In H1 2025, we achieved AED 14.6 billion in revenue, AED 7.0 billion in EBITDA, and AED 2.9 billion in net profit - marking growth of 6.9%, 5.3%, and 13.2% respectively. Operating cash flow reached a record AED 9.2 billion, up 61.3% year-on-year. Also, we approved a dividend of AED 3.1 billion for H1, 2025, which is payable in October, 2025. To date we have invested over AED 230 billion in state-of-the-art infrastructure. Our results demonstrate the resilience of our model and the ability to generate strong returns while advancing Dubai's sustainable development. Looking ahead, we expect consistent value creation for our stakeholders, supported by Dubai's economic growth, our robust business model and our sector leading operational benchmarks that are acknowledged to be No 1 globally.' added Al Tayer.
Financial performance summary
DEWA delivered a record financial and operational performance for the six months ended 30 June 2025. Revenue rose by 6.9% year-on-year to AED 14.6 billion, driven by continued growth in electricity and water demand, as well as steady expansion in district cooling through Empower. EBITDA increased by 5.3% to AED 7.0 billion, supported by improved operating efficiencies and effective cost control across core segments, highlighting the Group's strong underlying profitability. Net profit for the period grew 13.2% to AED 2.90 billion, reflecting higher operating income, and decline in net finance costs by 15.45% compared to the same period in the previous year.
Capital expenditure during the period totalled AED 4.6 billion, covering investment in generation capacity, transmission networks and district cooling infrastructure.
DEWA expects stronger revenue and profit contribution in the second half of the year, considering the seasonal pattern of our business. The Group remains focused on delivering long-term growth through strategic investments in clean energy, digital infrastructure, and water desalination, in alignment with Dubai's Green Economy vision.

Operating performance summary
In the second quarter of 2025, DEWA's total energy generation Including Energy import from IPPs soared to a high of 16.9 TWh marking a 10.88% increase from the 15.3 TWh recorded during the second quarter of 2024. Notably, DEWA generated 3.3 TWh of clean energy during the quarter. This clean energy accounted for 19.46% of the total energy generated in Q2, 2025. DEWA is committed to using clean energy to maintain a sustainable generation mix to meet the consistently growing demand. In addition, DEWA delivered 2.18 TWh from Hassyan power plant and 11.46 TWh from its remaining generation portfolio during the second quarter of 2025.
DEWA experienced a 2.95% increase in its quarterly peak power demand compared to Q2, 2024, reaching 10.545 GW. The quarterly gross heat rate of 7,693 BTU/kWh achieved, represents a stellar 7.01% improvement over the same period from the previous year. Collectively, these achievements highlight the company's unwavering commitment to delivering operational excellence while facing very strong top line demand.
DEWA's total desalinated water production in the second quarter of 2025 grew by 9.55% compared to the previous year, reaching a record of 40.78 billion Imperial Gallons (BIG). The peak daily desalinated water demand reached 475 MIG which is a 5.87% increase over the same period of the previous year.
At the end of the second quarter of 2025, DEWA served 1,292,487 customer accounts, representing a 4.81% increase in customer accounts from the same period in the last year.

In the second quarter of 2025, DEWA commissioned two 132 kV substations, and four hundred and eighty three 11kV substations. By the end of the first half of 2025, the company's system installed generation capacity reached 17.979 GW with 3.860 GW of this capacity representing renewable energy.

By the end of 2030, DEWA plans to have total installed power generation capacity of 22 GW and 735 MIGD of desalinated water. Of this 22 GW, around 7.5 GW will be from renewable sources, representing 34% and out of 735 MIGD water production capacity, 308 MIGD will be using reverse osmosis technology utilizing renewable energy.
Corporate Actions: Dividends & Dividend policy
As per DEWA's dividend policy, the Company expects to pay a minimum annual dividend of AED 6.2 billion in the first five years starting October 2022. The dividends are paid semi-annually in April and October. On 10th April 2025, DEWA distributed AED 3.1 billion as dividend for H2, 2024 to its shareholders, based on a record date of 3rd April 2025. For H1, 2025, DEWA has sought and received approvals to distribute AED 3.1 billion to its shareholders based on a record date of 17th October, 2025.

Dubai's real estate market recorded 4,049 new activities in the first half of this year, reflecting the emirate's growing appeal as a leading investment destination and the wide range of opportunities it offers investors and service providers in the sector. This growth has been enabled by an advanced regulatory framework that promotes the smooth conduct of real estate activities and strengthens market transparency. A key element of this framework is the Dubai Land Department's 'Trakheesi System,' the official platform for registering and activating a broad range of core sector activities. Registration in the Trakheesi System is mandatory to activate several types of real estate activities, including real estate brokerage for buying and selling properties, leasing brokerage, property management supervision services, valuation services, buying and selling land and real estate, management of jointly owned properties, real estate consultancy, mortgage brokerage, and mortgage advisory services. Pre-approval from the Trakheesi System is also required for conducting certain other types of real estate activities, such as real estate development, leasing and property management services for private and third-party properties, as well as activities of real estate service trustees and real estate promotion trustees. Real estate brokerage services for property sales topped the list of activities, with 2,301 recorded, followed by leasing brokerage services, accounting for 1,279 activities, reflecting the sector's expanding broker network and its vital role in meeting the needs of both tenants and property owners. A further 273 activities were registered for land and property trading. One of the key elements in the global trade wars has been the rare earths sector, which play a critical role in fostering industrial development linked to renewable energy systems, electric vehicles and defence applications. As the UAE progresses towards its ambitious economic diversification agenda, the country is exploring ways to localize elements of the rare earths supply chain. Given local deposits in the UAE are limited, the country is focusing on the midstream processing and logistics, assisted by trade partnerships. This move is part of a larger strategy to establish a strong presence in the midstream supply chain, benefitting from the UAE's geopolitical neutrality and sovereign wealth fund power, which could help reduce global rare earth reliance on China, experts say. In this regard, there is interest in establishing trade and processing hubs in the country, and freezones such as Khalifa Economic Zones Abu Dhabi (Kezad) are prime locations for such activities in the emirate. With a business friendly environment, excellent logistics, infrastructure and global connectivity, establishing a rare earths hub in the country would help mitigate some of the geopolitical tensions between China and the West. 'Rare earth refining is mostly concentrated in China today, with parallel supply chains being developed elsewhere (e.g. Australia) as a means to reduce that market concentration. The UAE, could position itself as a natural bridge between miners in Africa and Asia and Western technology and manufacturing firms, supported by sovereign wealth funds that invest in mining assets abroad. Furthermore, establishing industrial activity in Kezad tied to rare earths (e.g. processing) would boost local advanced manufacturing (e.g. electric vehicles) which heavily rely on rare earths such as neodymium for magnets,' Alexios Zachariadis, Partner at Deloitte Middle East, told Khaleej Times. The UAE's 'Make it in the Emirates' and Operation 300bn initiatives promote local manufacturing of elements reliant on rare earths, such as electric vehicle components (e.g. magnets, batteries), renewable energy systems (e.g. wind turbines) and high-tech industries (e.g. drones, defense technologies). 'Investing in rare earths processing alone could enable the country to add value to imported raw materials and export technology products which are in high demand, but also further scale up the UAE's domestic renewable energy projects,' Zachariadis said. COP28 emphasized the role of critical minerals for the energy transition. 'Post-COP28, the UAE is leveraging its Brics membership to secure upstream rare earth supplies, whilst at the same time positioning itself as an alternative trading hub, vying to attract Western and Asian companies seeking to de-risk global supply chains which have been affected by geopolitical tensions and trade barriers. It is however important to balance environmental concerns with industrial growth,' Zachariadis said. Nations across the GCC are pursing aggressive strategies to reduce reliance on hydrocarbons, with a growing emphasis on mining as a potential sector to generate new revenue streams. 'The GCC could become a key supplier of critical minerals required for the global energy transition, competing with Latin America, Africa and Australia. New trade alliances are also likely to emerge, focusing on raw material import/export activities,' Zachariadis said. Further down the line, enhanced regional collaboration is possible whereby individual nations focus on their key added value. For instance, a plausible scenario is one where Saudi Arabia and the UAE continue leading in mining investments (e.g. Ma'aden, EGA and international assets through sovereign wealth funds), Oman would develop metal processing hubs given its ports and smelting capacities, and Qatar and Bahrain would continue focusing on downstream industries, Zachariadis said. 'This stronger regional collaboration would in turn incentivise new infrastructure and logistics investments (e.g. railways) and create cross-border value chains in the GCC as a means to establish a regional industrial eco-system in critical minerals and rare earths to manufacture products in demand locally/regionally and by other export markets,' he added.
