BISP, Karachi Chamber to boost skill development
"We want to establish a robust mechanism where the business community guides us on labour market needs, so we can ensure that beneficiaries of BISP receive the right training, become employable, and ultimately self-reliant," he said this while exchanging views at a meeting during his visit to KCCI on Monday.
DG BISP Sindh emphasised that 10 million families across Pakistan including 2.7 million in Sindh were benefitting from BISP but relying solely on cash stipends is not sustainable in the long term.
"With poverty continuing to rise, our approach must evolve. This partnership with KCCI can become a turning point by linking vulnerable households with economic opportunities", he noted, adding that this would not only improve individual livelihoods but also help address skilled labour shortages in Pakistan's industrial and manufacturing sectors.
Additional Secretary BISP Dr Tahir Noor elaborated that the government has allocated Rs720 billion this year under BISP, with an Rs13,500 stipend being disbursed to women in eligible families.
However, the increasing number of households below the poverty line, now estimated at 45% of the population, requires a paradigm shift.
"This is why Chairperson Senator Rubina Khalid has championed the Benazir Hunarmand Programme, a pilot project aimed at training individuals from low-income households as per market needs. After training, they will also be equipped with starter kits so they can launch small businesses or find meaningful employment," he said.
He said BISP needs KCCI's assistance in identifying the real-time demand of Karachi's industry, endorsing training institutions whose certifications are acceptable in the job market, and ensuring that those trained under the programme can integrate into industrial units with minimal friction.
"This is not just about reducing dependency on stipends, this is about creating productive citizens who can contribute to the economy," he remarked.
KCCI President Muhammad Jawed Bilwani underscored the need for strict oversight to ensure that BISP funds are used efficiently and reach only the most deserving.

A softer FY25 for APL
Attock Petroleum Limited (PSX: APL) had a slower year in FY25 after a very strong fell 25 percent year-on-year as the topline contracted 10 percent. Dividend payout for the year totalled Rs25.5 per share, including a Rs13 final. The revenue decline was driven by softer average refined petroleum prices and a weaker product mix: motor gasoline prices eased, fuel oil offtake slumped, and overall volumes stayed under pressure despite a seasonal lift late in the year. The company still benefited from a healthier fourth quarter—net sales rose double-digits quarter-on-quarter with volumes up amid Kharif sowing—yet this was not enough to offset the full-year drag. Gross profit slipped about 15 percent with the gross margin easing to 3.97 percent for FY25, reflecting muted inventory gains in a year of relatively stable international prices; that said, the fourth-quarter margin improved versus the same quarter last year on smaller inventory losses. The cost and expense mix also moved up. Operating expenses were up by roughly 13 percent year-on-year, while finance costs increased 24 percent. Finance income fell about 25 percent year-on-year as interest rates declined. A brighter spot was the share of profit from associates, helped by a better refining environment in parts of the year that provided some cushion to the core operations. Underlying volumes and market position explain much of the narrative shift. APL's total offtake is estimated at around 1.4 million tons for FY25, down 6 percent year-on-year, which pulled annual market share to about 8.8 percent from roughly 9.9 percent in FY24. The weakness was concentrated in fuel oil (down nearly 48 percent year-on-year), while ex-fuel-oil volumes grew about 2 percent. This composition change and softer retail prices translated into lower inventory gains than the prior year's peaks, capping gross profitability. APL's profits now clearly depend on interest income and inventory changes, while its falling market share shows how competitive the OMC sector is in a weak demand cycle. Even so, it ends FY25 with a solid balance sheet, steady dividendsand better contributions from associates. Govt the sentinel of minority rights: CM
Punjab Chief Minister Maryam Nawaz Sharif has said that Quaid-i-Azam's Pakistan is the homeland of all citizens who are safe and free in the country with their faith. In her message on National Minorities Day, she paid tribute to all minority communities who "always remain active for the development and prosperity of their beloved homeland". She stated that the minorities were the pride of Pakistani society. "There will be no compromise on the honour, dignity, protection and progress of minorities. The Punjab government is strictly adhering to its policy of granting the minorities complete rights for their education, development and welfare," she added. She vowed, "The Punjab government is the guardian of the rights of minorities and is fully committed to granting them their rightful share in every field of development and progress. We are moving towards a society where love, tolerance and brotherhood will be our hallmark and sole identity. Minorities are the beautiful colour of Pakistan and we will never let this colour fade." The chief minister said, "For the first time in history, Punjab has achieved the distinction and honour of introducing a 'Minority Card' for welfare." She said 50,000 citizens were being paid Rs10,500 quarterly through the cards and their number would be increased to 75,000. "Punjab attained the honour of passing the first Sikh Marriage Act 2024. Now 'Anand Karj' has been given legal status. The pending Hindu Marriage Act 2017 has been approved this year. The Punjab government is taking numerous steps to make it possible for the minority communities in the province to have easy access to education, health and employment," she added. Chief Minister Maryam Nawaz said Rs8 billion had been allocated in the current financial year in development and non-development budget of the minority communities. Grants for religious festivals of the minorities have been enhanced from Rs60 million to Rs366 million. A substantial amount has been allocated in the budget for the restoration of 40 historic gurdwaras, 25 churches and five temples. She added, "The Samadhi Maharaja Ranjit Singh in Lahore, Shri Krishna Temple in Rawalpindi and the Church of Pakistan are being rehabilitated and restored. Scholarship funds worth Rs60 million are allocated for minority students." She said training courses had been launched in Youhanabad in the first phase, through which 1,000 students would benefit. In the second phase, 10,000 students will benefit from the initiative. Baisakhi, Holi, Diwali, Christmas and Easter were celebrated in Punjab for the first time at the official level. The minorities' quota system is being implemented in letter and spirit in the province. Meanwhile, over 4,000 cases related to the minority communities have been received by the Virtual Centre for Minorities since its establishment under the Punjab Safe Cities Authority (PSCA), of which more than 3,600 cases have been resolved and over 750 FIRs registered to ensure justice. In a statement marking National Minorities Day, a PSCA spokesperson said the centre whad been launched for protecting minorities' rights and addressing their concerns effectively. The virtual centre operates through the PSCA's emergency helpline 15. Trained officers handle the complaints on a priority basis. "The PSCA remains fully committed to providing a secure and inclusive environment for all minority communities across Punjab," the spokesperson added, encouraging citizens to utilise the service for immediate police assistance and resolution of grievances. CM okays Rs100b loans for wheat farmers
Punjab Chief Minister Maryam Nawaz Sharif has directed the authorities concerned to launch a comprehensive plan to support farmers in order to increase wheat production. During a briefing, she agreed to a proposal to provide interest-free loans of Rs100 billion to farmers before wheat sowing. She directed the authorities to take measures to reduce the cost of agricultural inputs before wheat sowing in Punjab. She also ordered abundant availability of fertiliser before the sowing, and said, "Targeted subsidy should be given to small wheat farmers for relief." The chief minister said, "Timely sowing of wheat is essential for better production in Punjab." She was informed that subsidy worth Rs63 billion had been provided to farmers in Punjab in two months. Farmers obtained interest-free loans of Rs50 billion through the Kisan Card. She noted, "A subsidy of Rs13 billion was given under the Chief Minister's Wheat Support Programme, and the use of fertilisers, especially DAP, has increased in Punjab due to the Kisan Card Project." She vowed that the government would provide full support to wheat farmers. Chief Minister Maryam Nawaz said on the occasion, "Punjab's farmers receive the best facilities and government support."
