Tiger deaths at M.M. Hills: Govt suspends DCF Chakrapani
On July 4, Environment Minister Eshwar B. Khandre had ordered the suspension of Assistant Conservator of Forests Gajanana Hegde of M.M. Hills Wildlife Division, and Range Forest Officer-cum-Surveyor Madesh while recommending the suspension of Mr. Chakrapani who is an Indian Forest Service (IFS) Officer for dereliction of duty and negligence in the above case.
On June 30, the three officers were sent on compulsory leave until further notice.
On Monday the State government issued an order suspending the IFS Officer following a high-level inquiry committee report on the death of the tiger and her cubs.
'In exercise of the powers under Rule 3(1) of the All India Service (Discipline & Appeal) Rules, 1969, Chakarapani Y., IFS, DCF, MM Hills, Wildlife Division, Kollegal, is placed under suspension with immediate effect, pending inquiry. During the period of suspension, the officer shall be paid subsistence allowance in accordance with Rule 4 of the All India Service (Discipline & Appeal) Rules, 1969.' the order stated.
'During the period of suspension, the officer shall not leave the headquarters under any circumstances without the written permission of the state government,' it added.

The unattended waste not only posed a public nuisance but also undermined the civic body's efforts to maintain a clean and garbage-free environment in the heart of the city. He reiterated the corporation's zero-tolerance policy against non-compliance with the SWM Rules and called upon all stakeholders to act responsibly and in accordance with the prescribed waste disposal norms. He said the beautification and cleanliness of Chandigarh cannot be compromised and urged all citizens, institutions, and businesses to follow the Rules strictly. Those found violating will face strict penalties without exception,' the Commissioner added. Punjab and Haryana Bar Council warns advocates against promoting legal services online
The Bar Council of Punjab and Haryana (BCPH) has issued a strict warning to advocates and Bar Associations across Punjab, Haryana, and Chandigarh against promoting legal services through social media, influencer collaborations, or any form of online advertisement. Despite earlier advisories, the council noted a rise in instances where advocates have publicised favourable court orders, shared client photographs in newspapers, or indirectly solicited work through digital platforms. (HT File Photo) The council has clarified that such conduct constitutes a serious violation of professional ethics under Rule 36 of Chapter II, Part VI of the Bar Council of India (BCI) Rules. The council also declared that any breach of Rule 36 would be treated as professional misconduct under Section 35 of the Advocates Act, 1961, which may result in suspension or cancellation of an advocate's licence. In a detailed communication addressed to the presidents and secretaries of all Bar Associations —including tribunal, tax, and consumer forums —BCPH chairman Rakesh Gupta expressed concern over the growing trend of lawyers using promotional videos, social media content, and even client testimonials to solicit legal work despite previous directives. 'The legal profession is not a trade or commercial venture. It is a noble service rooted in public trust, and commercialisation of legal services severely undermines that trust,' it said. The council cited several judicial pronouncements reinforcing this stance, including a recent July 3, 2024, ruling by the Madras high court, which strongly condemned the advertisement of legal services as contrary to the dignity of the profession. Despite earlier advisories, the council noted a rise in instances where advocates have publicised favourable court orders, shared client photographs in newspapers, or indirectly solicited work through digital platforms. Such practices, the Bar Council said, are in direct violation of Rule 36, which explicitly bars lawyers from engaging in any form of advertisement or self-promotion — including online endorsements. It also forbids personal publicity or associating oneself with any particular cause, organisation, or past designation to gain legal work. The Bar Council further highlighted recent concerns over 'legal influencers' spreading misleading information online, regardless of their credentials. It has also made it clear that office bearers of Bar Associations will be held accountable if such practices continue under their watch. The Bar Council has directed all presidents and secretaries of Bar Associations to immediately disseminate the circular among their members and ensure strict compliance.

3 cops dismissed for raping minor girl in 2023
Trichy: A police sub-inspector and two constables have been dismissed from service for sexually assaulting a minor girl in Trichy in 2023. The action has been taken after the allegations, such as sexual assault, pornography, and criminal intimidation of the survivor, were proven in a department inquiry. The dismissed cops were B Sasikumar (sub-inspector, Jeeyapuram station) and constables J Prasad (Navalpat station) and A Sitharthan (Jeeyapuram traffic police station), according to an order issued by Trichy range DIG V Varun Kumar. Action is pending against constable S Sankar Rajapandian, who has also been accused of smuggling ganja near Adirampattinam in Thanjavur district. On the evening of Oct 4, 2023, the four of them, dressed in plain clothes and in an inebriated condition, visited Mukkombu park. They saw some couples and began harassing them. Among them was a 17-year-old girl and her 19-year-old male friend. Constables Prasath and Siddharth beat the male youth and drove him away. The group then took the girl to their vehicle, where sub-inspector Sasikumar and Sankar Rajapandiyan sexually assaulted her for an hour. They also recorded their acts on their mobile. Police stopped a car in which Sasikumar and others attempted to leave, and questioned them. Sasikumar told the cops on duty that he and others had only inquired about the girl on suspicion. The outpost personnel informed Varun Kumar, who was earlier Trichy's superintendent of police. Varun Kumar conducted an initial inquiry and suspended the four policemen. A case was registered at Jeeyapuram All Women Police Station and the policemen were booked under IPC sections 323 (voluntarily causing hurt), 341 (wrongful restraint), 342 (wrongful confinement), 506-i (criminal intimidation), and 67(B)(b) of the IT Act (recording child pornography). The accused were also booked under several sections of Pocso Act including 9(a) (i) (iii) (iv) (aggravated penetrative sexual assault), 9 (g) (gang sexual assault),10 (aggravated penetrative sexual assault), 17 (abetment), 13 (c) (obscene representation) and 14(5) (participation in child pornographic act).
