The Maharashtra government has approved Phase 1 of the Uttan-Virar Sea Link (UVSL) project that is intended to ease road congestion, lower travel time, and unleash the untapped economic potential of areas like Uttan, Vasai and Virar on the outskirts of Mumbai.
The project, which is said to be 'a game-changer for connectivity and economic development in the northern suburbs', was cleared at the 159th Authority Meeting of the Mumbai Metropolitan Region Development Authority (MMRDA), chaired by Deputy Chief Minister and authority chairman Eknath Shinde, last month. The approval was announced on Friday.
Spearheaded by the MMRDA, the UVSL project envisages a high-speed, eight-lane, north-south corridor along the coast that will create direct connectivity between the northern suburbs of Mumbai and key expressways. It is also expected to help manage pressure on arterial roads like Western Express Highway, S V Road and Link Road. It will also act as an arterial link to the Delhi -Mumbai Expressway, enabling seamless intercity traffic and boosting regional integration.
The UVSL, initially planned as the Versova-Virar Sea Link by the Maharashtra State Roads Development Corporation (MSRDC), was handed over to MMRDA in 2022. Later, it was restructured into two phases – Phase 1 from Uttan to Virar, now ready to be launched, and Phase 2 from Virar to Palghar, under feasibility study.
According to MMRDA officials, the segment from Versova to Uttan was reconsidered to prevent duplication with BMC's North Coastal Road Project.

Besides the better traffic flow, UVSL will also be an important economic activity driver that connects residential, commercial and industrial clusters more efficiently. It is expected to spur the development of new industrial and real estate hubs, attract private investment and generate employment both during its construction and when in operation.
Shinde called the sea link transformational, and said, 'With this connectivity, we are joining the important districts of MMR — Mumbai, Thane, and Palghar like never before. This project will not only ease the traffic but also enhance economic prospects and bring the region together, really realising our vision of 'One MMR, One Growth Story'.'
Emergency responders, like ambulances and disaster response teams, will also benefit from faster access along the upgraded corridor, enhancing public safety outcomes.
The UVSL Phase 1 will stretch for 55.12 km, including the sea link and its three approach roads. The main sea link between Uttan and Virar will stretch for 24.35 km, and the connecting roads of Uttan (9.32 km), Vasai (2.5 km), and Virar (18.95 km) will bring neighbouring localities into the corridor.
The new layout includes several infrastructure enhancements like re-aligned ramps, tunnelling, and OSD conversion spans – technologies used in other marquee ventures like Mumbai Trans Harbour Link and Atal Setu. These design elements will improve seismic strength and long-term durability.
The total cost of the project is estimated to be around Rs 87,427 crore. It will be financed through a hybrid model where 72 per cent of the funds will be provided by the Japan International Cooperation Agency (JICA) and the remaining 28 per cent by the Maharashtra government and MMRDA.
'By the UVSL, we not only bridge gaps but also change lives. The vital corridor will connect Virar to Mumbai within minutes, allowing for smoother day-to-day commutes, faster access to workplaces, and punctual travel even during medical emergencies,' MMRDA Commissioner Sanjay Mukherjee said.

Shinde said during the Covid-19 pandemic, the real estate sector had stepped up in terms of work and delivery of government revenue. 'The stamp duty was reduced, but still the revenues were remarkably high,' he said. Shinde said Mumbai developed rapidly during his tenure as the chief minister, and he said Pune requires similar growth. The deputy chief minister said reforms like unified Development Control and Promotion Regulations (DCPR), stamp duty relief, and infrastructure upgrade can push Maharashtra towards becoming an investment magnet. Poor infrastructure, he said, maligns the image of a city. Shinde promised that the concerns of Credai, the apex body of real estate developers, would be addressed in time. 'Our goal is simple: development, development, and more development—and Credai will be a key partner in that journey,' he said. Main Manish, the new president of Credai-Pune, presented a series of key issues before the minister. He emphasised the need for greater interdepartmental integration to streamline the building sanction process, proposing that building permissions be processed concurrently with environmental clearance, so that construction can commence immediately once the EC is granted. Highlighting the inefficiencies, he remarked that nearly 90 per cent of a developer's time is spent on obtaining sanctions, while only 10 per cent goes into actual construction. He also urged a phased and results-driven approach to Town Planning Schemes (TPS), recommending that two pilot schemes be implemented and evaluated for effectiveness before scaling up, ensuring more structured and impactful outcomes. Addressing governance-related challenges, he highlighted the urgent need to protect developers from undue harassment by blackmailers, advocating for stronger collaboration with police and law enforcement agencies.

The tunnel was built by Afcons. Fadnavis said over 3.3 million plantations were done using local species. "While building the road, 1,000 farm ponds were created. We are prepared to generate 200 MW of solar power and 22 amenity centres have been set up. A gas pipeline will also reach from Konkan to Nagpur, providing gas to people and industries. Religious places like Shirdi, Shegaon and Trimbakeshwar will come closer. Now we want to construct the Shaktipeeth expressway as well on a fast-track basis," he said. Deputy chief minister Eknath Shinde termed Samruddhi a game-changer. "It was one of the toughest and most challenging projects and will greatly benefit people and businesses. A journey that took 18 hours will now take only eight hours — saving both fuel and time. We paid attention to even the smallest details. Around 1.1 million large trees and 2.2 million small plants will be planted, making the expressway the most eco-friendly project ever," he said, pointing out that the road will boost agriculture, tourism, and industry. To conduct an inspection of the expressway, Dy CM Shinde drove a high-end car with CM Fadnavis sitting beside him in the front seat and Pawar occupying the back seat. The inspection lasted around 45 minutes, including the time taken for the journey between Igatpuri and Amane. On the way back, Fadnavis and Shinde swapped seats with the CM getting behind the wheel, while Pawar remained in the same seat. The newly-constructed third creek bridge near Vashi Sion-Panvel Highway was also inaugurated via video conferencing on the occasion. The earlier operational 625 km of the expressway stretch was used by nearly two crore vehicles in the last two years. The maximum speed limit on the expressway is 100 kmh in ghat sections and 120 kmh on flat terrain. The expressway traverses through 392 villages in 26 talukas across 10 districts in five revenue divisions. A smart integrated traffic management system (ITMS) will be installed on the expressway soon, the CM said, adding they gave the 'right of way' to the Gas Authority of India Ltd for laying the pipeline while making the access control road between Mumbai and Nagpur. Dy CM Ajit Pawar said many, including farmers from his party, opposed the Samruddhi project at the beginning, but when CM Fadnavis announced very attractive compensation, they all sided with the project and accepted money. "The project was estimated to cost Rs 55,500 crore but eventually went well above Rs 61,000 crore. Around 12 crore cement bags were used in the project. Fadnavis started the project when he was CM, and now it was inaugurated during his second term, and such continuity is rare in politics. And also let's not forget the contribution of Eknath Shinde," he said.

Maharashtra Chief Minister Devendra Fadnavis on Thursday inaugurated the final 76-km-long stretch of the Samruddhi Mahamarg, making the entire 701-km Mumbai-Nagpur corridor fully functional and reducing travel time between the two cities from around 18 hours to just 8 hours. Fadnavis described the Mumbai-Nagpur Samruddhi Mahamarg as an "engineering marvel", stating that this "economic corridor" would play a vital role in the state's development. By connecting the expressway with the proposed Vadhvan Port, the state plans to develop it into a major economic route. He also mentioned that a Smart Integrated Traffic Management System (ITMS) would be installed soon. Fadnavis announced that the Gas Authority of India Ltd (GAIL) has been given the right of way to lay a gas pipeline along the road from Konkan to Nagpur to Gadchiroli, ensuring industries — including the upcoming Gadchiroli Steel City — will use gas as fuel. He called it both a moment of joy and an "accomplishment of a dream" for the Mahayuti government. The expressway connects 24 districts of Maharashtra with Jawaharlal Nehru Port Trust (JNPT) and will soon connect to Vadhvan Port as well. Currently, the expressway sees a monthly frequency of 10 lakh vehicles, a number expected to rise. Fadnavis expressed satisfaction that the project both started and was completed under the Mahayuti leadership, with all top leaders — the CM and two Deputy CMs — present. He also announced that the proposed Shaktipeeth Expressway would spur economic growth in Marathwada, with work beginning soon. Deputy CM Eknath Shinde hailed the Samruddhi Mahamarg as a "game changer" and urged citizens to follow traffic rules. Deputy CM Ajit Pawar noted the project cost had escalated to ₹61,000 crore from ₹55,000 crore. At the start of his speech, Pawar humorously referred to Shinde as the CM before correcting himself, drawing smiles from the crowd. He emphasized that this was CM Fadnavis's dream project — begun during his first term and completed during his second — something rarely achieved. He added that even initial critics later gave land and benefited from compensation. The inauguration at Igatpuri, about 140 km from Mumbai, was attended by Fadnavis, the Deputy CMs, and Ministers Dada Bhuse, Shivendraraje Bhosale, and Narhari Zirwal. Following the ceremony, Fadnavis inspected the longest tunnel and viaduct on the stretch. For the inspection, Deputy CM Shinde drove a high-end car with CM Fadnavis in the front passenger seat and Pawar in the back. The drive lasted 45 minutes from Igatpuri to Amane. On the return trip, Fadnavis drove while Shinde moved to the passenger seat. Pawar humorously remarked that he was observing Shinde's driving and praised the smooth journey, joking that 'we couldn't use the insurance cover.' The third creek bridge near Vashi (on the Sion-Panvel Highway) was also inaugurated via video conferencing. With the inauguration of the final Igatpuri-Amane stretch, the full six-lane 'Hindu Hridaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg' is now open to traffic, the MSRDC confirmed. The journey from Nagpur to Mumbai, which used to take 17–18 hours, now takes just 8. The expressway's final phase will benefit pilgrims from the Thane-Mumbai region traveling to Shirdi, and enable farmers in Shirdi, Ahilyanagar, Sinnar, and Igatpuri to transport produce to the Mumbai Metropolitan Region more efficiently. The Samruddhi Mahamarg connects with the Delhi-Mumbai Expressway, JNPT, and major tourist destinations like Shirdi, Ajanta-Ellora Caves (Chhatrapati Sambhajinagar), and Lonar Lake (Buldhana). Phase 1 (520 km): Nagpur to Shirdi — Inaugurated on Dec 11, 2022 by PM Narendra Modi Phase 2 (80 km): Shirdi to Bharvir Interchange — Inaugurated on May 26, 2023 Phase 3 (25 km): Bharvir to Igatpuri — Opened on March 4, 2024 The expressway passes through 392 villages, 26 talukas, and 10 districts: Nagpur, Wardha, Amravati, Washim, Buldhana, Jalna, Chhatrapati Sambhajinagar, Ahilyanagar, Nashik, and Thane.
