PC Ghose's Commission Report To Be Tabled In Telangana Assembly: Chief Minister Revanth Reddy
The cabinet, for the first time, met with the Kaleshwaram project as its sole agenda and formally approved the 665-page report.
Irrigation Minister Uttam Kumar Reddy, in a detailed presentation to the media, highlighted the key findings of the commission.
The report, which was submitted to the government on July 31, holds former Chief Minister K Chandrashekar Rao "directly and vicariously accountable" for the alleged irregularities as reported earlier by NDTV.
According to Uttam Kumar Reddy, the report states that crucial decisions, including the site changes and administrative approvals for the Medigadda, Annaram, and Sundilla barrages, were made without cabinet approval, in violation of business rules.
When former Chief Minister KCR, former irrigation minister Harish Rao, and former finance and planning minister Eatela Rajender had deposed before the commission, all three had insisted that all decisions were presented before the cabinet and all approvals were given by the cabinet.
The commission found "rampant and brazen procedural and financial irregularities" from the project's conceptualization to its execution. The report also implicated several senior officers and engineers for their roles in the lapses. The commission identified 19 officials as liable for action.
Chief Minister Revanth Reddy emphasised that the government's intention is not to pursue political vendetta. He stated that the government would table the report in the upcoming Assembly session to seek the opinion of all political parties before finalizing a course of action. This, he said, would ensure a transparent and democratic process to address the "colossal waste of public money" that the commission concluded the project had become.

Hyderabad: A Task Force Committee was constituted on Thursday to resolve inter-departmental hurdles delaying NHAI and MoRTH projects in the state. The first meeting of the committee was chaired by R&B Minister Komatireddy Venkat Reddy at Secretariat. It focused on key issues such as forest clearances, utility shifting, land acquisition, and departmental coordination. Officials were directed to act promptly on long-pending clearances related to irrigation, water supply lines, high-tension electrical lines, and mining permissions. The meeting also addressed critical project-specific issues in Warangal-Khammam (NH-163G), the Sitarama Lift Irrigation Greenfield Corridor, and the Kalwakurthy–Srisailam elevated corridor. The Minister assured intervention with relevant departments, including discussions with Irrigation Minister Uttam Kumar Reddy to push for swift approvals of pending NoCs. The Minister noted that coordination between departments would be the defining factor in the success of the Task Force. He emphasized that such reviews will now be held regularly to fast-track progress and resolve bottlenecks proactively. Highlighting the Regional Ring Road (RRR) project, he called it 'a crown jewel for Telangana,' expressing hope that works would commence within the next few months. He informed that land acquisition for the northern section was nearly complete, and the upgrade to a six-lane road had slightly delayed the project.

‘RR Module': Revanth, his circle were ‘put under surveillance' during BRS rule
Telangana's current Chief Minister, A Revanth Reddy, his family members and associates were allegedly under constant surveillance when he was in the Opposition as the Telangana Pradesh Congress Committee president, a post he held between July 2021 and December 2023, The Indian Express has learnt, based on official documents and detailed conversations with investigators probing the snooping allegations when the Bharat Rashtra Samithi was in power. The BRS ruled the state from the time Telangana was formed in 2014 to December 3, 2023, when the Congress stormed to power. As reported by The Indian Express, the state police is currently probing allegations that five top police and intelligence officers and a TV channel operator indulged in illegal surveillance of 600 individuals — using the state's anti-Naxal surveillance mechanisms — to benefit the BRS. Those allegedly snooped on included politicians, party workers, bureaucrats, businessmen, a sitting High Court judge, as well as their spouses, drivers and even childhood friends, it is learnt. In Revanth's case, however, investigators familiar with the chargesheet say an entire module was allegedly dedicated to the illegal surveillance. According to investigators, Praneeth Rao, the then DSP in the Special Intelligence Branch (SIB) office, and his team allegedly 'prepared profiles of family members, relatives and close personnel and party associates of A Revanth Reddy, and they used to call it RR (Revanth Reddy) Module'. Praneeth Rao is one of the five accused in the case and is currently out on bail. He allegedly acted on the instructions of former SIB chief Prabhakar Rao. When contacted, Aakriti Jain, advocate on record for Prabhakar Rao, said he 'stands by the arguments in the Special Leave Petition filed in the Supreme Court'. As per this petition, he is a decorated police officer who did not indulge in illegal surveillance. The alleged snooping on Revanth and other political players — from the BJP, Congress and even the BRS — was done 'to ensure BRS's victory in the (Assembly) elections by monitoring potential political leaders of opponent parties as well as rebels in the BRS', investigators said. According to the investigators, 'profiles' of those in Revanth's circle were allegedly put together — names, addresses, vehicle details and travel logs. As Opposition leader, Revanth was among the fiercest critics of former CM and BRS chief K Chandrashekar Rao and his family. KCR, as Chief Minister, also held the intelligence portfolio. Revanth has, in several speeches, said he believes he was being surveilled. According to investigators, it is also alleged that one of the key reasons to snoop on political opponents was to starve them and their parties of funding, particularly during poll season. It is alleged that the accused 'passed on actionable information to political leaders and the district police for field actions, including targeted seizure of money of supporters of the opposition political party and leaders', investigators said. For instance, during the Munugode bypolls in 2022, Rs 1 crore in cash 'belonging to certain leaders of the BJP from Karimnagar was seized', investigators said. According to investigators, Hyderabad police claim to have at least 11 witnesses who listened to conversations of political leaders as part of the illegal surveillance. These witnesses worked as 'loggers in the interception of telephones' and were supposed to surveil those linked to the CPI (Maoist) or Left Wing Extremists – the stated aim of the SIB – but were instead 'assigned telephone numbers of persons unrelated to LWE, mostly belonging to political parties,' investigators said. The BRS maintains that no illegal surveillance was carried out, with Dasoju Sravan Kumar, its MLC and spokesperson, telling The Indian Express that the Hyderabad police, 'at the behest of the current Chief Minister, are on a futile fishing expedition which will not yield any results'.

Centre okays T to reschedule Rs 25k cr high interest loans
Hyderabad: In a significant financial relief for Telangana, the Centre has reportedly agreed to restructure high interest loans taken by the state over the past decade. Sources said the Reserve Bank of India has approved the repayment of nearly Rs 25,000 crore in fresh borrowings over the next two years — at lower interest rates and with longer repayment periods. The move is expected to save Telangana around Rs 2,000 crore annually, compared to the burden under previous terms. On Aug 5, the RBI disbursed Rs 5,000 crore, which the state govt immediately used to clear old, high interest loans availed from the Rural Electrification Corporation (REC). These borrowings, scheduled for repayment over 10 years, placed a heavy fiscal load on the state exchequer due to their high servicing costs. In contrast, RBI loans come with lower interest rates (7% to 7.5%) and longer tenures of 25 to 30 years, offering significant relief. By comparison, loans from the REC carried an 11% interest rate and a 10-year repayment term, which became increasingly unsustainable. Chief minister A Revanth Reddy had repeatedly urged the Centre to allow rescheduling of such liabilities. Following a detailed review of Telangana's fiscal health, the Union finance ministry agreed to the proposal. In a parallel development, the Centre had earlier brought all off-budget borrowings under the Fiscal Responsibility and Budget Management (FRBM) framework, which reduced Telangana's eligibility to raise funds from the RBI during 2020–21. After these corporate loans were clubbed under FRBM, the state govt intensified its push for rescheduling, which was now accepted by the Centre. The state has raised funds through monthly bond issuances. With the RBI's green light, it can now rework the Rs 25,000 crore loan burden over two years. Funds raised from bond issues, such as the Rs 5,000 crore obtained recently, will be used solely to retire high-interest loans, not for new programmes or expenditure. Financial analysts said this restructuring will ease fiscal pressure and save nearly Rs 2,000 crore per year, giving the state room to stabilise its economy.
