Delhi govt inks MoU to strengthen governance, public service delivery

New Delhi, May 29 (PTI) The Delhi government on Thursday signed a Memorandum of Understanding (MoU) with the Capacity Building Commission and Karmayogi Bharat for the implementation of Mission Karmayogi, in a major step towards strengthening governance and public service delivery.
The MoU was signed in the presence of the Delhi Chief Minister Rekha Gupta, Delhi Chief Secretary Dharmendra; Member (Administration), Capacity Building Commission, Alka Mittal; and other senior officials from the Commission, Karmayogi Bharat and the Delhi government, a statement issued by the Personnel Ministry said.

Chief Minister Rekha Gupta on Wednesday said 15 monitoring stations, including a central control room, have been set up to observe the Yamuna river level and track waterlogging-prone areas, enabling timely action to prevent floods and waterlogging during the upcoming monsoon. Ms. Gupta made the announcement after chairing a meeting on flood control and issuing the 'Flood Control Order, 2025', which will serve as a manual to ensure synergy among all the government departments while tackling emergency situations during heavy rain. 'Every year, citizens of Delhi suffer due to the dual challenges of floods and waterlogging. In August-September 2023, the city experienced unprecedented floods when the Yamuna river rose to 208.6 meters, submerging many residential areas and resulting in loss of life and severe disruption. We will be prepared this year,' said the CM. She criticised the previous Aam Aadmi Party (AAP) government, saying it did not take the work of flood control seriously. 'In 2023, the gates of the ITO barrage couldn't even be opened due to poor preparedness. In contrast, this year all major barrages have undergone large-scale repairs and maintenance, and nearly 20 lakh tonnes of silt has been removed from the major drains.' She added that 80-90% of the desilting works had been completed by the Public Works Department and the Municipal Corporation of Delhi, and the remaining work is under way. Unseasonal rain last month led to several incidents of waterlogging, prompting the CM to take action against the officials concerned. Monsoon protocol As per Wednesday's order, sector committees have been created across the city. These will be headed by Cabinet Ministers Pravesh Sahib Singh, Ashish Sood, and Manjinder Singh Sirsa. Each panel will include three to four District Magistrates and will be responsible for flood management in its respective sector. The PWD and other departments concerned have been asked to ensure that all permanent pump houses remain functional. They have also been instructed to deploy mobile pumps wherever necessary to prevent waterlogging. The central flood control room will start operating on June 15 and has been established at the office of the District Magistrate (East). It will function as a coordination hub with representatives from all civic bodies stationed 24x7. A total of 15 wireless stations, including the central control room, will continuously monitor the water levels of the Yamuna and other vulnerable areas. In response to the CM's allegations, AAP said that the ITO barrage is maintained by the Bharatiya Janata Party-ruled Haryana government. 'In 2023, they [Haryana government] had to suspend their Chief Engineer for failing to maintain the barrage's gates. In 2024, the AAP government ensured that the Haryana government properly maintained the gates. The same was done in 2025.'

He defended the project's decisions and described its financial transparency. New Delhi: The self-declared architect of the world's biggest lift irrigation project Kaleshwaram, former Chief Minister K Chandrasekhar Rao, has told the PC Ghose Commission of Inquiry that while he envisioned the project and gave overall approval, all technical decisions were taken by engineers, sources said. KCR, as he is popularly known, is said to have told the one-man commission of former Supreme Court judge, Justice Pinaki Chandra Ghose, that he would not like to be examined in public. So only Justice PC Ghose and Commission secretary Muralidhar were present when he answered questions put to him by the Commission. Even as thousands of Bharat Rashtra Samithi workers and leaders stood outside to express support, KCR's convoy drove in at 11 am and he left at 1 pm. Nine leaders were given permission to accompany him inside. They included former irrigation minister Harish Rao, who faced questioning by the Commission on June 9, and had brief KCR, over the last two days. Sources said 18 questions were posed to KCR and the entire process is said to have taken 50 minutes. He was reportedly asked who took the decision to build the project, to which the former Chief Minister reportedly said the political leadership did. He in fact said all decisions were taken by the cabinet and minutes of meetings were available for the same. KCR was asked about who took the decision for redesigning and re-engineering of the barrages, also about changing the location, how much water should be stored and for how long, to all of which KCR is said to have answered that based on expert and technical reports, the engineers had taken the decisions. He is said to have mentioned that as many as 4,000 engineers had worked to make the project a reality. The former Chief Minister reportedly mentioned recommendations of a PSU called WAPCOS, the Central Water Commission reports on availability of water at different points, repeated denial of permission by Maharashtra for locating the first barrage at Tummidi Hatti, forcing the shift to Medigadda and so on. The former Chief Minister is also reported to have been asked about why a corporation was set up. He said it was done to raise financial resources and bring transparency. KCR reportedly shared documents, including a booklet on "Kaleshwaram: the Lifeline of Telangana" -- a copy of GO45 on allocation of responsibilities and an operations and maintenance manual. The BRS has maintained that the inquiry ordered into the planning, design, construction, quality control, execution, operations and management of Kaleshwaram, is politically motivated. "There is no death, no breakdown. Only two of 300 pillars developed cracks and the government is reacting as though a major disaster happened in Telangana as though the entire project collapsed, whereas both the Congress and the NDSA have turned a blind eye to real disasters elsewhere," BRS working president KT Rama Rao told NDTV. BRS MLC and KCR's daughter Kavitha had also said she would be at BRK Bhavan as support to KCR as he deposed before the commission. Though Ms Kavitha was seen in visuals at KCR's farmhouse this morning as he was leaving to appear before the Commission, she instead went to visit BRS leader Palle Rajeshwar who had an accidental fall and was admitted to hospital this morning.

The Kerala State Electricity Regulatory Commission (KSERC) is hoping to introduce new billing systems proposed under its new renewable energy regulations, the draft of which is now out, from October 1, Commission chairperson T.K. Jose said on Wednesday. As per the draft KSERC (Renewable Energy and Related Matters) Regulations, 2025, the average pooled power purchase cost (APPC) rate for existing prosumers under the net metering system (NMS) is pegged at ₹3.08 per unit. The feed-in-tariffs for solar and wind prosumers have been proposed as ₹2.09 and ₹2.08 respectively. All prosumers billed under agriculture, domestic and industrial tariffs are eligible to opt for NMS. Under the net billing system (NBS), the feed-in-tariffs for solar and wind prosumers have been proposed as ₹2.79 and ₹3.82. Under the gross metering system (GMS), these have been proposed as ₹3.48 and ₹4.78 respectively. All prosumers are eligible to opt for either of the two billing systems. Draft regulations The Commission had published the draft regulations, which places emphasis on promoting energy storage mechanisms, on its website on May 30. The new regulations are meant for a 'control period' of five years from 2025-26 to 2029-30. Mr. Jose said the panel will finalise the regulations after hearing all stakeholders. The schedule of the public hearing is yet to be finalised. The Commission described the new regulations as forward-looking and designed to accommodate the requirements of the State's rapidly transforming renewable energy sector. They are is also meant to open up new opportunities for prosumers with concepts such as peer-to-peer trading, virtual power plants and vehicle-to-grid integration, according to the Commission. 'Timely revision' 'The new regulations are meant as a timely revision of the earlier regulations which expired in March 2025,' Mr. Jose said. Commission member B. Pradeep said the draft regulations are designed to enable an equitable transition and cost sharing in the State's energy sector.
