
Marcos orders PNP to ensure reliable response for new 911 emergency system
Speaking during the 124th Police Service Anniversary, Marcos highlighted that the revitalized Emergency 911 Hotline has already handled thousands of calls, ranging from police assistance to search and rescue operations.
'However, the challenge now is to ensure that—rain or shine, during ordinary days and more so, in times of crisis—there are people who will be ready to answer our people's call for help,' Marcos said. 'This is how we rebuild the trust that the police will come no matter what time, no matter what the circumstance is, they will arrive.'
He added, 'We owe our people a system that they can rely on.'
The new 9-1-1 system, provided by a technology firm that won a contract worth over P1.4 billion, includes features such as caller location detection, according to the police.
Earlier, Interior and Local Government Secretary Jonvic Remulla urged local government units to pass ordinances penalizing prank callers to the national emergency hotline.

Marcos' proposed 2026 travel budget tops ₱1 billion despite cut from previous year
The proposed budget for President Ferdinand Marcos Jr.'s local and foreign trips in 2026 has decreased from the previous year but remains above ₱1 billion. According to the 2026 National Expenditure Program, the Office of the President (OP) is seeking ₱1.018 billion for local and foreign missions and state visits—21 percent lower than the ₱1.2 billion allocated in 2025. The allocation is expected to pass as part of the 2026 General Appropriations Act, with lawmakers traditionally granting the OP's budget requests under parliamentary courtesy. Asked about the amount, Palace press officer Undersecretary Claire Castro said that the President regularly visits communities to monitor the situation during calamities and assess security conditions. 'You can also see the President's frequent travels as he encourages other countries to invest in our country,' Castro added. If enacted, Marcos' budget for local and foreign travel from 2023 to 2026 will total ₱4.6 billion—surpassing the ₱4 billion spent during former President Rodrigo Duterte's six-year term from 2017 to 2022. Marcos' most recent foreign trip was a state visit to India from Aug. 4 to 8, his 36th overseas trip since assuming office in 2022.

Malacañang defends P10-B confidential and intelligence fund request
Malacañang defended the Office of the President's request for confidential and intelligence funds (CIF), saying President Ferdinand 'Bongbong' Marcos Jr. needs the allocations as the chief architect of the country's security and foreign policy. Palace Press Officer Undersecretary Atty. Claire Castro said the request, approved by the Department of Budget and Management, is necessary for the President's duties as commander-in-chief. 'Ang tandaan po natin, ang confidential funds o ang pera ay hindi naman masama kung ginagamit sa tama. Ang confidential funds or pondo ay nagiging masama kung ginagamit ng isang corrupt iyon lang naman po,' Castro said. The Marcos administration is proposing over P10 billion in CIF under the Fiscal Year 2026 P6.793-trillion National Expenditure Program. The Department of Budget and Management said the Office of the President would get the highest CIF allocation at P4.5 billion, followed by the Department of National Defense with P1.848 billion. Confidential funds cover sensitive government operations, including surveillance, while intelligence funds are intended for intelligence-gathering by the military, uniformed personnel, and other agencies tasked with ensuring national security.

Marcos open to Con-Con if It closes charter loopholes — Palace
President Ferdinand 'Bongbong' Marcos Jr. is open to amending the 1987 Constitution through a constitutional convention (Con-con) if it would clarify vague provisions and close existing loopholes, Malacañang said. Palace Press Officer Undersecretary Atty. Claire Castro said the President will wait for the details before making a definitive position but will not oppose changes that strengthen the Charter. 'Kung ito naman po ay ikagaganda at ikaliliwanag para hindi na mabutasan ang anumang mga probisyon dito sa Constitution ay hindi naman po ito tututulan ng Pangulo,' Castro said during a Palace briefing. Her remarks followed calls from Antipolo City Rep. and Deputy Speaker Ronaldo Puno to convene a Con-con, which he described as the 'most prudent, transparent, and participatory mechanism' for Charter change. Under the process, the public elects delegates to propose amendments, which must then be ratified in a plebiscite. Puno cited provisions that he said suffer from ambiguity, including Article 11, Section 3.4 on the Accountability of Public Officials. The provision states that if at least one-third of House members endorse an impeachment complaint, 'trial by the Senate shall forthwith proceed.' He argued that the term forthwith has been repeatedly delayed, sidestepped, or reinterpreted by the Senate, as seen in the impeachment case against the Vice President transmitted on February 5.
