Harwinder Singh alias Rinda Sandhu and Lakhbir Singh alias Landa of BKI plotted with US-based terrorist Goldy Brar to unleash violence in Haryana and neighbouring regions, NIA said in a chargesheet against five accused.
"The attack, perpetrated by members and cadres of the proscribed BKI terror outfit, took place on 10th Dec 2024," NIA said.
Blasts outside city restobars BKI bid to spark communal unrest, says NIA
"The attack, perpetrated by members and cadres of the proscribed BKI terror outfit, took place on December 10, 2024.
The investigation later revealed that the deep-rooted terror conspiracy was hatched by Goldy Brar and his associates," nia said in its chargesheet.
According to NIA's investigation, the terror-gangster syndicate is actively involved in extorting money, raising funds, procuring explosives and arms & ammunition, and promoting terror amongst common people to threaten the integrity, security (including economic security) and sovereignty of the country.
NIA's first chargesheet is against five accused, including designated terrorist Satinderjit Singh aka Goldy Brar, Sachin Taliyan, the man who detonated the crude bombs and was nabbed from the spot, and two other aides named Ankit and Bhawish.
NIA has also named Brar's close aide and US-based gangster Randeep Singh alias Malik, who was also involved in the case of murder of businessman Nadir Shah in south Delhi last year.

The chargesheet has been filed under various sections of BNS, Arms Act, Explosives Substance Act and the stringent UAPA. Barring Brar and Malik, all others have been arrested in the case, NIA said.
Last December, two low-intensity explosions were reported outside restobars in Sector 29. There were no casualties in the incident. A scooter was charred and a bar's signboard was damaged in the detonation, which was carried out at 5.15am.
Taliyan was found in an inebriated state. He planned to throw more 'sutli bombs' two more but was nabbed by police.
Brar had gone to Canada on a student visa in 2017 and got involved in the gang's operation. After his cousin Gurlal was killed outside a nightclub in Chandigarh in 2020, he rose through the ranks due to his proximity with Lawrence Bishnoi and began targeting his rivals aggressively.
Brar, who is accused of orchestrating the killing of Punjabi pop singer Sidhu Moosewala in 2022, remained in Canada till 2023 but then fled to America.
Sources said that he used a fake identity to enter the US territory that year as the Canadian Police escalated its crackdown on Indian gangs and Brar feared retaliation from his rivals.
Last year in June, the NIA had announced a reward of Rs 10 lakh for Brar and his associate Gurpreet Rajpura in the case of extortion and firing at the house of a businessman in Chandigarh.
