National defence a shared responsibility: Army Chief

Kota Kinabalu: National defence must be a shared responsibility between the military, government agencies, private sector and the wider public, said Army Chief General Tan Sri Muhammad Hafizuddeain Jantan. He said the importance of the Whole-of-Government, Whole-of-Society (WoGoS) approach outlined in the Defence White Paper and National Military Strategy 2.0. 'Defence is not the responsibility of the armed forces alone. It involves active participation from every sector of society,' he said at a conferment ceremony for honorary and volunteer Territorial Army officers held here. The ceremony saw the conferment of ranks to several individuals from both public and private sectors, recognising their roles in bridging civil-military cooperation. Managing Director of Boustead Plantations Berhad Datuk Zulkarnain Md Eusope was conferred the rank of Honorary Colonel. He was also appointed as a Participating Member of the Territorial Army Support Committee (Jakpaw) under the Ministry of Defence. Head of the Training Branch at the Reserve Officers Training Unit (Rotu) of the International Islamic University Malaysia (IIUM) Major Wan Rizaila Wan Mamat Saufi was promoted to the rank of Lt Colonel. He now serves as Deputy Commandant of the unit. City Hall (DBKK) Mayor Datuk Seri Sabin Samitah was awarded the rank of Honorary Lt Colonel and appointed Deputy Chairman of Jakpaw Sabah. Also receiving the Honorary Major rank were Director of the Sabah Lands and Surveys Department Prof Datuk Sr Bernard Liew Chau Min, Sabah Deputy State Secretary (Development) Datuk Dr Ahemad Bin Sade and Manager of Eng Hin Giap Hardware Sdn Bhd Chye Chang Kheng. All were appointed as Jakpaw members in their respective states. Most Sabah, Sarawak education and health demands agreed at MA63 technical meeting

Fadillah, who is also Energy Transition and Water Transformation Minister, said the meeting was crucial as preparation for the MTPMA63 Meeting No. 1/2025, which will be chaired by Prime Minister Datuk Seri Anwar Ibrahim in Kuching on Sept 12. On education, he said agreements reached included state governments' involvement in the planning of education development projects, information sharing on the transfer of senior officers and allocation of funds for professional development programmes. 'As for healthcare, the meeting agreed to several demands, including increased allocations for operating and development expenditure, granting certain autonomous powers to State Health Directors, and strengthening human resources at the Health Departments of Sabah and Sarawak,' he said in a statement today. Fadillah added that other pending matters will continue to be discussed under the Joint Action Committee on Education and Health Development for Sabah and Sarawak, under the purview of the Education Ministry (MoE) and Health Ministry (MoH). In today's meeting, two briefing papers were also presented by the Legal Affairs Division of the Prime Minister's Department (BHEUU, JPM) and the Natural Resources and Environmental Sustainability Ministry (NRES), which will be brought to the upcoming MTPMA63 meeting in Kuching for decision. 'Other unresolved demands will continue to be monitored by the Technical Committee under MTPMA63 as well as relevant ministerial-level working committees,' he said. Russian general seriously wounded on front line, regional leader says
(Reuters) -General Esedulla Abachev, deputy commander of Russia's Northern group of forces, has been seriously wounded on the front line of the war with Ukraine, a senior official said on Monday. Abachev comes from Russia's Dagestan region, whose leader Sergei Melikov said on Telegram that he was in a serious but stable condition in "one of the best military medical centres in the country". Ukrainian military intelligence said on Sunday that Abachev had an arm and a leg amputated after being wounded in a Ukrainian strike on a Russian military column on a highway in the Kursk region of western Russia, and that he was being treated in Moscow. Reuters could not confirm those details. At least a dozen Russian generals have been killed in the war that started with Moscow's full-scale invasion of Ukraine in February 2022. Abachev graduated from the Higher Tank Command School in the Ukrainian city of Kharkiv when Ukraine was still part of the Soviet Union, which collapsed in 1991. He received the Gold Star of the Hero of Russia for his role in combat missions during the current war. Dagestani leader Melikov said he was the pride of the region, describing him as "a combat general and a wise commander who always tries to protect his personnel, sometimes neglecting his own safety".
