Gabriela urges proclamation as winning party-list group for Eleksyon 2025

Gabriela Women's Party on Wednesday filed an appeal letter to the Commission on Elections (Comelec) urging it be proclaimed as one of the winning party-list groups in Eleksyon 2025.
On Wednesday, members of the women' s organization staged a rally outside the Comelec main office in Intramuros, Manila and to submit consolidated letters of appeal from marginalized sectors including solo parents, LGBTQIA+, and child rights advocates to call for the disqualification of Duterte Youth with finality and for the proclamation of Gabriela.
'We urge you to consider our appeal for genuine representation, especially for marginalized sectors like the vast majority of impoverished women in the country,' Gabriela said in its letter to the poll body.
The group appealed to the Comelec 'to proclaim the most consistent champion of women's and people's rights in Congress- the Gabriela Party-list.'
Gabriela ranked 55th in the recent May polls, garnering 256,609 votes.
Duterte Youth
Meanwhile, the Duterte Youth party-list filed a motion for reconsideration (MR) with the Comelec en banc seeking to reverse the poll body division ruling and to proclaim them as one of the winning party-lists in the recent polls.
In a motion dated June 20, the party-list said the Comelec Second Division 'gravely erred' when it ruled the registration of the Duterte Youth is void ab initio, or void from the beginning, when it failed to comply with the constitutional requirements of publication and hearing of their registration.
'The Party-List System Act, specifically Sec. 5 of RA 7941 orders that the Comelec, not the party-list applicant, to publish the petition for registration in two national newspapers of general circulation and shall resolve the petition within 15 days from the date it was submitted for resolution,' the motion read.
The Comelec Second Division last week cancelled the registration of the Duterte Youth Party-list based on a 2019 petition that sought to nullify its registration after it failed to comply with the constitutional requirement of publication and hearing. However, the decision is not yet final and executory.

The party-list also argued the group's past action in compliance with the laws, rules, and regulations, 'cannot be translated or construed as a mockery of the electoral processes or to bring it into disrepute' as the petitioners failed to submit evidence to support their claims.
'Despite [the] presence of several factual issues, the petitioners did not present any testimonial evidence and submitted the case for resolution on the basis of what has been marked and for the Comelec to rule only on the basis of facts which were undisputed by the parties,' the motion added. —RF, GMA Integrated News

The Commission on Elections (Comelec) will recommend the lifting of its control over Buluan, Maguindanao del Sur and Datu Odin Sinsuat, Maguindanao del Norte for the 2025 Bangsamoro parliamentary elections, poll chief George Erwin Garcia said Wednesday. Garcia made the remarks as the election period and the implementation of gun ban for the first-ever parliamentary polls start on Thursday, August 14, 2025, until October 28, 2025. 'In the meantime, ang sabi ng ating Commissioner-in-charge Aimee Ferolino, sa pagsisimula [ng campaign period] ire-rekomenda muna ang pagli-lift,' Garcia told reporters. 'Wala muna tayong ilalagay under Comelec control,' he said. (Comelec commissioner Aimee Ferolino, commissioner-in-charge, said we will recommend the lifting of control over Buluan and Datu Odin Sinsuat once the campaign period starts. We will not place any area under Comelec control.) The poll body previously placed the Buluan and Datu Odin Sinsuat towns under Comelec control amid an increase in incidents of election-related violence in the areas ahead of the recent May elections. Under Comelec control, the poll body will have immediate and direct control and supervision over national and local officials and employees. It will also have full control and supervision over all national and local law enforcement agencies. Elections preparations Meanwhile, Garcia said the Comelec is continuing its preparation for the BARMM elections as they started setting up checkpoints and coordinating with the police and military to ensure public safety during the campaign period. He also said the poll body is yet to declare any areas in the Bangsamoro as an election hotspot. Garcia further said the Comelec will call for an 'extremely urgent' meeting with the seven accredited Bangsamoro regional parties and election watchdogs next week to discuss the 'none of the above' option in the ballots. 'Paano kung none of the above ay nakakuha ng more than 50% ng boto sa bawat position whether sa parliamentary district o sa political parties? Ano ang implication nito?,' he said. (If the none of above options garnered more than 50% in any position whether for parliamentary districto or political parties, what will be the implications?) 'Kinakailangan namin pag-usapan yan sapagkat lumalabas po wala yung mga kasagutan sa mismong Election namin na pag ginawa namin ang guidelines patungkol sa pagsagot ng implication ng none of the above, dapat alam ng mga political parties ang aming predicament at parte sila ng solution,' said Garcia. (We need to discuss because the answer was not indicated in the Election Code. We want that if we establish the guidelines, the political parties know our predicament and are part of the solution.) He added: 'Tatandaan po ng lahat, ang position ng Comelec at maaaring position din ng parliamentary na gumawa nito, na ang 'none of the above' ay isang kandidato by itself'. (We would like to remind the public that based on our position, and maybe the parliament too, the 'none of the above' is a candidate by itself.) BARMM polls The Bangsamoro polls was reset from May 12 to October 13, 2025 after President Ferdinand Marcos, Jr. in February signed into law the measure postponing the first-ever parliamentary elections. The suspension came months after the Supreme Court (SC), in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024. The SC ruling necessitated the redistribution of the seven vacated seats originally allocated to Sulu under the Bangsamoro Electoral Code. According to a statement, the SC ruled that the findings of the poll body were supported by substantial evidence. Seeking to remove doubts about the legality of the Commission on Elections' (Comelec) ruling, the Supreme Court (SC) on Tuesday announced that it upheld the disqualification of Matt Erwin Florido as representative of Quezon Province due to alleged vote buying. According to a statement, the SC ruled that the findings of the poll body were supported by substantial evidence. This stemmed from a complaint filed by registered voters and residents of Buenavista, alleging that Florido's camp distributed P1,000 bills along with free food, shirts, and transportation during a gathering on April 5 and 6. In his petition with the SC, Florido said that Comelec committed grave abuse of discretion and argued that the event was only for his campaign volunteers. The SC, however, noted that the event was not exclusive to campaign staff. It said that the event was clearly intended to gain electoral support. Aside from this, the SC said the distribution of cash and other items were not properly documented or liquidated. 'The SC emphasized that the lack of receipts, logbooks, or other records indicated that the funds were used to influence voters — constituting vote-buying under the Omnibus Election Code,' it said in a statement. According to the High Court, Florido's presence at the event also showed his knowledge and implied his approval. 'Although Florido ultimately lost in the 2025 elections, the SC still resolved the case to remove any doubts about the legality of the COMELEC's decision,' it said. — BAP, GMA Integrated News

Marcos to DPWH: Study work on watershed containment in Sierra Madre

President Ferdinand ''Bongbong'' Marcos Jr. tasked the Department of Public Works and Highways (DPWH) to explore the possibility of constructing additional containment structures for watersheds in the Sierra Madre area, Secretary Manny Bonoan said Monday. Speaking to reporters, Bonoan said this move aims to mitigate flooding and minimize environmental damage. 'In the meantime, the President has instructed us to look into possible containment structures of watersheds of Sierra Madre. Pag-aaralan namin kung ano ang mga pwedeng gagawin namin,' Bonoan said. Bonoan added that the DPWH would conduct feasibility studies and may seek funding assistance from the Japanese government for the proposed initiative. Marcos earlier visited Marikina City to inspect the Pasig-Marikina River Channel Improvement Project (PMRCIP) at the Marikina Bridge Under Loop in Barangay Santo Niño. The project aims to improve the natural drainage system of Metro Manila to mitigate flooding. Bonoan said the completion of Phase IV of the PMRCIP would enhance flood mitigation measures in Marikina, Montalban, and Metro Manila. The agency is also completing work on the Marikina Control Gate Structure (MCGS). — RF, GMA Integrated News
