
In-house services for city projects to save Tshwane millions
The savings announcement comes at a time when the mayoral committee has approved a policy that mandates all municipal construction projects to use in-house quantity surveyors and architects.
This was aimed at tightening cost controls, mandating that internal services within the department's physical development services unit be prioritised over external consultants.
'The insourcing of these services for new building design projects, alterations, additions and as-built documentation has already begun to save the metro millions in fees that would otherwise have been outsourced,' explained MMC of Economic Development and Spatial Planning, Sarah Mabotsa.
Mabotsa said her department has skilled and equipped professionals.
'Physical development services of the department is staffed by qualified architectural professionals, quantity surveyors, and building works inspectors. [They] are equipped to manage projects from inception through to completion as per the six stages of a project described by the South African Council for the Architectural Profession.'
Mabotsa said that until now, certain city departments contracted these services externally, resulting in high consultant costs for the city and often leading to inconsistent quality and misalignment with city-wide standards.
'By insourcing these services, the metro will reduce expenditure and also ensure standardised project quality and protect municipal interests,' she said.
She added that savings of 10–20% on external consulting fees are typically achieved on smaller projects of up to R500 000 in value, and on larger projects of R20-million or more, savings are usually between 7% and 15% of the project cost.
'This insourcing has already saved the city R16.6-million on recent projects. The initiative to mandate insourcing of these services going forward will save the city many more millions.'
She added that the initiative has earned praise from the city's CFO and gained strong support across departments.
'For projects like the Stinkwater Social Development Centre (R51-million), Gazankulu Clinic (R26.5-million), Rayton Clinic (R24-million), and Soshanguve Clinic (R18.5-million), the metro saved R3.6-million, R1.9-million, R1.7-million, and R1.5- million respectively in architects' fees alone,' she said.
According to Mabotsa, all of the completed projects have had their building plans approved and occupancy certificates issued.
She said other developments, such as the R50-million Mabopane Social Development Centre and the R61-million Lusaka Clinic, are currently underway or in planning, with assistance from the city's physical development services section.
Savings of R3.5-million and R4.4-million in architectural fees are expected on these projects.
'Our insourcing initiative supports the Multiparty Coalition Government's commitment to financial stabilisation in Tshwane. By delivering projects faster and at a lower cost to ratepayers, we're cutting expenses and maximising the impact of our budgets,' said Mabotsa.

Rooiwal comeback to ease Tshwane's energy load
In a major move to increase local energy supply, the Tshwane metro is planning to reactivate the Rooiwal and Pretoria West Power Stations. This will increase the availability of power in the metro by 480 megawatts, with 300 megawatts coming from Rooiwal and 180 megawatts from Pretoria West. MMC for Utilities Frans Boshielo said that although the metro is not in an electricity crisis, there are significant challenges that need urgent intervention. He said that reviving the two power stations was critical to meeting Tshwane's growing energy demands and ensuring supply stability across all regions of the metro. 'We have to go to the market and get people who will be able to help us reactivate the two aforesaid power stations,' said Boshielo. He added that a task team has already been established to drive this process forward. A transaction advisor will also be brought on board to guide the technical and financial aspects of the reactivation process. The MMC said power supply in the metro will be sourced through mixed generation, combining municipal power stations with other forms of energy to ensure a consistent and adequate supply. Several studies on electricity generation methodologies have already been reviewed as part of the metro's roadmap. 'In our budget for the City of Tshwane, we have allocated more money towards the maintenance of electricity infrastructure. 'Our plan is to stabilise all electricity substations that keep tripping. We have identified them and we are going to refurbish them. 'Another issue that is crippling us is the illegal connection of electricity, and we are working with law enforcement agencies in the municipality to disconnect those illegal connections,' said Boshielo. Boshielo also announced the launch of a programme titled Electricity For All, which aims to provide legal connections to households currently accessing power illegally, in response to the widespread issue of electricity theft in informal settlements. 'At the moment, informal settlement dwellers are stealing the metro's electricity, but with this programme they will pay for the electricity they are using, and this will increase the municipality's revenue,' he said. To tackle cable theft and vandalism of electricity infrastructure, the metro will be rolling out both static and technological security measures, including CCTV cameras and beams at key substations. Boshielo said the energy agenda would now be firmly housed under the energy department, after the previous administration had misplaced it under the Tshwane Economic Development Agency (TEDA). He admitted that the metro had been delayed in reactivating the power stations but reaffirmed that progress is now being made under the new administration's leadership. Legit deal: CompCom greenlights Pepkor's R1.9bn fashion brands acquisition
But with some conditions. JSE-listed retail giant Pepkor has received the green light from the Competition Commission (CompCom) to acquire five retail store brands – Legit, Style, Boardmans, Swagga and Beaver Canoe – from the unlisted Durban-based group Retailability. The CompCom confirmed the decision in a statement on Monday. It follows Pepkor and Retailability announcing the approximately R1.9 billion cash deal in March, which would include around 462 stores (within the five brands) across South Africa, Botswana, Lesotho, Namibia and Eswatini. The CompCom said that it 'recommended that the Competition Tribunal approves the proposed transaction whereby Pepkor Trading intends to acquire the target businesses [the five brands]'. 'The commission is of the view that the proposed transaction is unlikely to substantially lessen or prevent competition in any market,' it noted. However, its green light comes with conditions. ALSO READ: Pepkor to buy Legit, Swagga, Style and Boardmans Conditions 'To address public interest concerns, the acquiring firm [Pepkor Trading] will employ the target businesses' employees on terms and conditions that are no less favourable than the current employment terms and conditions,' the CompCom said. 'In addition, the acquiring firm shall not retrench any employees of the target businesses because of the merger. 'Lastly, the merged entity has also undertaken to maintain or increase the proportion of local procurement from small to medium enterprises and providers that are owned by historically disadvantaged persons,' it added. When Pepkor and Retailability announced the deal earlier this year, the companies noted that the Edgars, Edgars Beauty, Red Square, Kelso and Keedo businesses 'are not included in the proposed transaction and will continue to be operated by Retailability'. Pepkor said at the time that the deal is driven by its intention to expand its market share in adult wear through organic and acquisitive growth strategies. 'Pepkor Holdings controls a number of firms incorporated both inside and outside of South Africa… Pepkor Holdings has four operating segments but only two are relevant for the purposes of the proposed transaction.' The CompCom said these include the clothing and general merchandise segments, which include all clothing, footwear and homeware retail brands under Pepkor Speciality; and the furniture, appliances and electronics segment under Pepkor Lifestyle. It added that the 'target businesses' are controlled by Retailability SA. Boardmans consists of an online-only store selling appliances and homeware products,' the CompCom highlighted. Retailability had purchased the Legit chain from Edcon years before the latter went into business rescue following the Covid-19 fallout. Later, during Edcon's business rescue process, Retailability also purchased the Edgars chain for an undisclosed amount.
