BISP, Karachi Chamber to boost skill development

Benazir Income Support Programme (BISP) Sindh Director General (DG) Zulfiqar Ali Shaikh has proposed that the Karachi Chamber of Commerce & Industry (KCCI) has signed a Memorandum of Understanding (MoU) with BISP under the Benazir Hunarmand Programme which would enable both institutions to collaborate in identifying demand-driven skills, recommending certified training institutes, and jointly exploring avenues to make the programme successful.
"We want to establish a robust mechanism where the business community guides us on labour market needs, so we can ensure that beneficiaries of BISP receive the right training, become employable, and ultimately self-reliant," he said this while exchanging views at a meeting during his visit to KCCI on Monday.
DG BISP Sindh emphasised that 10 million families across Pakistan including 2.7 million in Sindh were benefitting from BISP but relying solely on cash stipends is not sustainable in the long term.
"With poverty continuing to rise, our approach must evolve. This partnership with KCCI can become a turning point by linking vulnerable households with economic opportunities", he noted, adding that this would not only improve individual livelihoods but also help address skilled labour shortages in Pakistan's industrial and manufacturing sectors.
Additional Secretary BISP Dr Tahir Noor elaborated that the government has allocated Rs720 billion this year under BISP, with an Rs13,500 stipend being disbursed to women in eligible families.
However, the increasing number of households below the poverty line, now estimated at 45% of the population, requires a paradigm shift.
"This is why Chairperson Senator Rubina Khalid has championed the Benazir Hunarmand Programme, a pilot project aimed at training individuals from low-income households as per market needs. After training, they will also be equipped with starter kits so they can launch small businesses or find meaningful employment," he said.
He said BISP needs KCCI's assistance in identifying the real-time demand of Karachi's industry, endorsing training institutions whose certifications are acceptable in the job market, and ensuring that those trained under the programme can integrate into industrial units with minimal friction.
"This is not just about reducing dependency on stipends, this is about creating productive citizens who can contribute to the economy," he remarked.
KCCI President Muhammad Jawed Bilwani underscored the need for strict oversight to ensure that BISP funds are used efficiently and reach only the most deserving.

The income tax on annual income of Rs1.2 million has been exempted on the PPP demand, said Bilawal Bhutto while speaking at the floor of the house. He further said that the government also agreed to the PPP's reservations about giving arrest powers to the Federal Board of Revenue. The government agreed that the arrest powers will only be limited to sales tax forgery and at the inquiry stage no arrest will be made, said Bilawal. The tax fraud will also be a bailable offense, said the PPP chairperson while announcing his party's agreement with the government on the arrest powers. Read: PPP hardens stance on 'draconian powers' for taxman The Express Tribune reported on Thursday that the PPP had refused to vote on the bill due to a the proposal to give arrest powers to the FBR. However, Deputy Prime Minister Ishaq Dar convinced PPP to withdraw the objections. Dar also told The Express Tribune that new safeguards have been added in the Finance Act to address the PPP's concerns. Bilawal said that the PPP had demanded that there should be no tax on up to Rs1m income. He said that now we are told that there will be no tax on salary of up to Rs1.2 million per annum. He said that the government also increased the BISP budget by 20% on the demand of the PPP. The government has allocated Rs716 billion for the BISP for the next fiscal year.

Listen to article Pakistan Dairy Association has offered a reduction of Rs50 per litre in milk prices, if sales tax rate is revised downwards from 18% to 5% while approving the federal budget for fiscal year 2025-26. The government's refusal to cut sales tax on packaged dairy milk in the budget has caused dismay among members of the dairy association, which has cautioned the government that its revenue collection and industry exports may go down. Tax collection on packaged dairy milk was Rs13 billion in 2023, which went significantly higher to Rs44 billion in 2024. "This is for the first time that tax hike may actually lead to a drop in tax receipts," remarked Pakistan Dairy Association Chairman Usman Zaheer, along with representatives from different dairy companies, at a press conference. He added that they had started exporting milk to the United States and Middle Eastern nations while new markets in Central Asia were also being explored. Exports of milk amounted to $15 million in 2023, which jumped up to $35 million in 2024. "We will not be able to achieve our export target of $70 million due to higher taxes," they lamented, adding that the government had agreed to reduce taxes in the budget but their proposals were not adopted. They had requested the government to slash general sales tax on dairy items (liquid and powder) from the existing 18% to 5%. The dairy association added that since the imposition of the tax in July 2024, sales volume had dropped 20% and it would continue to decline further. Reduction in sales tax to 5% from July 2025 could help volumes grow by 20%. Similarly, government revenue will rise 22% year-on-year. "The move will renew investments in farms, milk processing and exports. Lower taxes will also lead to contraction in the undocumented economy by limiting the consumption of loose milk," they stated, adding that milk prices would fall by Rs50 per litre.
