Third week of Dewan Rakyat session dominated by debate on RMK13

KUALA LUMPUR: The third week of the Dewan Rakyat session has been dominated by debate on the 13th Malaysia Plan (RMK13) as government and opposition Members of Parliament discussed various aspects of national policy, implementation, and the country's development direction for the next five years.
The debate was focused on the three main pillars of the RMK13: economic growth, public welfare, and effective governance. Cross-sectoral issues are also being addressed, including regional development, renewable energy, climate change, youth mobility, education, cybersecurity, and the inclusion of Sabah and Sarawak in the national development framework.
As of yesterday, 78 MPs have participated in the debate, including Government Backbenchers Club Chairman Datuk Mohd Shahar Abdullah (BN-Paya Besar), Opposition Leader Datuk Seri Hamzah Zainudin (PN-Larut), and Selangor Menteri Besar Datuk Seri Amirudin Shari (PH-Gombak).
Among the topics raised by the MPs are a flexible, choice-based approach to the proposed monthly pension payments through the Employees Provident Fund (EPF), the drafting of a special act for preschool education, and a comprehensive and structured national creative economy or 'orange economy' policy to drive growth in the sector.
On July 31, Prime Minister Datuk Seri Anwar Ibrahim presented the 13MP, themed 'Reshaping Development.' The government will need to provide an investment of RM611 billion to drive national development from 2026 to 2030.
According to the Dewan Rakyat calendar, the RMK13 debate will last for eight days, from Aug 4 to 14, followed by a four-day winding-up session by ministers from Aug 18 to 21.
Another key focus of this week's Dewan Rakyat session was the briefing by Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz regarding reciprocal trade negotiations with the United States. This followed a new tariff rate for Malaysia of 19 percent, effective Aug 1, which is a six percent reduction from the rate announced by the US on July 7.
Tengku Zafrul emphasised that Malaysia did not sacrifice national interests to get preferential treatment. Instead, the negotiations with the US maintained the uniqueness of national policies, and Malaysia did not agree to all of the US' requests concerning digital trade and technology. However, he noted that Malaysia must remain prepared for the possibility of additional tariffs being imposed by the US on the semiconductor industry.
Other issues that received attention in the Dewan Rakyat included corruption and 'counter-setting' cases involving enforcement officers at Kuala Lumpur International Airport (KLIA), the targeted RON95 petrol subsidy, the Malaysia-Indonesia maritime border dispute in the Sulawesi Sea, labour force utilisation rates, and the implementation of the Multi-Lane Free-Flow (MLFF) toll collection system.
Home Minister Datuk Seri Saifuddin Nasution Ismail said that 26 enforcement officers and personnel at KLIA were dismissed last year. He added that the Malaysian Anti-Corruption Commission (MACC) had handled 50 cases of 'phantom travelers,' with two cases now in the process of being charged in court, while the remainder are at various stages of investigation.
On the MLFF issue, Deputy Works Minister Datuk Seri Ahmad Maslan clarified that the system's implementation would not have financial implications for the government, stating that this is a new direction set by the Ministry of Works.
Meanwhile, Dewan Rakyat Speaker Tan Sri Johari Abdul explained that six MPs who are former Bersatu members are still categorised as opposition representatives because there has been no official confirmation of their change in status, even though they have declared support for Prime Minister Datuk Seri Anwar Ibrahim.

The benchmark index had opened 0.11 of a point lower at 1,549.00 and hit its lowest level of 1,546.41 during the morning session but gained momentum thereafter. 'The local index sustained ahead of the midday intermission, but the bullish momentum consolidated post-lunch, underpinned by rising probability-weighted expectations of US monetary policy easing. 'This trajectory was consistent as the confluence of domestic policy catalysts and evolving global trade dynamics support market sentiment,' he told Bernama. Among the heavyweights, Maybank lost two sen to RM9.61, while Public Bank and Tenaga Nasional gained four sen each to RM4.33 and RM13.80, CIMB rose eight sen to RM6.86, and IHH was one sen higher at RM6.96. Of the most active counters, Ekovest fell one sen to 39.5 sen, Tanco eased half-a-sen to 76.5 sen, Top Glove dipped two sen to 59.5 sen, and TWL was flat at 2.5 sen, while Pharmaniaga inched up half-a-sen to 18 sen. Across the broader market, the FBM Emas Index increased 35.25 points to 11,601.79, the FBMT 100 Index rose 39.25 points to 11,379.91, and the FBM Emas Shariah Index advanced 28.02 points to 11,634.18. PETALING JAYA: Angkatan Muda Harapan (AMH) has challenged the Opposition to immediately table a no-confidence motion against the Prime Minister in the Dewan Rakyat. Pakatan Harapan's Youth wing said the Opposition should stop making excuses and putting on an act. "If they do not dare to table the motion, or fail to pass it, they should accept the outcome. "They should then play their role in providing checks and balances constructively and responsibly," it said in a statement on Friday (Aug 8). The movement also expressed full support for the 13th Malaysia Plan (13MP) presented by Datuk Seri Anwar Ibrahim last week. "It is a national roadmap that emphasises value-based economic development, institutional reforms, and fair distribution for all Malaysians. "AMH urges all MPs to debate the 13MP in a mature, professional and fact-based manner, and to put forward constructive criticism and suggestions. "Comparing the plan solely based on its thickness without examining its contents is nothing more than cheap politics that does not benefit the country," it said. AMH also urged Umno Youth chief Dr Akmal Saleh to issue an open apology to the entire disabled (OKU) community over his recent remarks, which it considered insensitive and shameful. "AMH strongly condemns his statement insulting the OKU community in his response to critics. "His remarks send the message that anyone who disagrees with his views deserves to be issued an OKU card. "Using the OKU community as material for political jokes is a despicable and highly irresponsible form of discrimination," it said. AMH added that it would travel nationwide to explain the government's reform agenda to the public through a series of tours, forums and dialogues, stressing the need for the government to stay connected to the people. It also pledged to push for the abolition of the Universities and University Colleges Act 1971 (AUKU) through its AUKU Abolition Committee led by AMH chief Woo Kah Leong, and expressed solidarity with PKR youth deputy chief Nabil Halimi, who was sued for RM1mil by PAS information chief Ahmad Fadhli Shaari. "AMH is also committed to empowering young people, but hopes that the mechanism for implementing the age limit of 30 for youth will be improved in line with the needs of youth associations. "AMH is concerned about the continuity of youth leadership and hopes that the policy will take into account socio-economic realities, the process of leadership capacity transition, and the inclusive involvement of all stakeholders, especially young people," it said.
