Samarth Verma, director, technical education & training, Odisha, Cuttack with additional charge of managing director, Odisha Film Development Corporation was appointed as director, minor minerals, Bhubaneswar.
Deepankar Mohapatra, former director of sports with additional charge of chief executive officer, Hockey Promotion Council was given full time charge as CEO, Hockey Promotion Council, Odisha. Nine IAS officers of 2023 batch were appointed sub-collectors at different places.

Tribal Advisory Council seeks exclusive ST commission
HYDERABAD: The seventh meeting of the Telangana Tribal Advisory Council on Monday adopted a resolution, suggesting that the government constitute a special Commission for STs and also consider the Naikpod community as a special tribe. The meeting was chaired by ministers Danasari Anasuya alias Seethakka and Adluri Laxman Kumar. The meeting also decided to urge the government to extend the Integrated Tribal Development Agency (ITDA) activities to 'plain areas' where tribal population is relatively high. The council also recommended sanctioning tribal officer posts for 18 districts and 1,085 teacher posts for residential schools. It also suggested that the Ambedkar Foreign Education Scholarship benefits be extended to 500 students instead of just 100. It also decided to set up a special IAS study circle for the benefit of Adivasis in Hyderabad. The Council recommended the government sanction additional houses under Indiramma Housing Scheme. During the meeting, Seethakka said the Congress government is rectifying the mistakes committed by the previous BRS government with regard to tribal welfare. Alleging that the previous regime had diverted ST sub-plan funds for other works, she instructed the officials to utilise those funds only for the development and welfare of STs.

Bhoodan land case: Telangana HC questions locus standi of petitioner
HYDERABAD: The Telangana High Court on Monday scrutinised the maintainability of writ petitions filed against several senior IAS and IPS officers in a case related to alleged irregularities in the sale and mutation of Bhoodan lands at Nagaram village in Maheshwaram mandal of Rangareddy district. The case pertains to survey No 194 and 195 in Nagaram, where allegations have emerged that high-ranking bureaucrats purchased lands allegedly earmarked under the Bhoodan movement — a land donation initiative meant for landless individuals. Justice K Lakshman, hearing multiple writ petitions, including those filed by Birla Mallesh and Vadthya Ramulu, questioned the legal standing and motive of the petitioners. In particular, the court expressed concern over petitioner Birla Mallesh's locus standi, seeking clarification on how he is directly concerned with survey No 194 of Nagaram village. Senior counsels representing the IAS and IPS officers, including P Raghuram and Chandrasen Reddy, pointed out that the petitioner's mother, Birla Jangamma, had already filed a similar writ petition in 2024, which was duly disposed of. They contended that the current petition is an attempt to reopen settled issues with mala fide intent and to tarnish the reputation of senior government officials. They further alleged that Birla Mallesh deliberately suppressed this prior litigation and misled the court to obtain interim orders. Initially, the petitioner claimed that survey No 194 was Bhoodan land but later altered his position, stating it was government land.

In a major bureaucratic reshuffle in UP, 23 IAS officers, including Noida DM, transferred
The Uttar Pradesh Government Monday ordered the transfer of 23 Indian Administrative Service (IAS) officers, including district magistrates (DMs) of Gautam Buddh Nagar, Ghaziabad, and Prayagraj, among others. Medha Roopam, a 2014 batch IAS officer, has been appointed the new District Magistrate of Gautam Buddha Nagar (Noida), in place of Manish Kumar Verma. Verma has been transferred to Prayagraj in the same role. Considered a trusted officer of UP Chief Minister Yogi Adityanath, Roopam was a competitive shooter before joining the Indian Administrative Service. Verma, a 2011‑batch Uttar Pradesh cadre IAS officer, earlier served as Additional Chief Executive Officer (ACEO) in Noida Authority briefly until May 2017 and held posts as Chief Development Officer in Mathura and Pratapgarh before being appointed as the DM of Gautam Buddha Nagar. Prayagraj DM Ravindra Kumar Mandar has been moved to Ghaziabad as the new district magistrate. Mandar, a 2012‑batch IAS officer, was the DM of Jaunpur and then Prayagraj, where he was entrusted with overseeing major events, including the Prayagraj Kumbh. Deepak Kumar Meena, who had been serving as Ghaziabad district magistrate, will now take charge as the DM of Gorakhpur, the constituency of Adityanath. A 2011‑batch IAS officer and alumnus of IIT Kharagpur (Electrical Engineering), Meena served as Ghaziabad DM for approximately six months from January 19, 2025. He was praised for handling Kanvar Yatra safely in 2025, and conducting frequent public hearings. His recent responsibilities included leading a high‑level probe into the Prateek Grand City sewage flooding incident, appointed by the Meerut division commissioner to investigate illegal drain diversion and procedural lapses. Meena also organised the Integrated Control Room & surveillance covering 200 CCTV cameras during the Kanwar Yatra and deployed 750 civil defence volunteers to manage pilgrims across critical stretches near Dudheshwarnath Temple. Krishna Karunesh, who previously served as the district magistrate of Gorakhpur, has been appointed as ACEO, Noida Authority. As Gorakhpur DM, Karunesh played a pivotal role in securing a landmark MoU for the major expansion of Gorakhpur Airport, overseeing a project that will boost passenger capacity from 270 to 2,500 per hour and enable up to 200 daily flights.
