The Anfield club are just off the back of securing the English Premier League title.
Recently speaking about the success of his old team, Gerrard told TNT Sports: "You've got to fix the roof while the sun is shining.
Read more:
"We never had a big summer window last year because we already had a squad ready to challenge.
"But I think if you want to go to the next step, it's important to keep improving and pushing.
"Frimpong's done and there's other rumours circling about really talented players, so it looks like Liverpool are going to be the team to catch.
"I've got every confidence they're going to be stronger next year."
Gerrard's initial message was one he sent out after securing the Scottish Premiership title with Rangers in 2021.
"It's about what's next," he told Sky Sports at the time.
"This is a club where you can't stand still. This has to be a launch pad.
"We need to fix the roof while the sun is shining and everyone's happy. It's my job now to find the tweaks and malfunctions in the group that we need to iron out."
Gerrard ultimately left Rangers for Aston Villa after stopping Celtic's 10-in-a-row bid.
He then moved out to Saudi Arabia with Al-Ettifaq and is now without a club.

The three unseen figures that 'prepared' Martin for Rangers job

The 39-year-old named late kitman Jimmy Bell, masseur David Lavery and physio Steve Walker as men who told him stories of what to expect. Martin was unveiled as the club's new head coach on Thursday as he reflected on his previous Rangers stint: "My period here before it was incredible learning for me," he said. Read more: "It helped me so much on my journey about culture, about what to expect, about what's required. And listening to Jimmy Bell, the kitman, tell me stories. And Disco [David Lavery], who's been here for years, and people like that. And Stevie [Walker] the physio, and listening to them talking about it. It just whetted my appetite even more. So I learned a lot when I was here. And it's helped me prepare for it now." Martin has already outlined his summer plans for Rangers, admitting he wants to sign one or two players before their first Champions League qualifier comes around next month. "There are a few positions where we'll need to strengthen fairly quickly and fairly early on," he told Sky Sports. "I'm also willing to be surprised and I'm open to being surprised by some of the players we have here. "I think the way we're going to try and work and play is going to give them the best chance to show us what they've got and to give us the best version of themselves and hopefully one or two surprises. "We'll need some help before that game for sure, but until we get in here and assess everyone, how many we'll need before the game or how realistic that is because football and the business and transfer window can be difficult. "I'm pretty sure by then we'll have one or two people [in], to help us add to the group."

Humiliated golf star racks up a 12 at the RBC Canadian Open in disastrous opening hole

French ace Matthieu Pavon suffered the nightmare in Toronto but incredibly it isn't the worst score on a hole this year Mashed-up Matthieu Pavon was left devastated after carding a disastrous 12 at the RBC Canadian Open. The French star suffered the calamity on the opening hole, the 10th on the course, of his second round at TPC Toronto. ‌ Pavon's anguish began with a wild tee shot into trouble and, having got his ball back into play, he hit a fourth into the water. ‌ The 32-year-old reloaded and promptly hit his sixth into the drink before doing exactly the same again with his eighth after yet another penalty drop. Pavon finally managed to get his 10th shot onto the putting surface before taking two-putts to sign for a dozen. Such is golf, the shattered star bounced back with two straight birdies, but the damage was well and truly done. It was painful for Pavon, but he did go one better than William Mouw, who ended up with a 13 during his second round of The American Express in January. He made an octuple-bogey, tripped up by the notorious 18-foot-deep greenside bunker. It took him 13 shots to play the famed par five, most of which were caught by TV cameras. Mouw said: 'I'm definitely not the first to get captured by the bunker and make a big number and I certainly won't be the last.' Thierry Henry's warning to Arsenal and Chelsea over signing 'amazing' £60m star

Hugo Ekitike, a top transfer target for Chelsea, Liverpool and Arsenal, can be a 'frustrating' player Thierry Henry has warned. The three Premier League giants are all in the market for a new centre-forward this summer, with Arsenal's need for a prolific goalscorer well-documented. Chelsea have already signed Liam Delap from Ipswich Town but would be interested in adding another striker to their roster, which could well spell the end for Nicolas Jackson's time at Stamford Bridge. As for Liverpool, it has long been clear that Darwin Nunez is not in Arne Slot's plans with the Uruguayan likely to leave Anfield. Ekitike is a name on all of their radars following an explosive season at Eintracht Frankfurt where he recorded 34 goal contributions in 48 games across all competitions. Wake up to find news on your club in your inbox every morning with Metro's Football Newsletter. Sign up to our newsletter and then select your team in the link we'll send you so we can get football news tailored to you. Valued at £60million, the striker has been coached at France youth level by Arsenal legend Henry, who, according to Micah Richards, likes what he sees – but there is a caveat. 'In terms of Ekitike, I've spoken to Thierry Henry about him a lot,' Manchester City hero Richards told The Rest is Football podcast. 'He says he's not [necessarily] a frustrating player, but one minute he looks amazing and the next minute he doesn't really do the basics very well. 'But he said if he gets it right and improves then his ceiling could be very, very high.' Reports suggest Chelsea are leading the race for Ekitike, who turns 23 in June and that actually might be a good thing for Liverpool, as Richards isn't certain he's the right fit for the Reds. Appearances: 48 Goals: 22 Minutes per goal: 166 Assists: 12 He added: 'It depends on how they want to play. Do they want a striker who can stretch or they do they want a striker who is going to come to feet and interlink play? 'Ekitike is not bad on the ball but he's more of a stretch striker than a [Roberto] Firmino coming in deep and linking play. More Trending 'Where does Florian Wirtz fit into that? Where does Dominik Szoboszlai fit into that? Where does Luis Diaz potentially fit into that. If they get Wirtz I think they may be looking for more a player who can drop and Diaz can play a little bit deeper. He played a lot as a No.9 this season. 'But talent wise he's definitely got enough to add to this Liverpool side.' Wirtz seems primed to join Liverpool but only if the Reds meet Bayer Leverkusen's £120m asking price and it's possible the attacking midfielder could be deployed as a centre-forward under Slot. Additionally, Benjamin Sesko appears to be Mikel Arteta's first-choice with talks between Arsenal and RB Leipzig progressing well, all of which could clear the way for Chelsea to sign Ekitike.
