Faster e-challans & fine payment over traffic violations in offing
While reviewing the traffic system of Ranchi recently, Inspector General (IG) Manoj Koushik instructed that challans issued to traffic violators should not take too long to be issued and must be dealt with on the next day of the rule violation itself.
In view of the large number of traffic violations happening every day, he also directed that the unit vetting the e-challans generated out of CCTVs should be activated. He said that the assessment of the number of personnel required for the task should be determined at the earliest. IG Koushik also discussed methods to simplify fine payment with UPI being considered one of the modes.
It may be stated that there are around 600 CCTVs across Ranchi city which are used to detect vehicles violating traffic norms and also generate e-challans.
While talking on the issue, the IG further said, "The aim of the measure is not to punish people but to deter them from violating traffic norms in the future. I have also instructed the traffic department to carry out at least one traffic awareness programme every week. In Indore, there is a dedicated team which usually carries out two awareness programmes everyday." He added the repeat offenders would, however, face serious consequences.
The IG also asked police to avoid manual traffic management as far as possible. He stated that traffic lights at inappropriate places should also be relocated. A plan is under way to improve road engineering of various pathways in the city, he added.
Following the IG's instructions, traffic SP Kailash Karmali held a meeting with officials and representatives of the auto rickshaw association on road safety and security of women in passenger vehicles. He also stated auto rickshaw drivers should have a dress code and name plates. He added that traffic police would be stationed at bus stands, railway stations and airport from 7 pm to 11 pm.

Four removed from VMC cattle teams after bribery video surfaces
Vadodara: Three security personnel and a team leader from a private security agency working with the Vadodara Municipal Corporation's (VMC) cattle encroachment teams have been dismissed after videos and screenshots surfaced showing them taking bribes from cattle keepers. The VMC deploys private security staff, along with municipal and city police officials, to impound stray cattle. Each team has about 14 members, including a driver. Audio clips that went viral on Tuesday captured a team member allegedly accepting money from a cattle keeper to either avoid impounding cattle or release them after capture. A UPI payment screenshot and conversations suggesting the exchange of liquor as well as cash were also circulated. Senior VMC officials verified the authenticity of the recordings and identified the cattle keeper involved. "Three security personnel from the cattle party and their team leader have been removed by the security agency. We have also imposed a Rs 5 lakh fine on the agency," said Mangesh Jaiswal, VMC's director for encroachment removal and security. Jaiswal noted that security personnel, except the team leader, are barred from carrying phones on duty — a rule introduced after allegations they were tipping off cattle keepers. He added that the bribery conversations appeared to have been recorded while personnel were using phones outside duty hours. Among them, 122 cases pertaining to child sexual abuse led to the conviction of 136 accused. This is a notable conviction rate of 70%,' said Inspector General of Police, South Zone, Prem Anand Sinha. The conviction rate had improved in comparison with that of 2024, he added. During the previous year, a total of 238 POCSO cases, involving 252 accused, ended up in conviction, with a 61% conviction, he added. Increased quantum of punishment The IG said that not just the conviction rate had improved but also the quantum of punishment had increased in many cases. 'The courts have awarded life imprisonment in 20 cases and 44 sentences of imprisonment of 20 years and above,' Mr. Prem Anand said. Among the southern districts, Dindigul has got the highest number of convictions in POCSO cases. It is followed by Theni and Kanniyakumari (20 cases each) Thoothukudi (18 cases) and Sivaganga (17 cases). Two accused in Dindigul district cases were sentenced to imprisonment of 30 years and 50 years respectively. In Sivaganga district, two cases resulted in 62 years of jail and 41 years of imprisonment on a concurrent basis. While one case in Theni ended up in double life imprisonment, three cases -- two from Theni and one from Kanniyakumari – resulted in imprisonment exceeding 30 years. Among the nine POCSO cases registered along with Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act that resulted in conviction, life imprisonment was awarded in one case each in Dindigul and Ramanathapuram districts. A 20-year sentence was imposed in one such case in Sivaganga. The police in South Zone continue to maintain a stringent and committed stance against crimes targeting children. Expeditious trial 'In a majority of cases, trials have been completed within 1–2 years on an average, enabling a swift justice delivery,' he added. The police remain committed to thoroughout investigations, timely charge-sheet filing and active trial follow-up, reaffirming their resolve to protect children and support victims through every stage of the criminal justice process. The improved conviction rate also reinforced public trust in the criminal justice system.. Detention under Goondas Act The Inspector General of Police said that South Zone Police had also intensified action against sexual offenders and had detained 93 of them under the Goondas Act. In order to keep a sustained monitoring against sexual offenders, a total of 799 historysheets were being maintained across South Zone.
