Bhatti in B'luru to study urban power solutions
Hyderabad: To improve the power infrastructure, especially the
underground cabling system
in Hyderabad, as well as system reliability, safety, and aesthetics, Telangana deputy CM Mallu Bhatti Vikramarka visited Bengaluru on Tuesday to study the power sector. The state govt is planning to use some modern technologies and projects, such as
urban grid modernisation
programmes, in Future City.
Bhatti interacted with Bangalore Electricity Supply Company Limited (BESCOM) managing director Pankaj Pandey, who is also MD of Karnataka Power Transmission Corporation Limited. Officials gave a presentation on Bengaluru Overhead (OH) to Underground (UG) Power Conversion Project, which has emerged as one of India's most comprehensive urban power infrastructure transformations.
The project in Bengaluru was launched in 2018-19 and has already converted over 7,400 km of 11kV OH lines and thousands of km of low-tension lines into UG or aerial bunched (AB) cables.
A key innovation has been the laying of optical fiber cable ducts along UG cable routes to enable future telecom leasing as a revenue stream.
Vikramarka enquired about the financial structuring of the project, which includes loans from Asian Development Bank (ADB), Rural Electrification Corporation, and other public sector banks. The reduction in technical losses and electrical accidents, which BESCOM confirmed fell by up to 2% since UG implementation, was also discussed.
Bhatti also sought to know the readiness of OFC infrastructure for commercial use, to which BESCOM responded that while ducts are in place, last-mile coordination with telecom operators and BBMP is going on.
Later in the day, the Deputy CM visited a pilot site in Malleshwaram (15th Cross) where an Underground Distribution network, including an underground Transformer (DTR) system, has been implemented. The site showcased how DTRs can be housed in fully buried chambers with accessible maintenance panels at street level, freeing up urban space and improving safety.

Cabinet nod to clear 2 DAs
Hyderabad: The state Cabinet has on Thursday approved the long-pending demands of the government employees which included the release of two instalments of dearness allowance (DA) this year. It also decided to expedite the construction of rural roads under HAM (hybrid annuity model) and the expansion of the Metro Rail in the greater Hyderabad limits. During the six-hour-long Cabinet meeting, Chief Minister A Revanth Reddy and his Cabinet colleagues discussed extensively the employees' demands and took a slew of decisions. Briefing the media after the meeting, Deputy Chief Minister Mallu Bhatti Vikramarka said the government would release one DA amount immediately to the government staff and another one would be released after six months due to financial constraints. The demand for the creation of a trust to provide medical care to all the employees with equal contribution of insurance amount by the employees and the government was accepted. The Chief Secretary will be the chairman of the healthcare trust. The Cabinet also decided to pay the pending bills, including the benefit to the retired employees. As much as Rs 700 crore will be spent on the release of pending bills every month. Ban on recruitment of retired employees on a contract basis, fast clearance of the compassionate appointments, grading the posts of the Panchayat secretaries, establishment of nursing directorate, Rs 2 lakh retirement benefits to the Anganwadi workers and clearing all pending hired vehicle bills were among other decisions that were taken in the Cabinet meeting. To improve the connectivity for public transportation, Information and Public Relations Minister P Srinivasa Reddy said that the Cabinet approved new metro line corridors mainly- Shamshabad to Future City (39 km), Jubilee Bus Station- Medchal (25 Km) and Jubilee Bus Station to Shamirpet (22 km). The estimated cost of the new metro line networks for 86 km was Rs 19,579 crore and it would be taken up jointly by the state and Union governments, the minister said, adding that the BJP MPs and Union ministers should also pursue the issue with the Centre and get approvals without any delay. The Cabinet ratified the development of R & B roads and Panchayat Raj roads under the HAM model. The R & B will develop a 5,100 km road network and the Panchayat Raj will improve the road network on a 7,900-km stretch. All the proposed road development projects will be completed in two years and the agency, which will take up the roads, will be entrusted with the responsibility of maintenance of the roads for 15 years. The Earth Science University in Kothagudem district would be named after former prime Minister Manmohan Singh, the minister said, adding that the Cabinet decided to pay an insurance amount of Rs 10 lakh to the members of self-help groups in case of deaths.

Cabinet will discuss JAC demands, CM firm on resolving employees' issues: Bhatti
Hyderabad: Ahead of the cabinet meeting on Thursday, deputy chief minister Bhatti Vikramarka-led cabinet sub-committee held talks with govt employees' JAC leaders on Wednesday and assured them that the Congress govt considered their 57 demands as genuine. "Despite financial constraints, the CM is firm on resolving their issues. The cabinet sub-committee will submit a report to the govt with its recommendations, and the cabinet meeting on Thursday will decide which of the financial intensive and other demands will be accepted," Bhatti said. Sources told TOI that the cabinet meeting was likely to give preference to clearing a significant quantum of the pending Rs 10,000 bills of the employees and may announce release of one Dearness Allowance and time frame for another DA. The govt may also accept demand of new health cards, but a final decision on "cashless and capless treatment" would be taken after cabinet discussion. The govt may also revise the treatment slabs fixed nearly nine years ago. However, contrary to expectations, sources said the cabinet may not decide on enhancing the retirement age from the present 61 to 64 years following intelligence reports on severe backlash from students and youth. We are confident that tomorrow's cabinet meeting will find solutions to many of the demands of the JAC," he said while emphasising the need for their cooperation so that neither the public nor employees face difficulties. He said that it was due to financial issues resulting from the past decade's governance that bills and other demands of the employees piled up. "The Congress is continuing many welfare schemes of the previous government and is also implementing its own promises. Also, new schemes not announced in the manifesto have been launched. All this is being done without any additional tax on the citizens. The govt is committed to addressing employees' demands as part of this effort," Bhatti said. On their part, the JAC leaders said they would decide their future course of action based on the cabinet decision. The JAC has threatened to launch protest programmes in a phased manner, followed by a pen-down strike from June 9 onwards, if at least some of their important demands are not met. The JAC has demanded 51% fitment (PRC), release of at least three of the five pending DAs and Rs 10,000 crore employees bills, new health cards with cashless and capless treatment, revision of old rates of medical treatment and a number of non-financial issues such as general transfers. Besides these issues, the cabinet meeting on Thursday is also expected to discuss the approval of loans to unemployed youth under Rajiv Yuva Vikasam, implementation status of various development projects and those to be launched with central assistance, and national dam safety authority and vigilance reports.
