
Crime cartels increasingly using ‘narco-subs' to transport drugs
As traffickers become more aware of cargo ships being targeted by law enforcement — such as in multiple recent cases off the south coast, including the historic MV Matthew cocaine seizure — they are increasingly using 'narco-subs' in a bid to evade detection.
Built in the jungles of South America, commonly in Colombia, Guyana, and Suriname, which border northern Brazil, they are constructed with fibreglass and wood, packed with drugs, and then sailed down rivers and out to sea.
Travelling low in the water, mostly just below the waterline, they are designed to evade detection.
Narco-subs are increasingly being intercepted in the Mediterranean, and gardaí are examining how cartels may be using them to access Irish waters and the lucrative European drug market.
Increasingly sophisticated
Narco-sub design is becoming increasingly sophisticated, with the first long-distance unmanned narco-sub, designed to be operated remotely with a Starlink satellite connection, intercepted in July by the Colombian navy.
Although empty at the time, it reportedly had the capacity to carry 1.5 tonnes of cocaine and to travel up to almost 1,300km.
Remote-control drug trafficking boats have also been seized in the Mediterranean, but these were only used for short distances.
A mass graveyard of narco-subs is believed to lie at the bottom of the Atlantic near the Azores and the Canary Islands, being deliberately sunk after unloading their cocaine cargo at sea, the BBC reports.
And last year, a semi-submersible was intercepted in the Pacific carrying five tonnes of cocaine and five people onboard on a suspected journey to Australia — where cocaine can be sold at a price some six times higher than in the US — which remains the cartels' most lucrative cocaine market.
That vessel, and another two semi-submersibles caught in the same operation, were capable of travelling from Colombia to Australia without stopping to refuel, authorities said.
Orion
These semi-submersibles were intercepted as part of 'Orion', a multinational naval operation of which Ireland was a member.
The global operation seized 1,400 tonnes of drugs, including 225 tonnes of cocaine, and led to the arrest of more than 400 people.
'They [drug traffickers] are adapting all the time, when they know cargo ships are being watched, they'll look for other trafficking methods,' a source in Ireland said.
Irish authorities have also searched large cargo vessels strongly suspected of smuggling cocaine from South America into Europe, but despite extensive searches over weeks, sometimes no illicit cargo was found.
But cargo such as cocaine can be thrown overboard and sunk, or burned and destroyed quickly once someone on board the ship sees authorities approach, a source said.
Attempts were made to burn the cocaine aboard the MV Matthew, and they may have succeeded had the Army Ranger Wing not risked their own safety by abseiling from a helicopter onto the ship as it tried to avoid the authorities in stormy waters, a source said.
Semi-submersible seized in Brazil
International police co-operation is facilitating the increased interception of cartel trafficking routes, with international organisations including the Maritime Analysis and Operations Centre – Narcotics, or MAOC (N), an initiative by nine European countries, including Ireland, playing pivotal roles.
Earlier this summer, a semi-submersible was seized in Brazil that was being prepared to cross the Atlantic to Europe, carrying a significant amount of cocaine.
This is believed to be linked to the semi-submersible seized last March by Portuguese authorities carrying more than six tonnes of cocaine.
The equipment on both vessels was manufactured in the northern Brazilian state of Pará, which is traversed by the Amazon River.
And they are believed to be linked to a specific cartel which trafficks large volumes of cocaine from remote areas of Brazil to Europe.
And in May, MAOC (N) co-organised an international conference in Cartagena, Colombia, bringing together more than 100 experts from 19 countries to address the growing threat of semi-submersible vessels in cross-Atlantic drug trafficking.
The most recent United Nations' World Drug Report 2025, published in June, found that in 2023, illegal production of cocaine increased by around one-third from the previous year.
However, global cocaine seizures also reached a record high in 2023 across all regions, with a 68% increase in drugs seized between 2019 and 2023.
But the number of cocaine users have also risen, with 25m users globally in 2023, up from 17m a decade earlier, the UN found.

Man becomes second e-scooter driver to die on Irish roads this year
A man has become the second e-scooter driver to die on Irish roads so far this year. Late on Sunday night gardaí and emergency services were dispatched to the scene of a two vehicle collision on the Old Navan Road in Blanchardstown, Dublin 15. The collision involved a car and an e-scooter. A man in his 30s, who was the driver of the e-scooter, was taken to James Connolly Hospital. He was sadly later pronounced deceased. Young father Jack Goss, 21, sadly lost his life after a road traffic incident on the Cappagh Road in Finglas, Dublin 11. The accident occurred on Father's Day, June 15. In a death notice, his heartbroken family said that he brought 'so much love, kindness and joy' into their lives. It continued: 'Jack's incredible spirit and big heart will forever be missed and lovingly remembered by his family, friends, loved ones and his community whom he loved.' Last year, four people died following a collision involving an e-scooter. This includes 15-year-old Gilbert Collins and Avuzwa Idris, 17, who sadly lost their lives after an accident involving a bus in Waterford. Cyclists and e-scooter users are 11 times more likely to sustain severe and serious injuries in road traffic collisions than motorists, according to a report by the Injuries Resolution Board. It found that in 2023, €9.8m was paid out in personal injury claims to injured cyclists and e-scooter users. Gardaí are appealing to anyone who witnessed the tragic accident on Sunday night in Blanchardstown to come forward. A spokesperson said: 'Any road users who may have camera footage (including dash-cam) and were travelling in the area between 10:40pm and 11:00pm, are asked to make this footage available to investigating Gardaí. Tanaiste Simon Harris said the incident is 'deeply worrying' and added that he had spoken to Gena's family. Issuing a statement, he said: "The kidnapping of Irish citizen Gena Heraty, along with seven of her colleagues and a three-year-old child from the grounds of an orphanage in Kenscoff, Haiti, is deeply worrying. "Gena has served the people of Haiti for over 30 years. "She has dedicated her life to supporting the most vulnerable people in Haiti and it is imperative that she is released immediately. "This morning, I had a good conversation with Gena's sister Noreen and I assured her that all is being done to ensure Gena release. "My Department is in close contact with the Heraty family, local authorities and Nos Petits Frères et Sœurs, the organisation Gena works for. The country's two ambassadors are also in close contact. "We will continue to leave no stone unturned to ensure Gena and her colleagues are released." The Department of Foreign Affairs said it is aware of the case and is providing consular assistance. The charity's Irish brand, NPH Ireland, confirmed that they were aware of the shocking incident and remain hopeful for the safe return of the eight kidnapped people. It stated that the incident is under assessment and would comment further when more details are confirmed about the situation. GANG VIOLENCE ESCALATING In April 2021, two French priests were among ten people kidnapped in Croix des Bouquets before they were released nearly three weeks later. Six months later, the same group, 400 Mawazo gang behind the kidnapping, took a group of 17 American and Canadian missionaries hostage. Since the start of the year, Kenscoff has found itself in the crosshairs of the Viv Ansanm gang, which has already taken control of several other localities. Haiti has seen at least 3,141 deaths in the first half of this year, and gang violence threatens to destabilise the country, according to the UN High Commissioner for Human Rights. Speaking to RTE News in March 2024, Gena said gangs want to take over the seat of government in Haiti, calling the situation there 'awful'. She added: 'Gangs who have been taking over the country steadily in the last two years. 'We are talking about hundreds and thousands of people that are pushed out of their homes because the gangs.' HER PIONEERING WORK After graduating from the University of Limerick in 1991, she volunteered with the Simon Community in Dublin before moving to Haiti for a six-month placement at Our Little Brothers and Sisters in 1993. Over 30 years in the making, she dedicated her life to supporting the most vulnerable people at an orphanage, which cares for up to 270 children, high in the mountains of Kenscoff, about 10km from the capital, Port-au-Prince. She is the co-founder of Kay Christine, a residential home for children with special needs at the orphanage, and Director of the Charity's Special Needs Programmes in Haiti. These outreach programmes provide medical, rehabilitation and educational support to communities where children have severe physical and/or intellectual disabilities. Her pioneering work has culminated in a series of national and international awards, including being named the Irish Red Cross Humanitarian of the year. Talking to the University of Limerick, Gena revealed that she accepted the awards not just for herself but for the people of Haiti and those who are seeking to provide services for those who are in need of them.

The family of an Irish woman among eight people who were kidnapped from an orphanage near the Haitian capital of Port-au-Prince yesterday has said they are 'absolutely devastated' by the news. Westport native Gena Heraty is a charity worker overseeing the Sainte-Helene orphanage operated by humanitarian organisation Nos Petits Frères et Soeurs (Our Little Brothers and Sisters), AFP reports. Ms Heraty has been living in Haiti for 32 years, running the orphanage which accommodates up to 270 children. 'The situation is evolving and deeply worrying. We are working closely with NPFS in Haiti and Ireland, the Irish Government, and international partners who are doing everything possible to ensure the safe and immediate release of Gena and her colleagues,' her family said. In a statement published on Sunday, NPH said that seven staff members and one youth were taken from its home for vulnerable and at risk children in Kenscoff. The organisation confirmed that one of the staff members taken is a foreigner, whose identity and nationality will not be revealed for security reasons. NPH also said that two hospitals it runs in Haiti will be closed until the people taken from its orphanage have been safely released. Gangs control 90pc of Haiti's capital, according to the United Nations, and in recent months they have been launching attacks on previously peaceful communities. More than 5,600 people were reported killed in Haiti last year, with gang violence leaving more than 1 million people homeless in recent years, according to the UN. The UN recorded 185 victims of kidnapping in Haiti between April and June of this year, and said that gangs commit this crime to 'subjugate' people in areas under their control. The Irish Independent previously spoke with Ms Heraty in 2013 after she was attacked and the then mayor was killed at an orphanage in Kenscoff in a robbery. Ms Heraty is director of the special needs programme at the orphanage.
