CM Siddaramaiah highlights lack of social, educational data in Centre's census, justifies state's new survey
KARNATAKA: Karnataka Chief Minister Siddaramaiah on Monday stated that to ensure social justice, it is essential to understand the social and economic conditions of the people.

He emphasised that a fresh survey is necessary for this purpose and further underlined that the Union Government is not conducting a social, economic, and educational survey.
Speaking to reporters in Davanagere, the Chief Minister said the Union Government is conducting the Census from 2027 but has not indicated that it will conduct a social, educational, and economic survey.
"What we are doing is a social, educational, and economic survey, which also includes a caste census," he clarified.
CM Siddaramaiah added, "We have no objection to the Union Government conducting the census. However, there is a difference between our survey and theirs regarding the social, educational, and economic aspects."
Objections were raised by both the general and weaker sections of society regarding the caste census report. Most importantly, Section 11(1) of the Karnataka Scheduled Castes and Scheduled Tribes (Prohibition of Transfer of Certain Lands) Act mandates a re-survey after 10 years of the previous report, CM Siddaramaiah clarified.
He stated that the current re-survey is being undertaken based on this provision.
Minister for Social Welfare H.C. Mahadevappa stated in Bengaluru that a caste census is necessary for delivering good administration, but the BJP has never undertaken such an exercise.
He added that the BJP, which has been ruling at the Centre for the last two terms, has not bothered to conduct a caste census, implying that what was needed has not been done at all.

"Every day, the population of the country is increasing, and measures to control the population need to be undertaken. The number of constituencies should not be increased on the basis of population," he stated.
Senior Congress MLA, Laxman Savadi stated in Bengaluru that to address the shortcomings of the caste census, the state government is undertaking a fresh survey.
According to Savadi, a few communities had opposed the caste census report, and to address this, the Congress high command had spoken to the Chief Minister, leading to the announcement of a fresh survey. He believes this new survey will rectify the lapses in the older one.
Savadi further added, "This would help us. Let the central government also carry out a caste census; our caste census will help to analyse facts."

Chhatrapati Sambhajinagar: Bombay high court's Aurangabad bench has dismissed BJP leader and former minister of state for defence Subhash Bhamre's election petition that Congress nominee Shobha Bachchav's election as MP from Dhule Parliamentary Constituency in Nashik district in the 2024 Lok Sabha polls be set aside on the grounds of irregularities. The court allowed Bachchav's application in the same matter seeking dismissal of Bhamre's election petition. Bhamre polled over 5.80 lakh votes as against over 5.83 lakh votes polled by Bachchav. The victory margin was over 3,800 votes. Of the six assembly segments that fall in Dhule Parliamentary Constituency, Bhamre focused his election petition on the polling in Malegaon Central segment from where he could muster only 4,542 votes as against over 1.98 votes polled by Bachchav. Bhamre contended that a large number of votes were cast in the name of dead voters, who continued to figure in the electoral roll, and multiple votes were cast in the name of same people in different booths. All these votes were cast in favour of the winning candidate, he contended. "By merely having names of dead people on the electoral roll this court will not presume that votes are cast in their names. The polling agents in the booth are aware of the votes cast by people and an affidavit of polling agents present in the polling station stating that votes are cast against dead persons would at least indicate that voting has taken place against the name of dead persons," the bench said while pointing out that there was no affidavit by polling agents that they have noticed votes being cast in the name of dead people or that the polling agent had raised objection to the casting of votes in the name of dead people. The bench cited provisions under the Conduct of Elections Rules, 1961 relating to appointment of polling agents and safeguards against impersonation, and ruled, "Presently, there is no material before the court to indicate that large number of persons have cast votes against the names of dead people so as to materially affect the election and this court would not enter into inquiry of the same." "In the election petition, the pleadings have to be precise, specific and unambiguous. If the allegations contained in Election Petition do not set out grounds as contemplated in Section 100 and do not conform to the requirement of Section 81 and 83 of the Act, the Election Petition is liable to be rejected Under Order VII, Rule 11 of Code of Civil Procedure," the bench held.

Cong reserves 50% tickets for youth in Raj local polls
Jaipur: In a significant move towards youth empowerment, the Rajasthan Pradesh Congress Committee (RPCC) has announced that 50% of its tickets for upcoming local body elections will be reserved for candidates under 50 years of age. The initiative, which aligns with the party's 2022 Udaipur Declaration, will be implemented in the urban body and Panchayati Raj elections scheduled for 2025 and 2026, respectively. This marks the first major implementation of the declaration's proposal to allocate half of the party tickets to younger members. "This decision reflects our commitment to recognising grassroots leadership and empowering the next generation," said Dotasra. "Inputs from mandal, block and district presidents will play a major role in the ticket distribution process," he said. BCC discusses action against Tilakwadi Club and Vega Funmobile
Belagavi: Heated discussions marked the Belagavi City Corporation (BCC) council meeting on Tuesday, as several corporators accused BCC officials — including the law officer — of indirectly helping the management of Tilakwadi Club, which is under fire for violating lease terms. Deputy commissioner (Revenue) Reshma Talikoti, informed the council that the club breached lease conditions by operating a bar, restaurant, and other commercial activities, which were not permitted. As a result, the commissioner's court ordered the cancellation of the lease in May. A caveat related to the case was also filed in court. Talikoti explained that as per the Karnataka Public Premises (Eviction of Unauthorised Occupants) Act, three notices must be served before initiating eviction proceedings. The first notice period expired on June 13, and subsequent notices will follow. However, the club management obtained a court stay against the show-cause notice, temporarily halting the eviction. Corporators advocate Hanumant Kongali and Ramesh Sontakki criticised officials for failing to file a caveat before serving the show-cause notice.
