Mahbubnagar: Mahbubnagar MLA Yennam Srinivas Reddy paid rich tributes to legendary Bahujan warrior Sardar Sarvai Papanna Goud on his 375th birth anniversary in Mahabubnagar on Monday. Garlanding Papanna's statue in the district, the MLA describied him as a true revolutionary who proved that when the oppressed and Bahujans unite, they can achieve political power.
At a program held at Padmavati Colony, Green Belt in Mahbubnagar, the MLA garlanded Papanna's statue and recalled his remarkable contribution to social justice and people's empowerment nearly 350 years ago.
Speaking on the occasion, the MLA said that Papanna was the first Bahujan king who, in the 17th century, raised his own army, fought against feudal lords and jagirdars, and established a Bahujan kingdom with Khilashapur as his capital. 'Papanna Goud dreamt of a society without caste, religious, or communal divisions and stood as a symbol of courage and social justice, much before Mahatma Jyotirao Phule,' he said.
He narrated how Papanna united Bahujans, Dalits, and minorities, formed a guerrilla army, looted the wealth of landlords, and distributed it among the poor. In 1675, he established his rule with Sarvaipet as the center and expanded his territory by capturing several estates. After Aurangzeb's death, Mughal emperor Bahadur Shah recognized Papanna's authority and even offered him a treaty, making him ruler of Golconda Fort. 'For the first time, the Bahujan flag fluttered atop Golconda Fort,' the MLA added.
However, unable to tolerate his rule, landlords and feudal chiefs conspired with the Mughal rulers to dethrone him. Though Papanna fought valiantly, he was severely injured, and his death remains shrouded in legend. 'Yet, he lives forever in the hearts of Telangana's people as a symbol of Bahujan pride and resistance,' said Srinivas Reddy.
The MLA announced that the Telangana government, under Chief Minister Revanth Reddy and PCC Chief Mahesh Kumar Goud, would officially organize Papanna's birth and death anniversaries. He also revealed plans to install a statue of Papanna at Tank Bund, Hyderabad, and to set up his statues in villages across Telangana so that future generations learn about his history.
Highlighting the Congress government's commitment to social justice, he reminded that the Assembly had already passed a resolution providing 42% reservation for Backward Classes, though the BJP-led central government opposed it. 'We fought in Delhi to ensure Bahujan rights, and we will continue the struggle,' he asserted.
The event was attended by Minority Finance Corporation Chairman Obaidullah Kotwal, District Collector Vijayendra Boi, TPCC General Secretary Mithun Reddy, District Library Chairman Mallu Narasimha Reddy, Market Committee Chairperson Bekkari Anita Madhusudan Reddy, former Municipal Chairman Anand Goud, and several other leaders and dignitaries.

Shiv Sena (UBT) MP Sanjay Raut Monday welcomed the BJP-led NDA's decision to nominate Maharashtra Governor C P Radhakrishnan as its candidate for the vice-presidential election, praising and calling him a 'balanced and non-controversial personality'. At the same time, Raut said the Opposition INDIA bloc should not divert attention from the larger issue of electoral malpractice by getting into a contest it cannot win. The vice-presidential election, scheduled for September 9, was necessitated after incumbent Jagdeep Dhankhar resigned, citing health reasons. On Sunday, BJP president J P Nadda announced Radhakrishnan's candidature after a meeting of the party's parliamentary board, appealing for a consensus to ensure an unopposed election. While Nadda has appealed for consensus, Opposition leaders are expected to discuss the matter in an INDIA bloc meeting this week. Raut made it clear that while the Shiv Sena (UBT) welcomed the nomination of a leader associated with Maharashtra, his party would go by the INDIA bloc's collective decision. However, he also stressed that the Sena (UBT) and party chief Uddhav Thackeray always feel that elections for such constitutional posts should not be politicised, and candidates should be elected unopposed. 'He has been working calmly as governor of Maharashtra for the past year, and is a very balanced, non-controversial personality in politics. We are glad that the Maharashtra governor is getting an opportunity to become the vice-president of the country. We always welcome and congratulate such appointments,' Raut told reporters in Delhi. 'But he is the NDA's candidate, and we are in Opposition. The INDIA alliance will take a collective decision, and the Sena (UBT) will go with whatever the bloc decides. There is also a meeting to be held with Rahul Gandhi and [Mallikarjun] Kharge in Delhi, where these issues will be discussed,' he added. INDIA bloc numbers The Sena MP pointed out that the Opposition front does not have the numerical strength to defeat the NDA nominee in the vice presidential elections. 'Since the INDIA bloc doesn't have enough numbers to win the VP polls, attention shouldn't be diverted from the real issues: vote chori, manipulation of voter lists, and the SIR (Special Intensive Revision) in Bihar. These are the issues Rahul Gandhi has raised, and they must remain the focus,' he said. Raut said the Shiv Sena (UBT) will abide by the bloc's decision, and that Uddhav had already conveyed his views to Rahul and Congress president Kharge. Raut also criticised the Election Commission over its demand that Rahul Gandhi submit an affidavit to back his allegations of vote theft. 'This is arrogance. Will the EC also ask Anurag Thakur to file an affidavit when he makes similar allegations? Or is the Commission's courage only for Rahul Gandhi?' he asked. Meanwhile, Maharashtra Deputy Chief Minister Eknath Shinde-led Shiv Sena announced its support for the candidature of Radhakrishnan. Expressing confidence in his victory, Shinde said, 'By nominating C P Radhakrishnanji as the candidate for the post of Vice President, the NDA under the leadership of Prime Minister Narendra Modi has duly honoured an experienced, intellectual, honest, and patriotic personality in Indian politics.' 'As the Governor of Maharashtra, Radhakrishnanji has been a source of pride for us. With his vast parliamentary experience as a Member of Parliament and his deep administrative knowledge as a Governor, his candidature deserves full support from Shiv Sena. We are confident that his tenure as Vice President will prove to be remarkable for the bright future of the nation. On behalf of Shiv Sena, I extend best wishes to C P Radhakrishnan for a successful tenure.' Radhakrishnan, 66, took charge as Maharashtra's 24th Governor on July 31, 2024. A senior BJP leader from Tamil Nadu, he earlier served as Governor of Jharkhand between February 2023 and July 2024, and briefly held additional charge of Telangana and Puducherry. He represented Coimbatore in Lok Sabha twice, and also headed the BJP's Tamil Nadu unit.

A day after Chief Election Commissioner (CEC) Gyanesh Kumar asked Lok Sabha Leader of Opposition (LoP) Rahul Gandhi to either submit his allegations of vote theft in a sworn affidavit within a week or apologise to the nation, the INDIA bloc is learnt to be considering moving an impeachment notice against him. Sources said the matter was discussed at a meeting of the floor leaders of the Opposition bloc chaired by Rajya Sabha LoP and Congress president Mallikarjun Kharge earlier in the day. The decision to initiate impeachment proceedings against Kumar is likely to be announced at a press conference scheduled for 3 pm. 'The ECI (Election Commission of India) cannot relinquish its Constitutional duty and evade genuine queries of political parties. The 'right to vote' is the most important right, given to us by the Constitution of India. INDIA will protest any attempt to stifle Democracy,' Kharge said. The possibility of the impeachment notice evoked a sharp reaction from the BJP, with the ruling party questioning the Opposition's intention. 'The whole of India is seeing the behaviour of the Congress party and Opposition parties for the last few days, especially with regard to the SIR issue and the Bihar elections…that the activities of the Parliament are being obstructed. No work is being allowed to be done. What is the intention behind this? What is the intention behind the tour that Rahul Gandhi is doing? There is only one intention behind this, and that intention is how to save the infiltrators,' said BJP MP Sambit Patra. 'This is a natural process that it becomes the responsibility of the Election Commission to clean up the infiltrators … How to win elections through infiltrators, how to use infiltrators, how to promote the politics of appeasement, this is what Rahul Gandhi and the Congress party have been doing…' he added. How is a CEC removed? Article 324 (5) of the Constitution states that 'the Chief Election Commissioner shall not be removed from his office except in like manner and on the like grounds as a Judge of the Supreme Court and the conditions of service of the Chief Election Commissioner shall not be varied to his disadvantage after his appointment'. It further provides that 'any other Election Commissioner or a Regional Commissioner shall not be removed from office except on the recommendation of the Chief Election Commissioner'. The grounds for the removal of the CEC and other Election Commissioners (ECs) are also set down in Section 11 of the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, which regulates the appointment, conditions of service and term of office of the CEC and the ECs. The Judges Inquiry Act, 1968, Section 3, which pertains to 'Investigation into misbehaviour or incapacity of Judge by Committee' provides that 'If notice is given of a motion for presenting an address to President praying for the removal of a Judge…(a) in the case of a notice given in the House of the People, by not less than one hundred members of that House; (b) in the case of a notice given in the Council of States, by not less than fifty members of that Council…' Following this, the Act states further, the Speaker or, as the case may be, the Chairman may, after consulting such persons, if any, as he thinks fit and after considering such materials, if any, as may be available to him, either admit the motion or refuse to admit the same.' If the motion is admitted, the Speaker or, as the case may be, the Chairman 'shall keep the motion pending and constitute, as soon as may be, for the purpose of making an investigation into the grounds on which the removal of a Judge is prayed for, a Committee consisting of three members'. One of the members 'shall be chosen from among the Chief Justice and other Judges of the Supreme Court', one from among the Chief Justices of the High Courts, and one 'a person who is, in the opinion of, the Speaker or, as the case may be, the Chairman, a distinguished jurist'. This Committee 'shall frame definite charges against the Judge on the basis of which the investigation is proposed to be held' and such charges 'together with a statement of the grounds on which each such charge is based shall be communicated to the Judge and he shall be given a reasonable opportunity of presenting a written statement of defence within such time as may be specified in this behalf by the Committee.'

The NDA's vice-presidential pick, C P Radhakrishnan, has got a shot in the arm with the Y S Jagan Mohan Reddy-led YSR Congress Party (YSRCP) deciding to support his candidature in the September 9 poll. According to sources, the YSRCP made the decision after a call by Union Defence Minister Rajnath Singh to Jagan on August 13, seeking support for Radhakrishnan's candidature. The NDA only announced Radhakrishnan as its candidate on August 17. 'Subsequently, our party chief held discussions with the MPs and our Parliamentary Party leader Y V Subba Reddy conveyed his decision to us,' YSRCP Tirupati MP Maddila Gurumoorthy told The Indian Express. While the YSRCP has four MPs in the Lok Sabha, the party's Rajampet MP is currently in jail in connection with the alleged Rs 3,200 crore Andhra Pradesh liquor scam. The party has seven members in the Upper House. The MPs of both Houses vote in the vice-presidential election, and the NDA is comfortably placed to ensure a win for its candidate. Saying that the YSRCP had no plans to issue a whip for the election given its handful of MPs, Gurumoorthy said, 'We will abide by the party's decision and support Radhakrishnan in case an election is forced.' Given that Jagan's support does not account for much numerically, the move is being seen as an olive branch by the YSRCP to the BJP. Some others feel it is the BJP's bid to keep the Telugu Desam Party (TDP), the NDA's second-largest constituent, and the YSRCP's main rival in Andhra Pradesh, in check. 'Since the YSRCP's poor performance in the simultaneous Lok Sabha and Assembly elections last year, Jagan has maintained a friendly stance towards the BJP,' a source close to Jagan said, adding that this had become even more imperative for the party after the setback it faced in panchayat bypolls in Pulivendula, the backyard of the YSR family. The bypolls for the Pulivendula and Vontimitta zilla parishads were marred by violence and saw YSRCP Kadapa MP Y S Avinash Reddy as well as TDP MLC Ram Gopal Reddy being taken into preventive custody. However, another YSRCP leader said that seeking support from Jagan, especially when it was not really required, only shows that the BJP wants to ensure that the TDP is 'kept in line'. 'Why else would they reach out to us? We have a minimal presence in both Houses. It is just another way the BJP is using to send out a message to the TDP that it is not indispensable,' the leader added. Since its 2024 defeat, the YSRCP has been extending 'issue-based' support to the NDA. It also supported the ruling alliance's candidate in the election of Om Birla as Speaker of the Lok Sabha. In April, it left it to its 'MPs' discretion' how to vote on the Waqf (Amendment) Bill. However, it subsequently moved the Supreme Court against the Bill. Andhra has a substantial Muslim population which could be one reason for the YSRCP's caution on the matter.
