Revenue employees should win public confidence through sincerity and service-mindedness, says official
A massive rally and formal celebrations were held at the NTR District Collectorate and the State Revenue Bhavan in Vijayawada, attended by the Revenue Department officials and dignitaries. 'Public service is our foremost duty.' was the message of the day that resonated across the State. The revenue employees resolved to uphold the department's credibility and strengthen its image as a trustworthy institution in the eyes of the public.
Addressing the gathering, Special Chief Secretary (Revenue) and Chief Commissioner of Land Administration Gopal Ratnam Jayalakshmi said that her father served in the Revenue Department, and she grew up witnessing his sense of duty. Revenue staff are like the mothers of the State's administration—quietly but effectively serving the people's needs. But just as times change, so must our approach. The work of revenue employees is a direct reflection of governance quality. The revenue employees have to win public confidence through sincerity and service-mindedness, she said.
Three guiding principles
Ms. Jayalakshmi emphasised that three guiding principles for every revenue officer were pride – feeling proud that the public's issues are resolved through the Revenue Department. Culture – maintaining polite and respectful behaviour with citizens, and performance – ensuring speedy and transparent disposal of petitions.
A.P. Revenue Services Association State president Bopparaju Venkateswarlu said that Revenue Day is not just a celebratory occasion but a moment for self-assessment. 'It is a day to reaffirm our commitment to provide faster, more transparent and responsible services to the people,' he said.

Therefore, Revenue Department officials in Tumakuru should be honoured with a 'Special Service Medal' in recognition of their 'meritorious service'...' This is how NK Lalithambika, 89-year-old widow of a freedom fighter from Tumakuru district, complained to Upa Lokayukta Justice B Veerappa against the state authorities, who she alleged neither handed over the possession of a 4-acre 'hillock' land granted to her husband in 1969 nor allotted any alternative land, under the Freedom Fighters Quota. The tragic part is that, after her husband TS Virupakshappa died, Lalithambika has been fighting for the possession of the land for 39 years, which is more than the period her husband fought for freedom. The land was allotted in Survey No. 26, Plot No. 7 at Vaddarahalli village in Tumakuru taluk in 1969. Disheartened by her battle, Justice Veerappa wrote to the Revenue Minister in the first week of August, stating that the land allotted was a 'hillock' that was unfit for cultivation. Even if it is considered, neither the possession of the said land was handed over, nor was an alternative land allotted to the elderly lady.

HC dismisses plea challenging Bescom's smart meter mandate
Bengaluru: The Karnataka High Court has dismissed a writ petition questioning the compulsory installation of smart meters by the Bangalore Electricity Supply Company (Bescom). After several rounds of hearings, Justice M. Nagaprasanna's single-judge bench delivered its final order, rejecting the petition filed by Jayalakshmi and P.M. Harish. The court noted that the Advocate General had already given an assurance that old meters would not be forcibly replaced. Furthermore, a Public Interest Litigation (PIL) raising the same issues is currently pending before a divisional bench. Since the PIL contains the same grounds as the writ petition, the single-judge bench held it inappropriate to decide the matter separately. The case originated when Jayalakshmi, a resident of TB Narayanappa Layout in Doddaballapur, applied to upgrade the power connection in her newly constructed house from single-phase to three-phase. Bescom officials insisted she install a smart meter, issuing her a written notice. Challenging this, she moved the High Court, alleging the mandate was arbitrary. During earlier hearings, the court had temporarily stayed the installation and sharply questioned the state's rationale for the policy. Justice Nagaprasanna had asked government counsel whether free power schemes were being used as a justification and, if so, how poor consumers would be protected. The bench had also issued notice to Bescom's counsel to respond to the objections. With today's order, the writ petition stands dismissed, and the matter will now be addressed through the ongoing PIL. The decision effectively means that, while smart meters remain part of Bescom's plan, their compulsory imposition on existing consumers is not legally sanctioned at this stage — pending the outcome of the larger PIL proceedings.

Odisha Minister urges striking District Revenue employees to return to work
Bhubaneswar: Odisha Revenue Minister Suresh Pujari on Wednesday appealed to the District Revenue Ministerial Employees to call off their mass leave strike and return to their work immediately. The minister noted that the Additional Chief Secretary (ACS) of the Revenue Department has directed all Collectors to reject leave applications, treat absences as unauthorised, and enforce the "No Work, No Pay" rule. Minister Pujari warned that if employees do not return to duty, their roles could be abolished, and the Revenue Department may consider modifying its software to reduce dependency on them. The government appealed to employees to resume work immediately to ensure that poor citizens are not deprived of revenue services. Revenue Minister Pujari said that in a democratic setup, strikes should be the last resort and dialogue is always the best way forward. The proposal for restructuring the revenue employees' cadre has already been sent to the General Administration (GA) Department for a final decision. He cautioned that mass leave is not a healthy sign, as it deprives the people of Odisha of essential revenue services. Over 10,000 revenue ministerial employees across all 30 districts have been on mass leave since Monday over a charter of 10 demands. The employees alleged that they had earlier staged a protest wearing black badges in July. The state government had then assured them that their demands would be fulfilled within a month. Their demands include restructuring the revenue employees' cadre, an increase in the initial pay, health insurance of Rs 20 lakh, 100 per cent promotion in Odisha Revenue Service for the Revenue Ministerial Employees, among others. Earlier, the Revenue Department ACS Deoranajan Kumar Singh directed the District Collectors to issue show-cause notices against those absent without authorisation. The salaries of the employees will be withheld for the period of unauthorised absence. The unauthorised leave period will also be treated as a break in service and recorded in the service book. Singh also stated that the non-availability of field-level revenue personnel has disrupted key public services in the state and caused significant inconvenience to the public.
