
SC orders release of senior Telangana journalist held for panellist's remarks
The Supreme Court on Friday ordered the immediate release of senior journalist and Sakshi TV anchor Kommineni Srinivasa Rao, who was arrested by Andhra Pradesh police on June 9 over controversial comments made by a panellist during a televised debate, noting that Rao had not made the objectionable remarks himself and that 'freedom of journalistic expression deserves protection'.
A division bench of the Supreme Court comprising justice Prashant Kumar Mishra and justice Manmohan issued an order directing the police to release him on bail as per the conditions to be suggested by the local court in Mangalagiri in Guntur district.
Rao, a 70-year-old veteran journalist, was arrested from his Hyderabad residence and transported to Guntur in Andhra Pradesh after a police complaint was filed over a live broadcast of the KSR Live Show on June 6. During the show, panelist and fellow journalist VVR Krishnam Raju allegedly made deeply derogatory and obscene remarks against the women in the Amaravati region. While Krishnam Raju was named accused No. 1 (A-1) in the case, Rao was named A-2.
The complaint, filed by Kambampati Sireesha, a Dalit leader of the Amaravati Capital Farmers' Joint Action Committee, accused the show of humiliating the self-respect of Amaravati's women, especially Dalit women. She also alleged that the Sakshi TV management appeared to have encouraged the statement.
Following the complaint, the police booked Rao, Raju and Sakshi TV management under multiple laws, including the SC/ST (Prevention of Atrocities) Act, Section 67 of the IT Act (publishing obscene material electronically), and several provisions of the Bharatiya Nyaya Sanhita (BNS), such as Sections 79 (outraging a woman's modesty) and 196 (promoting enmity between groups).
Rao was produced before the additional judicial magistrate of first class-cum-civil judge court in Mangalagiri, which remanded him to judicial custody for two weeks. On Thursday, he moved the Supreme Court seeking bail.
Arguing on behalf of Rao, senior advocate Siddharth Dave said his client was only an anchor hosting the debate on Sakshi television channel and the alleged abusive remarks were made by a panellist.
Senior advocate Mukul Rohatgi, who appeared for the state government, said Kommineni was goading and abetting the man who was making that statement. 'He was laughing, when the panelist was using abusive language against women of Amaravati,' he said.
The bench asked the state how the petitioner could be arrested for the statements made by someone else. 'When someone makes an outrageous statement, we laugh it off. They can't be termed co-conspirators,' the bench said.
The bench also mentioned the need to protect journalistic freedom. The bench passed the order Kommineni was nowhere concerned with the statement made by one of the participants in the debate. It said the accused be released on bail subject to the conditions to be imposed by the trial court.
Meanwhile, the Mangalagiri court on Thursday remanded Krishnam Raju, who was arrested by the police the previous night at Visakhapatnam, to judicial custody till June 26, for his alleged derogatory comments against Amaravati women.
People familiar with the matter said in the remand report filed in the court, the police said Krishnam Raju admitted to have made the derogatory comments as he had utter contempt for chief minister N Chandrababu Naidu and ruling Telugu Desam Party.
'Despite the outrage over his derogatory statements that deeply insulted the women of the Amaravati region, Krishnam Raju has not issued an apology. Instead, he reportedly went a step further by creating and releasing videos on YouTube defending and justifying his remarks, stating there was nothing wrong in what he said,' the police said in the report.
They further told the court that Krishnam Raju, being fully aware that Amaravati is home to people from various communities, castes, and religions, deliberately made such inflammatory statements. His intention, they alleged, was to demean and humiliate all women of the region — especially Dalit and tribal women — thereby hurting their dignity and self-respect.

The State Council of Educational Research and Training (SCERT) has relaunched its online training programme on the Protection of Children from Sexual Offences (POCSO) Act, making it available to every teacher in government and private schools across Delhi. Hosted on the Centre's DIKSHA-LEAD (Digital Infrastructure for Knowledge Sharing) portal, the 'Protection of Children from Sexual Offences (Amendment), Act, 2019' course has been made open for enrolment and completion till June 30. 'This training is an important initiative aimed at sensitising all educators and stakeholders about child safety and legal responsibilities under the POCSO Act,' stated an SCERT circular issued this week. The course is designed to cover every critical aspect of the law, including the latest amendments, obligations for mandatory reporting, and detailed guidance on recognising and responding to potential offences, it added. The program was first introduced last October and was made open for students and faculty members of SCERT and District Institute of Education & Training (DIET), among others. Teachers who have not yet taken or completed the course earlier 'are provided another opportunity to enroll, complete, and obtain certification,' stated the circular. The department has issued detailed step-by-step instructions for enrolment. To participate, educators should first install or update the DIKSHA mobile app from the Google Play Store or Apple App Store or visit the DIKSHA website on their computer. After selecting their preferred language, users must choose the role 'Teacher/Student,' set the board to 'State – Delhi,' and specify their medium and class. Once the profile setup is complete, teachers can access the course directly via a provided link or by scanning the QR code. They then click 'Join Course' and log in using an existing email or mobile-number account, Google credentials, or by registering anew with OTP verification. Successful participants are to receive a course completion certificate upon scoring at least 60%. 'Course completion certificates will be generated 15 days after the date of completing the course,' ensuring sufficient time for verification. Certificates will reflect the name appearing on the teacher's DIKSHA profile at the time of completion, the circular noted. Educators are encouraged to finish the training 'without disturbing their school/Institute routine work' and at their own pace, from any location. SCERT has called on all Heads of Schools and district coordinators to promote broad participation.

Patna: NDA leaders in Bihar on Saturday demanded a public apology from RJD chief Lalu Prasad after a video went viral showing a party supporter placing a photo of Dr Bhim Rao Ambedkar near Lalu's feet on the latter's birthday on June 11. Construction in Khalganga reserve forest sparks eco alarm in Doon
1 2 3 4 5 6 Dehradun: A gate was erected deep inside Khalanga reserve forest, causing concern among locals and environmentalists that commercial activity might soon follow. They warned the construction could damage the ecosystem, raise encroachment issues, and require forest offence act enforcement. By Saturday evening, a count by the forest department revealed that 22 trees and saplings had been affected during the construction activities. Activists have also called for a protest on Sunday at the spot. Colonel Vikram Singh Thapa, an area resident, said the video showed a gate placed deep in the reserve following which many locals reached the spot. In the video, a local woman was seen questioning the contractor who claimed that the land belonged to a man from Rishikesh and that workers were marking and fencing the 40 bigha plot for a future campsite. Thapa said local activists plan to file a complaint and have asked forest and revenue department officials to investigate the apparent sale of forest land. Eco-activist Sanjeev Srivastava said, "The property is surrounded by forest and dense Sal trees. No construction activity should have happened without permission, and if commercial activities start in the reserve forest, there will be no stopping them going ahead. Ideally, forest department should take back control of the land and provide due compensation to preserve the whole area." Mussoorie divisional forest officer Amit Kanwar said that following social media complaints, officials inspected the site and verified ownership with the revenue department. "Supreme Court guidelines make clear that even privately owned land within forest boundaries remains forest land, so commercial activity is prohibited there. A ground survey is under way to assess tree clearance, after which the department will take action under the forest offence act and serve notice to the owner," he said Forest department officials said the work was halted immediately on Friday evening after it was found to be taking place without permission. The department has written to the district administration seeking clarity on the boundary demarcation of the non-reserved plot. A case has also been registered against the landowner under the Tree Protection Act, 1976, for multiple forest offences, and he has been directed to restore the damaged forest land. On the orders of the divisional forest officer, a special patrolling team has been deployed to prevent such incidents from recurring in the Khalanga reserve forest. Eco-activists have demanded an immediate halt to all work and for the area to be restored. Meanwhile, social activist Anoop Nautiyal cautioned, "If such green dacoity can happen only 30 minutes away from the Clock Tower, we cannot even begin to imagine the destruction in remote corners of the state." The Mussoorie Dehradun Development Authority released a statement saying that inspections found no plots had been demarcated. In addition to its ecological value, Khalanga reserve forest holds significance for the Gorkha community and contains the Khalanga war memorial.
