family ID for everyone linked to it. If the Aadhaar isn't linked to any ration card, the person will be able to create a family ID by entering Aadhaar details manually. As part of the initiative, the government sought data from all departments, which will be verified and integrated into this hub.
Depts submit data
Officials said several departments, such as Food and Supplies (F&P), Principal Accounts Office, and Revenue Department, have shared their records with the IT Department.
On a preliminary analysis of these records, an official said, 5,621 government employees with ration-card numbers were found — they are ineligible to avail this benefit. Around 395 of these beneficiaries were listed as the head of family in ration card records.
Officials also said another 3,072 ration-card beneficiaries obtained income certificates (for income less than 1 lakh) from the Revenue department despite not being eligible.
Recently, the Women and Child Development Department identified about 25,000 ineligible women receiving financial assistance under the Delhi Pension Scheme for Women in Distress, said officials.
The government has shared the list of government employees with ration cards with the F&S department and officials concerned to initiate suitable action against them, including recovery of benefits taken, in coordination with the Department of Food Supplies and Consumer Affairs.

Kulkarni, a resident of Kothrud, had raised a demand in a Railway committee meeting to rename Pune railway station after Maratha warrior Peshwa Bajirao I. Several organisations and political parties have opposed Kulkarni's demand. Several social media users began spreading alleged objectionable and abusive content against her. Meanwhile, banners were put up with alleged derogatory remarks against Kulkarni at the junction near Balgandharva auditorium in Shivajinagar. The banners carried names of office bearers of Uddhav Thackery's Shiv Sena faction from Pune city. Earlier, the Parshuram Hindu Seva Sangh Maharashtra had submitted a complaint to the Deccan Gymkhana police station regarding alleged defamatory content circulating on social media and in public spaces, targeting Kulkarni and the Brahmin community. The complaint was attached with screenshots of remarks from social media platforms, claiming that these posts not only defamed Kulkarni but also attempted to insult her on the grounds of her caste and gender. The complainant organisation condemned the use of derogatory language against Peshwa Bajirao, the Peshwa regime, and the Brahmin community. Furthermore, the complainants alleged that large hoardings and banners with derogatory messages have been put up at various locations in Pune, inciting public unrest and creating social disharmony. The letter submitted to the police called for the immediate removal of such hoardings and legal action against those responsible. It also urged authorities to take steps to suspend or block social media accounts posting offensive content and register cases against the individuals involved. They have demanded strict action to prevent further spread of hate speech that could lead to communal tension.

The former MLA alleged that occult practices and monetary exploitation were taking place at the shrine where women from outside the region would stay for extended periods. "We had informed the administration. They took the right steps and we are satisfied," Singh said, adding that they had planned to recite the Hanuman Chalisa at the site on Thursday. Activists of Samyukta Horata Karnataka staged a protest in front of the Deputy Commissioner's office in Ballari on Thursday condemning the arrest of farmer leaders involved in the ongoing agitation against the forcible land acquisition in Devanahalli. A formal appeal addressed to the Chief Minister was also submitted to the Deputy Commissioner's office calling for the immediate release of the detained leaders and a halt to the land acquisition process. Addressing a gathering, leaders of Samyukta Horata Karnataka denounced the police action against farmers and activists who were peacefully protesting under their leadership in Devanahalli. The Ballari district committee of the organisation strongly criticised what it described as police brutality against those resisting the government's coercive takeover of fertile agricultural land. They said that farmers from 13 villages have been, for over 1,180 days, opposing the government's attempt to acquire 1,770 acres of their productive farmland for industrial development. The protesting farmers argued that their land supports robust dairy farming and cultivation of fruits and vegetables and that the acquisition threatened their livelihood and food security. They said that the land was under the shadow of 'land mafia', enabled by State policies. 'Despite holding three rounds of talks with farmers, the government recently announced its decision to proceed with acquisition. This is an anti-farmer move. We now feel that the government is actually serving land mafia at the cost of farmers,' an agitating farmer said. The protestors also pointed out the apparent political hypocrisy of the ruling Congress, which had earlier opposed a land reform policy introduced by the BJP-led Central government. 'Now, the same Congress has adopted that policy after assuming power, betraying the trust of farmers. The law in force prevents acquisition of agricultural lands without the consent of farmers. Yet, the State is using both force and legal manipulation to acquire land. This a grave betrayal of Karnataka's farming community,' district secretary of Communist Party of India (Marxist) Satyababu said. The protestors declared that they will not stop their agitation until land is returned to farmers. 'This acquisition decision, which is set to push farmers onto the streets, must be revoked,' said district president of All India Kisan Khet Majdoor Sangathan Govind, calling for unconditional release of all arrested farmer leaders and demanding that the acquisition process be abandoned. Many leaders from different organizations, including Karnataka Rajya Raitha Sangha (HAS) district president Sanganakallu Krishnappa, district secretary Lepakshi, Jagrutha Mahila Sanghatane leader Chandrakumari, All India Kisan Khet Majdoor Sangathan district secretary Guralli Raj, Dalit Sangharsh Samithi (Ambedkarite) State organiser H. Huseinappa, Democratic Youth Federation of India district leader Erriswamy and Bahujan Samaj Party State secretary Shakuntala Devi, participated in the protest.
