Class 3 Learning Levels Still Below Pre-Covid Despite Gains, Shows Govt Survey

Class 3 students show slight improvement post-COVID but still lag behind 2017 levels, especially in reading and basic math, as per the PARAKH Rashtriya Sarvekshan report.
The learning levels of young school children, especially those in Class 3, have not yet returned to pre-COVID-19 pandemic levels. According to a new report released by the Centre on Monday, Class 3 students continue to lag behind their 2017 performance, despite showing some improvement since 2021.
The latest report, titled PARAKH Rashtriya Sarvekshan, assessed the academic performance of 21.15 lakh students from Classes 3, 6, and 9 across 74,229 schools in December 2024. Previously, this survey was known as the National Assessment of Educational Progress (NAEP). Among all the classes assessed, only Class 3 was part of all three survey rounds — 2017, 2021, and now 2024 — making its data comparable across years.
The survey followed the structure of the National Education Policy (NEP) 2020, which divides school education into different stages:
In 2024, Class 3 students scored an average of 64% in language, slightly better than 62% in 2021, but still below the 66.7% scored in 2017.
In Mathematics, the average score was 60% in 2024, compared to 57% in 2021, but again lower than the 63% scored in 2017.
When it came to specific skills, students in Class 3 did worst in reading short stories and understanding their meaning, scoring an average of 60%. They did best (67%) in using words for everyday interactions.
In Maths, they struggled the most with geometric shapes and basic money calculations, scoring 50% in both areas. Their strongest performance was in identifying simple patterns, shapes, and numbers, where they scored 69%.
Class 6 And 9: Performance Below 50% In Most Subjects
The survey found that students in Classes 6 and 9 had average scores below 50% in all subjects except language. A senior official from the Education Ministry said that these students had lost nearly two years of learning during the pandemic, which may explain their lower scores.
Despite some progress since 2021, the findings highlight that learning loss from the pandemic continues to affect students, especially in the early years of school. The report stresses the need for stronger efforts to help students catch up and meet expected learning standards.

India's education system is at a transformative crossroads. With the launch of the National Education Policy (NEP) 2020, the country has taken a step toward reimagining how our children learn, grow, and prepare for the future. At the heart of this reform is the introduction of a new academic structure: the 5+3+3+4 model, which replaces the traditional 10+2 format. This model restructures the school journey based on a child's developmental stages: • Foundational Stage (Five years): Three years of preschool + Classes 1and 2 – with a focus on play-based and activity-based learning. • Preparatory Stage (Three years): Classes 3 to 5 – building on foundational skills through discovery and interaction. • Middle Stage (Three years): Classes 6 to 8 – introduction to subjects more formally and experientially. • Secondary Stage (Four years): Classes 9–12 – critical thinking, multidisciplinary learning, and career exploration. This model is built on the recognition that a child's brain development is most rapid in the early years, and therefore, Early Childhood Care and Education (ECCE) must be formally integrated into the education system. The emphasis shifts from rote memorisation to experiential, multidisciplinary, inquiry-based learning, along with flexible subject choices and holistic assessment. What's lacking While the vision is clear, the ground reality varies due to infrastructure gap, lack of teacher preparedness, lack of parental awareness and support, and more reasons. Infrastructure gap persists While many private urban schools have already begun adopting elements of NEP—play-based learning, soft-skill assessments—the majority of government and rural schools are still grappling with basic infrastructure gaps. Many anganwadis still operate from single-room setups with no toilets or drinking water. Pre-primary classes are absent in most government schools despite being the starting point of the foundational stage. Lack of availability of teaching-learning materials remains a challenge. Teacher preparedness The success of NEP lies in the trained teachers, but this is also where readiness is most lacking. Many teachers are unfamiliar with activity-based learning or competency-based assessments. The programs are outdated, still aligned to the older 10+2 structure. Continuous professional development is lacking, especially in regional government schools. Teachers need more than just orientation—they need sustained mentoring and classroom-level handholding. Changes in the curriculum and textbook States are in different stages of rolling out NEP-aligned syllabi. Some, like Karnataka and Maharashtra, have begun introducing revised content for certain grades. But in many states, textbooks have not been updated in time. Some grades received no new textbooks till midway through the academic year. Teachers are left improvising with old material, creating inconsistencies in learning outcomes. This lack of standardisation undermines the NEP's intent of equalising access to quality education. Parental Awareness and Support One of the most important barriers is lack of awareness among parents, especially in semi-urban and rural India. Parents often equate learning with rote outcomes and high marks. Explaining the value of play-based learning, project work, or portfolios takes time and engagement. Encouraging signs of progress Despite these hurdles, there are promising green shoots. The PM SHRI Schools initiative aims to upgrade over 14,000 government schools as 'model NEP schools,' with modern infrastructure, experiential learning, and digital classrooms. Delhi, Maharashtra, and Odisha have piloted new foundational and preparatory curricula that align with NEP. Several teacher training apps and platforms, like NISHTHA and DIKSHA, are helping bridge knowledge gaps. What needs to be done? For the NEP and its 5+3+3+4 model to succeed, we must: 1. Strengthen foundational infrastructure – especially in anganwadis and primary schools. 2. Revamp teacher education – both pre-service and in-service. 3. Ensure timely rollout of updated curriculum and materials. 4. Engage parents and communities to build awareness and trust. 5. Monitor progress transparently and support schools in the transition. A journey, not a destination India's education system is undergoing a shift—one that's long overdue and filled with promise. But readiness isn't uniform. While some schools are moving ahead with confidence, others are only just beginning the journey. What's clear is that this change cannot be implemented in isolation. It needs collective effort from policymakers, educators, parents, and students alike. The 5+3+3+4 model is more than a new structure. It's a call to rethink how we teach, what we value in learning, and how we prepare children for life—not just exams. And with the right support, training, and mindset, Indian schools can not only be ready—but become global examples of educational transformation. The National Council of Educational Research and Training (NCERT) has initiated a review of select textbooks after receiving feedback from stakeholders. According to NCERT, feedback and suggestions from educators, subject experts, and other stakeholders are a regular part of its textbook development and revision process. In cases where substantial input is received regarding content or pedagogy in any subject, it is standard practice to constitute a committee to evaluate the concerns. "It is a well-established practice at NCERT that whenever substantial feedback or suggestions are received regarding the content or pedagogy of a textbook in a particular subject, a committee is constituted," the NCERT stated. "This committee comprises high-level domain experts from reputed institutions and faculty members from the relevant subject area, with the convenorship of the Head of the Curriculum Department. The committee carefully deliberates on the matter, makes evidence-based decisions regarding the content or pedagogy, and recommends appropriate actions accordingly at the earliest," the official release specified. In an effort to strengthen school education in line with the National Education Policy (NEP) 2020, the National Council of Educational Research and Training (NCERT) has initiated the review of select textbooks. The NCERT has already developed the National Curriculum Framework for Foundational Stage (NCF-FS) and the National Curriculum Framework for School Education (NCF-SE), both key components of the NEP's implementation.

After 1-year gap, non-violence course to return at Mahatma Gandhi-founded Gujarat Vidyapith

Gujarat Vidyapith's most popular course among international students, the International Course on Gandhian Non-violence: Theory and Application, is back after a one-year break—with a few minor changes to streamline it with National Education Policy (NEP) and University Grants Commission guidelines. The four-month diploma programme offered by the Faculty of Gandhian Studies will launch on October 2 to mark the birth of Mahatma Gandhi and conclude on his martyrdom day on January 30. 'Last year, attempts were made to incorporate the course as per NEP guidelines, which stipulate that a diploma course should be of six months minimum. For this, we even tried to offer two months online and four months offline, but due to different time zones, this could not take off,' Professor Prem Anand Mishra, Dean, Faculty of Gandhian Studies, told The Indian Express. Launched in 2011, the course is free. As of its last session in 2023, 94 students from 21 countries have completed it. The course will return from the ongoing academic year as a certificate programme. 'In the process of streamlining it with the UGC guidelines, things got delayed and thus it could not be offered last year,' Harshad Patel, Vice-Chancellor, Gujarat Vidyapith, said. Barring a gap of two years owing to the COVID-19 pandemic that resulted in restricted air travel and physical classes, 2024 was the first time the course was discontinued. Post-pandemic, it created a record in 2023 with 13 foreign students from eight countries, including Russia, Mauritius, Spain and Venezuela, getting enrolled, the highest number of countries represented to date. So far, the highest enrolment was seen in 2017-18, with 15 students; the lowest was 2 students, both from Mexico, in 2016 amid speculation of a war-like situation as the course was to start a few days after the Uri attack. 'Though there is a growing interest worldwide, particularly in the West, about Gandhi and his practice of non-violence, many expressed a desire to get formal training in Gandhian non-violence in India. This was the reason the Gujarat Vidyapith started this international course in 2011. However, while some interested candidates have cited the escalated air travel rates, others have said the cost of travel pinches because of unemployment,' Mishra said. The International Course on Gandhian Non-violence: Theory and Application will be announced on the university website this week. The course is funded by the Gujarat Vidyapith Mandal, and the travel cost is borne by the candidates. Students of different age groups are accommodated in the international hostel on a twin-sharing basis on the Vidyapith campus. A special kitchen, with a cook, is set up where students can get food of their choice. The university also offers practical sessions, including a visit to Gandhian institutes like Gandhi Research Foundation in Jalgaon, Sampoorna Kranti Vidyalaya in Vedchi, and Lok Bharati Gramvidyapith Sanosara in Bhavnagar. While the course content largely remains the same, minor changes are incorporated based on the students. 'It is not entirely content-driven but flexible…for instance, in one year, a majority of the students had an activist bent, so we changed the delivery accordingly, focusing the discussions on activism,' Mishra explained.
