Oil prices likely to increase on June 17, says DOE

Consumers should brace for another round of oil price hikes next week, with the Department of Energy (DOE) projecting an increase in the cost of fuel products based on early trading data.
In an interview, DOE Oil Industry Management Bureau Assistant Director Rodela Romero explained that global market trends point to an upward adjustment that would take effect on Tuesday, June 17.
'Sa ngayon po, nakikitang pataas ang direksyon ng presyo. Kung pagbabasehan ang first two days ng trading, posibleng tumaas ng less than P1 per liter,' Romero said in Bagong Pilipinas Ngayon, referring to the early week trading data from Mean of Platts Singapore, which serves as the pricing benchmark for the Asian region.
(As of now, the price trend appears to be going up. Based on the first two days of trading, there might be an increase of less than P1 per liter.)
The Energy official emphasized that the final price movement will still depend on the remaining days of trading: 'Yung magiging final adjustment kapag natapos ang hanggang Friday na trading... average ng price for the week ang binabase at ikinukumpara sa previous week.'
(The final adjustment will be determined after trading ends on Friday… the average price for the week is based and compared with the previous week.)
Global developments
Romero identified several global developments contributing to the anticipated price hike, including ongoing geopolitical tensions and market volatility.
'Ang adjustment ng increase ay attributed po una sa geopolitical factors—yung escalating conflict ng Russia at Ukraine at nuclear deal between US at Iran,' she said.
(The increase in prices is primarily due to geopolitical factors—such as the escalating conflict between Russia and Ukraine, and the nuclear deal between the US and Iran.)
Other possible factors include U.S. trade policies and declining commercial inventories.
'May trade talks ang US at China na inaasahang magtataas ng demand, at malaking pagbaba rin ng imbentaryo ng US ang isa sa mga dahilan,' she noted.
(There are trade talks between the US and China that are expected to boost demand, and the significant drop in U.S. commercial inventory are also reasons.)
Romero also explained that the peso-dollar exchange rate plays a key role in oil prices.
DOE measures
With rising prices a continuing concern, Romero reassured the public that the DOE has measures in place to protect consumers.
'Regular po ang compliance check namin sa standards on quantity at quality. Kapag bumili ka ng isang litro, isang litro talaga ang makukuha mo,' she said.
(We regularly conduct compliance checks on standards for quantity and quality. If you buy a liter, you should really get one liter.)
She also encouraged consumers to exercise the power of choice and compare prices among gas stations.
'Gamitin po nila ang power of choice—piliin ang gasolinahan mas mura ang bentahan. May mga lugar na may price war,' she added.
(Consumers should use their power of choice—choose gas stations that have cheaper prices. There are areas where there are price wars.)
Romero highlighted that oil companies sometimes offer discounts or promotions as part of their corporate social responsibility.
When asked if there are reports of abuse in pricing, Romero assured that the DOE is actively monitoring the situation.
'Nandito naman ang DOE. Meron tayong DOE-DOJ task force para masigurong walang abusong nangyayari despite the deregulated environment,' she said.

If there are possible unfair trade practices, she advised the public to report such abuses to the Philippine Competition Commission.
Romero added that price mitigation programs are in place, in coordination with other government agencies like the Department of Agriculture and the Department of Transportation. These programs include subsidies for farmers, fisherfolk, and public transport drivers.
'Kami po ang nag-iisyu ng trigger certification kapag lumagpas sa $80 per barrel ang presyo ng crude (oil), para ma-activate ang mga mitigation efforts,' she explained.
(We issue the trigger certification when crude prices go beyond $80 per barrel, to activate these mitigation efforts.)
The DOE said it will continue to inspect oil facilities—from bulk terminals to retail stations—to ensure compliance with quality and quantity standards. —RF, GMA Integrated News

The Philippine State College of Aeronautics (PhilSCA) said on Tuesday that it is hoping that President Ferdinand "Bongbong" Marcos Jr. will soon sign into law the measure seeking to reorganize the school into the National Aviation Academy of the Philippines (NAAP). 'Ang Senado po at Kongreso ay inaprubahan na yung National Aviation Academy of the Philippines. Ito ay for signature na ng ating Pangulo. Ngayong August 7 ay nai-submit ito sa Malacañang at kami po ay excited na dito sa pagpirma ni Presidente sapagkat ito ang magiging formula para tayo ay makibahagi dito sa malaking pangangailangan po sa aviation industry sa buong mundo…Ito ay multi-trillion dollar na ekonomiya na makakatulong ho sa ating bansa kung makakakuha tayo ng share dito,' said retired Brigadier General Gerardo Zamudio, director of PhilSCA's flying school, on the Bagong Pilipinas Ngayon broadcast. The bill, titled 'National Aviation Academy of the Philippines Charter Act' seeks to expand PhilSCA as the 'leading higher education for aviation studies' and as 'the national professional institution for aviation.' If passed into law, NAAP shall offer short-term, technical-vocational, undergraduate, and graduate programs in the field of aviation such as a bachelor's degree in air transportation, and aeronautical engineering; as well as associates in aircraft maintenance technology, and aircraft electronic technology that could lead into baccalaureates. Citing data from Boeing and Airbus, Zamudio said that the aviation industry is in need of around two million workers in the aviation industry until 2043. Of which, over 600,000 must be pilots, he added. Zamudio is hoping the Philippines can provide highly-skilled technical workers in the aviation industry through the NAAP. 'Napapanahon itong National Aviation Academy of the Philippines sapagkat dito talaga, ang requirement ng batas, ay mag-provide tayo ng world class aviation training and professional education. Maraming nakalagay doon sa bagong batas na ito na magbibigay daan sa amin na makapag-produce ng world class na aviators,' he said. The Home Development Mutual Fund or Pag-IBIG Fund announced on Monday that it will offer a special 3% per annum interest rate to the first 30,000 borrowers for the first 10 years of housing loan under the Expanded Pambansang Pabahay Para sa Pilipino (4PH). 'Sa karaniwan po kasi, limang taon po yung special subsidized 3% rate, yung unang limang taon ng kanilang loan term. Under po sa ating early bird promo, yung unang 30,000 borrowers po natin ay mae-enjoy yung subsidized rate na yan for the first 10 years of the loan, isang dekada po na mae-enjoy yung subsidized rate,' said Jack Jacinto, Pag-IBIG Fund Vice President for Public and Member Relations, in Bagong Pilipinas Ngayon. (Typically, the special subsidized 3% rate lasts for the first five years of their loan term. However, under our early bird promo, our first 30,000 borrowers will enjoy that subsidized rate for the first 10 years of the loan — a full decade that they can enjoy the subsidized rate.) Pag-IBIG said the special promo is meant to encourage the public, particularly the low-income and minimum wage earners, to avail of affordable housing. 'Yung unang maga-apply at maaprubahan po sa Pag-ibig housing loan para sa expanded 4PH, sila po ang makakatamasa po nito. Ang dahilan po niyan ay para maengganyo ang ating mga kababayan lalo na at may plano na sila bumili ng kanilang bahay ay tignan itong alok po ng ating pamahalaan. Mura na po ito pero mas pinamura pa natin ito,' said Jacinto. (The first to apply for and be approved for a Pag-IBIG housing loan under the expanded 4PH program will be able to avail of this. The reason for this is to encourage our citizens, especially those who already plan to buy a house, to consider this offer from our government. It's already affordable, but we've made it even more so.) Pag-IBIG said the monthly payment would be more affordable with the special offer. For instance, a socialized housing unit that costs P850,000 is usually payable by P5,400 to P5,500 monthly. 'Sa pangkaraniwan po ay mababa na ang monthly nito sa ilalim ng regular Pag-IBIG housing loan na nasa around P5,400 (to) P5,500. Sa tulong ng special subsidized rate sa ilalim ng Pag-IBIG housing loan para sa expanded 4PH, ang monthly payment nito ay aabout sa P3,600 to P3,700 na lamang,' said Jacinto. (Normally, the monthly payment for this under a regular Pag-IBIG housing loan is already low, around P5,400 to P5,500. But with the special subsidized rate under the Pag-IBIG housing loan for the expanded 4PH, the monthly payment will only be around P3,600 to P3,700.) Open to OFWs The expanded 4PH program is also open to overseas Filipino workers regardless of their income, said Pag-IBIG. 'Ang kwalipikado dito ay yung mga first-time home buyers. Para sa mga nagtatatrabaho sa NCR, dapat hindi lalagpas sa P47,800 yung kanilang kinikita. Ibig sabihin sakop yung mga minimum wage earners, low-income earners. Pagdating outside of NCR, not more than P34,800 yung kanilang monthly income,' said Jacinto. (Those who qualify for this are first-time home buyers. For those working in NCR (National Capital Region), their income should not exceed P47,800. This means it covers minimum wage earners and low-income earners. DOE sets public consultation on draft Carbon Credit Policy

The Department of Energy (DOE) is set to meet with 120 stakeholder representatives from the private sector this week to gather feedback on the draft Carbon Credit Policy it is developing in a bid to attract investments in clean energy. The DOE said the public consultation will be convened on Tuesday, August 19, to hear feedback on the draft department circular which will provide general guidelines for the issuance, management, and monitoring of carbon credits in the energy sector. 'This Carbon Credit Policy is a game-changer for the Philippine energy sector,' DOE undersecretary Felix William Fuentebella said in an emailed statement. 'It will equip our energy sector with the tools to generate and manage carbon credits with integrity, ensuring every ton of reduced carbon dioxide is real and verifiable. This builds trust and unlocks investment in effective climate solutions,' he added. The Policy aims to ensure environmental integrity through promoting projects that reduce emissions, enhance transparency and accountability, and align the Philippines' commitments under the Paris Agreement and other climate frameworks. To recall, the Philippines and Singapore in August 2024 signed a memorandum of understanding to collaborate on carbon credits under Article 6 of the Paris Agreement.
