Lanka Dinakar calls for coordinated efforts to achieve Viksit Bharat, Swarnandhra goals

Twenty Point Programme Implementation Committee Chairperson Lanka Dinakar urged the district officials to work in coordination across departments to help realise the national vision of Viksit Bharat 2047 and Andhra Pradesh's Swarnandhra 2047 goal. He was addressing a review meeting held in Bapatla on Tuesday, where Collector J. Venkata Murali directed officials to act on Dinakar's suggestions.
The review covered centrally-sponsored schemes and infrastructure projects. Emphasising grassroots-level transformation, Dinakar said departmental coordination was vital to overcome challenges and develop Bapatla as a model district.
The MGNREGS was a key focus. In 2024–25, the district generated 67.4 lakh person-days (103.69% of the target). Yet, material component spending remained at ₹90 crore against a possible ₹110 crore. Dinakar called for scrutiny of the last five years' spending, especially on assets created and alleged irregularities. He demanded an increase in average daily wages from ₹278 to the entitled ₹300, and stressed full utilisation of the 100-day entitlement per family.
The Jal Jeevan Mission faced criticism for poor planning and lack of long-term water sources between 2019–24 during YSR Congress Party (YSRCP) governance in the State. Of the 1,420 projects initiated, only 325 were completed. Of the 3.65 lakh rural households, only 1.49 lakh have connection to tap water, and many do not even receive supply. Meanwhile, revised costs now amount to ₹3,200 crore.
Other schemes reviewed include PMAY, with 11,968 houses yet to be started, AMRUT 2.0, PMGSY, Lakpati and Drone Didis, PM Suryaghar, and PM Vishwakarma. With regard to agriculture, officials discussed PM-KUSUM, PMFBY, PM-KISAN, which benefited 1.42 lakh farmers, and the supply of 6.17 lakh metric tonnes of urea between 2021–24.
Dinakar also reviewed rural connectivity, organic farming, solar installations, and the implementation of PM SAVNidhi and NFSA. He emphasised strict monitoring and timely corrective actions to ensure effective implementation and outcomes.

'Goa will be the first state to submit an eco-sensitive zone plan to the Centre. We are working on sustainable development; there is no haphazard management,' said Sawant at the regional rural workshop for the Pradhan Mantri Awaas Yojana (Gramin). Sawant said that Goa govt is formulating schemes so that even people from the OBC and economically weaker sections can get proper houses in Goa. 'Under the PMAY, we have just 250 beneficiaries. Of those more than 240 houses were already built. But there is a need to conduct a fresh survey under this scheme,' said Sawant. He said that some of the prospective beneficiaries migrated to other states, while there are some people who did not qualify for the scheme even though they required houses. 'There are some people who are living in a joint family, and they cannot benefit from these schemes. We need to expand this scheme, extend the benefits, but these people must settle in the villages and not in the towns,' said Sawant. Millions lifted out of poverty According to the World Bank's Spring 2025 Poverty and Equity Brief, India's extreme poverty has plummeted to 5.3% in 2022–23, down from 27.1% in 2011–12. That translates to over 269 million people moving out of poverty, with 172 million of them crossing the international $2.15/day poverty line. Economic growth, expanded access to electricity, sanitation, housing and targeted welfare programs all contributed to this decline, making it one of the most major poverty reduction achievements globally in recent decades. STORY CONTINUES BELOW THIS AD Financial inclusion as a catalyst for grassroots growth By extending access to affordable financial services, India has taken decisive steps toward bridging its credit and development gap. Financial inclusion empowers people, especially in rural areas with access to savings, credit, insurance and pensions. This not only encourages entrepreneurship among women and small businesses but also strengthens inclusive economic growth by spreading the benefits to the lowest-income groups. Around 88 lakh beneficiaries of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Tamil Nadu have to be accommodated, as of now, within the reduced labour budget of 12 crore person-days during 2025-26. The State government had originally proposed 35 crore person-days, adopting a 'bottom-up' approach from village panchayats. Centre's nod However, the Department of Rural Development and Panchayat Raj is optimistic of the Union government's approval for an increase in the labour budget for the State in the course of the current year. The reason is not far to seek. During 2024-25 too, Tamil Nadu was allotted only 20 crore person-days. Eventually, the Centre gave approval for around 10 crore more person-days, taking the total number of person-days generated to 30.61 crore. Delay in wages Early this year, the delay in the payments of wages made the headlines, prompting Chief Minister M.K. Stalin to take exception. As the MGNREGS is a Central government scheme, the Union government bears the entire wage for unskilled labour. Out of a total unskilled wage expenditure of ₹8,375 crore during 2024-25, the beneficiaries have been paid ₹8,347 crore. A sum of ₹28 crore is yet to be released by the MoRD. As for the current year, ₹122 crore has been paid to the beneficiaries in wages and ₹170 crore is yet to be credited into their accounts, and it will be done shortly, the official points out, adding that the actual sanction has been taken for ₹944.56 crore. On Wednesday, the Tamil Nadu government notified the revised schedule of wage, which has been increased from ₹319 to ₹336. The workload has been increased proportionately, according to an order issued by the State Department of Rural Development and Panchayat Raj.
